Soldier Tutsi Soldiers (Before) With Hutu Power rising, many Tutsis took notice of the upcoming storm (the propaganda being broadcasted over radios, the newspapers, soldiers being trained in the streets) and fled to Uganda. Ugandan officials tried to force every fleeing Tutsi into refugee camps, and many refused to do so. Their denial resulted in their expulsion from Uganda and many were refused re entry into Rwanda; these alienated Tutsis banded together to form the Rwandese Patriotic Front.
Pictured here is an image of one of those camps. At first glance, it looks very dry and crowded. With shabby dwellings and a lack of food and supplies, many were forced into living in squalor and pain simply to escape the certain death that remained for them in Rwanda. The dry landscape and clouds of dust serve to educate the viewer of the lack of water, and even subconsciously make them thirsty. Since the feeling of thirst is easily empathized with, the photographer probably purposely took the shot in such a way that that feeling of thirst would be felt. The sand, the dull brown houses, and the grey sky present the dry landscape, where water is not easily accessed and thus not easily seen in the photograph. All of this presents the inadequacy of the camps and makes the viewer feel pity for those forced to live there. The proximity of the houses in the photo also demonstrates the low quality of the camps. People living close together with minimal space and thin walls often results in the spread of disease and inescapable claustrophobia. The viewer is able to image living in such close quarters upon viewing this picture, and thus the emotions of those actually living there . The brightness of the photo makes the viewer envision the heat of the sun bearing down on the refugees, and how humid and practically unbearable it must feel like inside those shacks, packed close and undoubtedly packed with people. This photo serves to explain the feelings of the refugees trapped inside these makeshift camps, and justify their refusal to stay in them. The viewer is able to understand the <strong>Rwandan</strong>s for not wanting to stay, and the eventual revolt against the country that was responsible for putting them there.
