OBJECTIVES<br />
The overall objective of this Technical Assistance is to<br />
su<strong>pp</strong>ort the beneficiaries in the development of resourceefficient,<br />
low-emissions and climate-resilient economies.<br />
The specific purposes of the project are:<br />
◦ {<br />
to su<strong>pp</strong>ort the beneficiaries to build their capacity for<br />
the implementation of the 2015 Paris Agreement and<br />
low emissions development strategies<br />
◦ {<br />
to enhance regional cooperation through the<br />
exchange of information, best practices, experience<br />
and awareness-raising between IPA beneficiaries.<br />
*This designation is without prejudice to positions on status, and it is in line with<br />
UNSCR 1244 and the ICJ Opinion on the Kosovo declaration of independence<br />
Project Components<br />
COMPONENT 1<br />
Identify climate policies and strategies to su<strong>pp</strong>ort the<br />
implementation of IPA beneficiaries’ commitments under<br />
the Paris Agreement.<br />
Enhance awareness on the outcomes and provisions<br />
of the Paris Agreement<br />
COMPONENT 2<br />
Assist in preparing plans for capacity building on national<br />
GHG inventories.<br />
Upgrade of some national GHG monitoring, reporting<br />
and verification practices towards compliance with<br />
Paris agreement and its subsequent developments<br />
as well as with the EU Monitoring Mechanism<br />
Regulation – National systems, data management<br />
and QA/QC<br />
COMPONENT 3<br />
Strengthen monitoring and reporting, and accreditation<br />
and verification requirements targeted at operators,<br />
authorities and verifiers, CSOs under the EU ETS.<br />
Focus on the legal and institutional requirements<br />
related to EU ETS implementation. It will be based on<br />
best practices and experiences from Member states<br />
Project Activities<br />
Regional modelling training activities – building<br />
modelling capacity to implement the Paris Agreement and<br />
relevant EU legislation;<br />
High-level, expert and bilateral meetings – to share<br />
experiences and identify joint a<strong>pp</strong>roaches to meeting the<br />
agreed outcomes of the Paris Agreement, relevant EU<br />
legal acts and climate analysis and assessment needs;<br />
Engagement in a technical knowledge sharing portal<br />
– with technical solutions for National Systems and GHG<br />
inventory compilation. Also providing distance mentoring<br />
and training on development of Implementation Plans for<br />
compliant GHG inventory development;<br />
Webinars – to discuss technical assignments between<br />
experts from various beneficiary countries;<br />
National GHG system workshops – development of<br />
MRV systems for GHG inventory compilation, reporting<br />
and review;<br />
Sectoral workshop – Focused training in the development<br />
and enhancement of greenhouse gas estimation methods<br />
for key categories;<br />
In-country workshops – to su<strong>pp</strong>ort public authorities in<br />
implementing emissions trading and industry to prepare for<br />
participating in emissions trading;<br />
Regional knowledge exchange workshop – to<br />
exchange lessons learned and progress in implementation<br />
of specific climate dossiers;<br />
Electronic newsletter – to inform various stakeholders<br />
on emissions trading system and other key climate change<br />
activities<br />
Further demand-driven activities as requested by<br />
beneficiary countries.
