Minister for Ethnic
Communities Jenny Salesa will
host an event at Parliament on
February 26th to celebrate
Chinese New Year, one of the most
significant dates on the Chinese
calendar.
“Chinese New Year is celebrated
around the globe wherever Chinese
people have settled and started
communities and it’s no different
here in Aotearoa,” says Ms
Salesa.
“I am honoured to have Prime
Minister Jacinda Ardern, as one of
Kung Hei Fat Choi from the Beehive.
the guest speakers.”
The Minister also welcomes Qu
Guanzhou from the Chinese
Embassy, the Mayor of Gisborne,
Meng Foon who is the president of
the New Zealand Chinese Association
and Kai Luey, Chair of the
Chinese Poll Tax Heritage Trust,
who will also speak at the event.
2018 is the Year of the Dog.
People born in the Year of the Dog
are loyal, honest, friendly, faithful,
smart, and have a strong sense of
responsibility.
“It is great that our Prime
Minister Jacinda Ardern and
Clarke Gayford are having their
child in the year of the dog," says
Meng Foon. "We also wish
Jacinda and Clark all the best for
their child."
Minister Salesa along with Kai
Luey, will also be launching the
book ‘The Fruits of our Labour:
Chinese Fruit Shops in New
Zealand’, a history of Chinese
fruit shops in New Zealand and
stories about the families that own
them.
Chinese New Zealanders account
for four percent of New
Zealand’s total population and are
our third largest ethnic group.
“The first Chinese New Year
event was celebrated at Parliament
in 2002, and has been celebrated
annually, since then, and
I’m pleased to be able to continue
the tradition.
“Xian Nian Kuai Le. Happy
Chinese New Year” says Ms
Salesa.
Lunar New Year - A time
for celebration, gratitude.
Continued from page 2.
For entrepreneur Alex
Su the Lunar New Year is
a time to celebrate and
reflect on the life he has
created in New Zealand.
The 34-year-old came
to New Zealand as a student
17 years ago and
now runs a business
employing around 50 people.
“New Zealand has
given me wonderful
opportunities,” says Mr
Su, who imports massage
chairs and portable massagers.
“I’ve lived half my life
in New Zealand. I got my
degree here, got a good
job and learned a lot
before I started my own
business. I was so lucky
that I had so many people
who helped me.”
ANZ’s Head of Migrant
Banking and Auckland
Asian Banking, Jack Hou,
says that small to medium
sized businesses are the
backbone of the economy
and Mr Su’s story is a
perfect example of the
contribution migrants
make to the community.
Mr Su and his wife and
children are among
around 171,000 Chinese
New Zealanders who will
be celebrating the Lunar
New Year, which begins
on 16 February.
Around 30,000 Chinese
people will visit New
Zealand during the twoweek
festival. Mr Hou
says that the celebrations
are another way to connect
New Zealand with
the wider region.

KUWAIT OFW BAN:
“The Filipinos there,
you can all go home,”
says Duterte
President Duterte has had a guts-full of the
way some Kuwaiti employers have been
treating Filipino workers – in particular,
domestic workers.
Around 10,000 Filipino overstayers in Kuwait are being repatriated - taking advantage
of an amnesty programme arranged with Kuwaiti authorities.
In our ongoing series titled
the OFW FILES we feature
the trials and tribulations
that our Overseas Foreign
Workers (acronym OFW)
face when they leave the
motherland and go overseas
in search of greener pastures.
Currently there are about 2
million Philippine citizens
employed across the Gulf.
Finding work overseas has
its rewards - generating vital
income for their families
back home - but often there
can be a downside to it as
well.
Based on media reports, it
now appears that the level of
exploitation and suffering
that the Filipino foreign
workers in the Middle East
have been subjected to over
the years may be in a class of
its own.
In an expose, ‘Gulf News
Kuwait’ reveals that following
“inhuman treatment” of
Filipino migrants many have
committed suicide.
