Job title: Child Protection & Child Rights Governance Officer<br />
Duty Station: Handikos CBRC, <strong>Gjakova</strong> Municipality<br />
Project Duration: 2017-2021<br />
HandiKOS (Association of Paraplegics and Paralyzed Children of Kosovo) was established in 1983 with<br />
the main objective to achieve full recognition and participation of people with disabilities in society.<br />
HandiKOS actively lobbies and advocates at local and central level for the rights of people with<br />
disabilities. In behalf of its efforts to protect children with disabilities and improve the governance with<br />
the rights of children with disabilities in Kosovo, HandiKos is seeking to engage a Child protection and<br />
child rights governance Project Officer in <strong>Gjakova</strong> Municipality.<br />
HandiKos in partnership with Save the Children Office in Kosovo will support interventions that<br />
contribute in realization and protection child rights of children with disabilities in Kosovo. These<br />
interventions will focus on activities aimed at promoting respect for the UN Convention on the Rights of<br />
the Child and the UN Convention on the Rights of Persons with Disabilities. The project aims to support<br />
social dialogue and strengthen the mechanisms for preventing violence, corporal and humiliating<br />
punishment against children in any environment, as well as raising parents' awareness of how they can<br />
support their children growth through positive discipline by ensuring a healthy development of children<br />
based on the principles of child rights.<br />
Tasks and Responsibilities<br />
- Mobilizing communities and encouraging participation in activities<br />
- Identify advocacy targets, develop and implement advocacy strategies as needed.<br />
- facilitate good governance of child rights through promotion of participatory, transparent,<br />
accountable and informed decision-making<br />
- Participate in different forums where municipal policies concerning children are developed to<br />
promote the UN CRC.<br />
- identifying community skills, assets, issues and needs & ensuring that local people have their say<br />
according their needs and rights<br />
- developing new resources in dialogue with the community and evaluating existing programmes<br />
- building links with other groups and agencies in developing and implementing strategies<br />
- helping to raise public awareness on issues relevant to the community<br />
- preparing timely and high quality progress reports and policies<br />
- liaising with interested groups and individuals to improve or set up new services
- mediating in matters of conflict and challenging inappropriate behavior<br />
- recruiting and training voluntary staff<br />
- planning, attending and coordinating meetings and events<br />
- Coordination and registration of parents that will be part of the training on PDEP<br />
- Support the facilitators in the preparation of the necessary materials for sessions<br />
- Collection of Positive Discipline Data (monitoring and evaluation of the program)<br />
- Supporting and assisting program staff in activities and work with parents, teachers, children<br />
and other stakeholders<br />
- Ensure proper documentation of monitoring and evaluation activities are held and delivered.<br />
- Contribute actively to program development and the institutional memory<br />
QUALIFICATIONS AND EXPERIENCE<br />
- University Degree in Social Sciences, Human or Child Rights, development studies or other<br />
related field.<br />
- Understanding of the local administrative setting, including decentralized governance and<br />
management at this level<br />
- Strong knowledge and experience of work with child rights governance and child rights,<br />
human rights and well documented experience from work with a right based approach.<br />
- Be fully aware of national policies, strategies and other initiatives and developments by the<br />
Government of Kosovo and other stakeholders relating to Child Protection (especially<br />
Violence against children and Child Protection System), and critical intersections with child<br />
protection, health and nutrition, child rights governance and child poverty.<br />
- Proven experience and skills in advocacy and building work relationships with local/national<br />
governments, civil society and influencing institutional, private and/or corporate donors<br />
- Proven experience in project cycle management and monitoring and evaluation related to the<br />
sector including writing up high quality project/donor reports<br />
- Good participatory facilitation skills to support the process,<br />
- Strong awareness raising skills to ensure maximum participation from the stakeholders,<br />
- Knowledge on participatory facilitation methods<br />
- Skilled facilitator with negotiation skills and a strong personality<br />
- Knowledge on child development stages<br />
- Knowledge on effective parenting child rights principles.<br />
- Knowledge on child rights principles and rights based on the UNCRC<br />
- Knowledge of work with parents and institutions responsible for child protection in Kosovo<br />
- Strength in interpersonal and communication skills<br />
- Fluency in written and spoken Albanian and English, Serbian is a plus.<br />
