While EU Member States and Regions are not part of the <strong>PPP</strong>, they are connected to<br />

the Platform Photonics21 since the very beginning. In the P21 Mirror Group,<br />

representatives of national and regional funding organisations involved with photonics<br />

funding meet and update each other regularly. One core activity of this group is the<br />

preparation and the implementation of transnational calls for funding, each by a<br />

number of Member States and Regions particularly well positioned and/or interested in<br />

the specific area.<br />

Presently, there are three ERA-Net Plus or Cofund Actions ongoing (see table below),<br />

implementing the European work programmes at a transnational and regional level and<br />

mobilising another €70–€80M from the public and the private sector for photonics<br />

research and innovation in Europe.<br />

The Photonics <strong>PPP</strong> strategy preparation and implementation relies on a close<br />

cooperation between Photonics21 Work Groups and Boards with its 3000 members<br />

from Industry and Research Organisations and the European Commission. A condition<br />

sine qua non for ensuring a fruitful cooperation between industry, science community<br />

and policy and for having all decisions taken supported and owned by all parties is to<br />

have open, transparent and democratic structures and processes.<br />

Decision making and responsibilities in the strategy process are based on the agreed<br />

principles 33 between the European Commission and Photonics21.<br />

The strategy development and the identification of research and innovation priorities<br />

rely on the three organisational layers of the European Technology Platform<br />

Photonics21 with following roles and tasks:<br />

• The Work Groups (WGs) are the major source of strategy development (Multiannual<br />

Roadmap and R&I priorities) within the ETP Photonics21<br />

• The Board of Stakeholders (BoS) reviews the outcomes of the work group strategy<br />

and votes on the strategic priorities.<br />

• The Executive Board (EB) coordinates the input of the work groups and executes the<br />

decisions of the Board of Stakeholders. In this role, it is the mouthpiece of the ETP<br />

Photonics21 towards the European Commission in the Photonics21 <strong>PPP</strong>.<br />

• The Photonics <strong>PPP</strong> Partnership Board is consisting of the two partners of the <strong>PPP</strong>, the<br />

democratically elected Photonics21 Executive Board and the European Commission.<br />

The Partnership Board is responsible for the implementation of the <strong>PPP</strong> strategy.<br />
