Without this key alternative source of funding, <strong>SANRAL</strong> would not have been<br />

able to carry out some of the major works that include expansion of the<br />

network, greenfield developments and brownfield upgrades. Private finance is<br />

currently government policy and it has affirmed its important role with regards to<br />

infrastructure development.<br />

FISCAL CLIFF<br />

<strong>SANRAL</strong> is now at a stage where opportunities for own revenue generation warrant<br />

serious consideration given the existing demands and constraints. Own revenue<br />

generation logically forms the final pillar of an integrated funding strategy that<br />

would seek to diversify funding sources and apply innovative funding solutions.<br />

Graph 2 shows that the introduction of additional revenue generated from<br />

internal sources would never match the quantum from private finance and<br />

fiscal allocations. It would, however, mark the beginning of a shift towards the<br />

acknowledgement of a diversified revenue base and extraction of embedded value<br />

from <strong>SANRAL</strong>’s enterprises.<br />

<strong>SANRAL</strong> acknowledges that National Treasury is the custodian of funding policy.<br />
