Conclusion<br />

The Irish state and citizens are spending approximately €1.2 billion per year on an energy<br />

programme which has never been subject to proper analysis. For this, Ireland is saving<br />

between 2.6% and 4% <strong>of</strong> overall CO2 emissions; a cost <strong>of</strong> between €300 million and €461<br />

million per percentage point saved. This is unsustainable as we aim to achieve greater<br />

emissions savings. In addition, no alternative methods <strong>of</strong> achieving these aims have<br />

been analysed. Obvious considerations include the retr<strong>of</strong>it insulation <strong>of</strong> houses and the<br />

conversion <strong>of</strong> Moneypoint power station from coal to sustainable biomass or CCGT gas.<br />

As legally mandated costs benefit analysis and strategic environmental assessment were<br />

bypassed these, and other alternatives have never been explored.<br />

Our energy policy must be urgently reviewed and all current actions paused until full<br />

analysis has taken place <strong>of</strong> the most cost-effective and sustainable way to decarbonise<br />