Human Rights Watch and
other rights groups have documented
widespread abuses
including non-payment of
wages, long working hours
with no rest day, physical and
sexual assault and no clear
channels for redress.
Unfortunately, domestic
workers in Kuwait are not
covered by ordinary labour
legislation.
FMN follows one disturbing
story that has outraged
Filipinos and prompted
Philippine President Duterte
to take tough action against
the Gulf State.
KUWAIT - The discovery
of a dead Filipina
stuffed in a freezer in an
apartment in Kuwait on
February 6th this year
was met with horror and
revulsion amongst her
compatriots and the incident
prompted President
Duterte to take tough
action by banning the
deployment of Filipino
workers to this oil rich
Arab nation.
President Duterte
warned that he is willing
to repatriate all the
Filipinos working in
Kuwait if another OFW
life becomes wasted in
that country.
In exasperation he
addressed government
officials in Kuwait: “Is
there something wrong
with your culture? Is
there something wrong
with your values? Can I
ask you now to treat my
countrymen as human
beings with dignity?
“I’m sorry. The Filipinos
there, you can all
go home. If you all get out
of Kuwait, they will also
be having a hell of a time
adjusting there.”
Subsequently, investigative
reporters have
exposed more shocking
details of the goings on in
Kuwait.
It now appears that the
horrific killing of the
Filipina was just the tip
of the iceberg. The previous
week 7 other Filipinos
workers also died
in Kuwait under suspicious
circumstances.
President Duterte
noted that in 2016 there
were 82 deaths in Kuwait
and that last year the
numbers rose to 103
deaths.
There are between
170,000 to 252,000 Filipino
workers in Kuwait
at present says Bernard
P. Olalia, the officer-incharge
at the Philippine
Overseas Employer Administration
(POEA).
He noted that 65% of
OFWs in Kuwait are
domestic helpers. This
makes Kuwait the second
largest employer of
Filipino domestic helpers
in the world.
President Duterte’s ban
on the deployment of
Filipino workers to
Kuwait is expected to be
a big blow to filling job
vacancies in the Gulf
state.
This year Kuwait had
listed 53,932 job orders
with the POEA.
Fortunately, demand is
also high in countries like
Singapore (150,000 job
orders), Malaysia (30,000
openings) and Brunei.
The President mentioned
that China is
opening up for Filipino
workers, particularly
English teachers.
Japan is also another
Asian destination for
OFWs given its ageing
society. The President
predicts that in the next
few years, Japan will
require more caregivers
and nurses.
It is hoped that
Filipinos who miss out on
jobs in Kuwait will be
diverted to the aforementioned
countries.
Meanwhile President
Duterte is planning to
visit Kuwait in early
March to see for himself
the plight of Filipino
migrant workers.
During the visit the two
countries are expected to
come up with an agreement
which will regulate
Filipino workers in the
country.
Meanwhile the President
urged the Kuwaiti
officials to investigate
abuses committed against
Filipinos in the country.
Another twist to this
story is the situation of
the 10,000 Filipinos who
have overstayed their
work permits in Kuwait.
The Department of
Foreign Affairs said authorities
were repatriating
them taking advantage of
an amnesty programme
arranged with Kuwaiti
authorities last month.
Foreign Undersecretary
for Migrant Workers
Affairs Sarah Arriola
said that the Philippine
government would shoulder
the costs of the
migrants’ airfares and
penalties for overstaying
their visas.
Philippine Airlines and
Cebu Airlines have come
forward to provide free
flights to bring some of
the overstayers back to
the Philippine.
So far 1,700 workers
have already returned
home.
In his speech at the
Ninoy Aquino International
Airport (NAIA)
Terminal 1, the President
told newly arrived overseas
Filipinos not to lose
hope because his administration
is ready to assist
them.
“We are here to see to it
that every Filipino is
treated decently,” he said.
Duterte said the government
is willing to give
land to those who are
interested in agriculture,
adding that the Department
of Labour and
Employment (DOLE)
also has livelihood program
for returning
OFWs.
