e best managed by DHs, amendments to the RTS should be kept to the minimum necessary to<br />
support DHs and be focussed on enduring changes to maintain the integrity of the RTS. Wherever<br />
possible, lower level controls, such as appropriate Flying Orders or Instructions issued by the DHs,<br />
or Clearances with Limited Evidence, should be employed in preference to frequent detailed and<br />
temporary amendments to the RTS. In all cases, active and close consultation between the<br />
interested parties will be required, to ensure that any RtL are being appropriately captured and<br />
managed. In considering amendments to a RTS, the RTSA should ultimately act in the interests of<br />
the SDH, tempered with an understanding and acknowledgement of any relevant operational<br />
imperatives. Notwithstanding, the final decision on whether or not to tolerate RtL associated with<br />
operating an in-service system lies with the DH chain, at the appropriate level, and/or any relevant<br />
operational commander 5 .<br />
