Section Descriptions<br />

VOLUME 1<br />

Section 1, Ingredient Suppliers, lists ingredients by <strong>International</strong><br />

Nomenclature Cosmetic Ingredient (INCI) name. INCI<br />

names are those required to be used on finished product<br />

labels in the United States, the countries of the European<br />

Union, and many other countries.<br />

Under each INCI name are listed the names of suppliers<br />

of the ingredient. The 2009 edition of the <strong>Personal</strong> <strong>Care</strong><br />

<strong>Products</strong> <strong>Council</strong> <strong>International</strong> <strong>Buyers</strong>’ Guide contains more<br />

than 17,000 INCI names and their suppliers.<br />

INTRODUCTION<br />

Notice to Users of the <strong>International</strong> <strong>Buyers</strong>’ Guide<br />

Section 2, Packaging Supplies and Services, contains<br />

listings of firms that not only supply packaging (bottles,<br />

cartons, etc.), but also those that provide such services as<br />

package design and decoration, inserts for coupons and<br />

directions, and package brochures.<br />

Section 3, Testing Facilities, Equipment & Consultants,<br />

provides a complete listing of firms that provide such testing<br />

services as analytical, environmental, product performance,<br />

and safety substantiation. This section also lists<br />

suppliers of specialized equipment for all analytical testing<br />

methods and consulting firms for consumer research, performance<br />

testing and claim support, regulatory affairs, and<br />

more.<br />

Section 4, Private Label Manufacturers, lists those firms<br />

that manufacture cosmetics and personal care products<br />

such as skin care, bath products, and fragrances under a<br />

private label.<br />

Section 5, Suppliers Address Index, contains a listing of all<br />

firms contained in Sections 1, 2, 3, and 4, and their contact<br />

information. There are more than 3,700 suppliers from<br />

nearly 100 countries listed in this edition.<br />

Section 6, Advertisers Index, contains a listing of companies<br />

advertising in the <strong>Buyers</strong>’ Guide, along with descriptions<br />

of their products and services.<br />

VOLUME 2<br />

Section 7, Technical/Trade/INCI Names, contains a listing<br />

of nearly 65,000 common, usual, chemical, and trade<br />

names cross-referenced to more than 17,000 INCI names.<br />

The suppliers of trade names are listed in parentheses immediately<br />

following the trade name.<br />

The <strong>International</strong> <strong>Buyers</strong>’ Guide is intended as a reference for locating ingredient suppliers and other service providers to the<br />

cosmetic and personal care industry. This guide should not be used as the source of INCI names for package labels. The<br />

recognized reference for determining the appropriate INCI nomenclature for labeling purposes is the <strong>Personal</strong> <strong>Care</strong> <strong>Products</strong><br />

<strong>Council</strong>’s <strong>International</strong> Cosmetic Ingredient Dictionary and Handbook, Twelfth Edition (2008). This Dictionary provides the<br />

full explanation of differences in the labeling names that may be required for harmonization in the United States, European,<br />

and Japan markets.<br />

In addition, the ingredients appearing in this <strong>Buyers</strong>’ Guide do not represent an “approved” list of cosmetic ingredients.<br />

The inclusion of any ingredient only means that it has been offered for sale for use in cosmetic products. The assignment of<br />

an INCI name does not imply that the ingredient is “approved,” “certified,” or “endorsed” by the <strong>Personal</strong> <strong>Care</strong> <strong>Products</strong> <strong>Council</strong><br />

or any other organization or governmental body. In addition, the absence of any ingredient name in the <strong>Buyers</strong>’ Guide does not<br />

imply that the ingredient may not or should not be used in finished cosmetic products. INCI names do not imply standards or<br />

grades of purity. The suitability of any ingredient, as a component of a finished cosmetic product or for any other purpose, is the<br />

sole responsibility of the cosmetic product manufacturer, the distributor, or any other users of this <strong>Buyers</strong>’ Guide.<br />

The names of packaging supplies and services vendors, private label manufacturers, analytical, safety, and testing facilities<br />

and consultants are also provided without review or consideration of their qualifications as to suitability or standards of<br />

performance. The <strong>Personal</strong> <strong>Care</strong> <strong>Products</strong> <strong>Council</strong> makes no representation regarding approval, certification, or any other<br />

endorsement, and their use is the sole responsibility of the cosmetic product manufacturer, the distributor, or other users of<br />

the <strong>Buyers</strong>’ Guide.<br />