Underscoring the necessity
and urgency to act
now to protect OFWs, the
President assured the
Filipino workers that the
government has enough
resources to cater to their
needs as they go home.
“Our efforts to protect
our (countrymen) will not
end with the imposition
of deployment bans or
the repatriation of our
workers in countries
where they are prone to
maltreatment,” said
Foreign Secretary Alan
Peter Cayetano.
He said the government
would also go after illegal
recruiters and human
traffickers.
The POEA is also considering
a new “live”
scheme for domestic
helpers in Kuwait.
Workers will be housed
in separate accommodation
to lessen the risk of
physical and sexual abuse
when they live with their
employee.
Finally, the Philippines
wants Kuwait to sign a
memorandum of understanding
granting greater
protection for OFWs
working in the Arab
country.

What actually happened
to Joanna Demafelis?
Joanna Demafelis, 29 (left) was slain
in Kuwait about a year ago. Her
body was found in a freezer on 6
February this year. The alleged
killers have finally been
caught. Foto: Facebook page.
KUWAIT – On 6 February
this year the body
of a Filipina maid was
found dead in a freezer in
a flat in the Al-Shaab
Hawai district in Kuwait.
She was identified as
Joanna Daniela Demafelis.
She appeared to be
tortured and strangled to
death according to preliminary
reports. She suffered
from broken ribs,
internal bleeding, contusions
and trauma in her
body - including her
pelvis and kidneys before
she died. A Kuwaiti forensic
doctor said that
she was continuously
maltreated.
The body was found in
a flat rented by a
Lebanese man, Nader
Assaf, 40 who left the
country with his Syrian
wife Mona Hassoun, 37 in
December 2016.
The alleged killers were
arrested in the Syrian
capital of Damascus after
an Interpol manhunt.
Joanna’s family told
Philippine media that she
was deployed to Kuwait
in 2014 and she called
them only twice or thrice
a year. But in November
2016, they lost contact
with her.
Jessica Demafelis, a sister
of the migrant, said
the family asked help
from the Philippine Overseas
Employer Administration
(POEA) and the
Overseas Workers Welfare
Administration
(OWWA) in locating
Joanna, but got no
response
other than being asked to
provide personal information
about her.
The Philippine government
has ordered an
investigation of the family’s
complaint, including
inaction by Philippine
labour and welfare officers
in Kuwait.
Foreign Secretary Alan
Peter Kayetano said:
“Her death is very tragic
but will also be a rallying
point for all government
agencies to be more
aggressive abroad in
helping our OFWs be
protected.”
Based on media reports,
it now appears that
the level of exploitation
and suffering that the
Filipino foreign workers
in the Middle East have
been subjected to over the
years may be in a class of
its own.
What is the census?
Did you know that if you are in New Zealand on
6 March, then by law, you need to do the census?
The census is a big count of
everyone in the country.
It only happens once every five years,
and it's how we find out the information
government, councils and communities
use to make better-informed decisions –
like where to build the schools, roads
and hospitals our families use and
need.
You can do the census online, using an
access code that the government will
send out to your letterbox.
The census is really secure. Your
information is protected, and it's
illegal for anyone to try and use or
share information that identifies you.
Your access code is arriving soon. Look
out for it, then keep it somewhere safe.
The 2018
Census
is coming
soon!
It's
how we
find out.
Top 5 reasons to visit RP in 2018
“Trip lang tayo, pasyal
tayo sa Pilipinas”, says a
friend who has lived in the
Philippines all his life and is
currently enjoying the wonderful
benefits of having a
stable financial income plus
the availability of backpacker-friendly
airfares that
give everyone a chance to
see the b-e-a-u-t-y of the
Philippines.
With or without the
awards given by travel publications
around the world
we all know that nothing
rivals the Philippines in
terms of tourism.
And for all the Pinoy
Zealanders, it’s about time.
Visit the Philippines, nothing
less, everything for
more, fun!
Top 5 Reasons to visit
the Philippines:
1. You need a break.
You’ve had enough of the
twang, the glottal stops and
gibberish talks that you get
into every day. You need it
and you know it.
2. You want a break. You
want to see the landscape.
You want to ride the waves
of Siargao and swim with
Butanding
(Whale Sharks) in
Donsol. You want
to take a solitary
trek in Sagada
and think about
the life ahead of
you or the life
behind you. Or
simply the life
that you’re in.
You want to visit
Tagaytay and take
a panoramic shot
of the world’s
smallest volcano,
Taal.
Boracay is
Boracay and it
offers you a
unique experience of beach
life during the day and partying
hard at night with
friends. You want to visit
the rice terraces of Benguet.
You want to see Bohol
National Bowel Screening Programme to be reviewed
Minister of Health Dr
David Clark has ordered an
independent review of the
National Bowel Screening
Programme.
The free screening programme
is being rolled out
in stages around the country,
with three DHBs currently
on board. It is due to
be in place nationwide by
mid-2021.
“During the pilot programme,
which ran from
2011 to the end of last year,
issues were identified with
the updating of addresses
that resulted in some people
not receiving their invitations
to be screened. I want
to be assured that everything
possible is done to
avoid these sort of issues
happening again,” says Dr
Clark.
Last year, the Ministry of
Health wrote to about
2,500 people who had not
received screening invitations
due to the issue. Three
people may have been
impacted by the delay and
have gone on to develop
bowel cancer. One of those
people has sadly died.
According to the Ministry’s
clinical advice, it was
not possible to say whether
the outcomes for any of the
three people would have
been different if they had
received their invitations,
but their cancers might have
been detected earlier if they
had chosen to be screened.
Since the issue was discovered
addresses have
been manually updated in
the National Bowel Screening
Register by cross referencing
it with the National
Health Index. Work is ongoing
looking at address records
to ensure that all
errors are being identified.
“The Ministry of Health
has taken full responsibility
for this matter. As Minister
of Health I also apologise
unreservedly.
“The independent review
will look at a broad range of
factors, including information
technology, DHB
capacity, operational management
and clinical matters.
“We know that screening
saves lives. It is important
that the public have confidence
that we are delivering
a safe and effective programme
and this review
will help to ensure just
that,” says Dr Clark.
The roll out of the
National Bowel Screening
Programme will continue
during the review.
The review is expected to
be complete by June.
LETTER TO THE
E D I T O R
Dear Editor,
I want to share my
experience with our kababayan
regarding potential
fire hazards when using
the oven for cooking and
what I’ve learned from
this traumatic incident.
THE SCENARIO:
I got the scariest experience
of my life recently
when I think I almost
burnt our house down
when using our oven to
heat up french fries on the
top tray and barbequed
lamb on the lower tray on
high grill.
While the food was
cooking in the oven I
watched the news on TV
in the lounge (adjacent to
the kitchen) thinking that
it would take a bit of time
to be done.
When I went back to
the kitchen to check on
the food, barely 8-10 minutes
later, I was alarmed
to see a lot of black smoke
coming out of the oven
and inside the fries were
on fire!
I immediately turned
The day
I almost
burnt our
house down
Fries on
fire!
off the oven. Then I
opened it to take out the
tray with the burning
fries on it. Unfortunately,
when I opened the oven
the fire escalated. I put
the tray back inside again,
closing the oven door
shut. The fire started
dying down due to lack of
air, but I could still see it
smoldering. I waited a
minute or two whilst
doing some quick thinking
about my next move. I
was scared that if I let the
fire inside the oven burn it
might get out of control.
So I took a risk by yanking
the tray out of the
oven with the burning
fries on it and plonking it
in the sink.
I was still in panic mode
at this stage and my heart
continued beating wildly.
I was trying to think what
to do next. I remembered
something about covering
a fire with a wet towel,
but I decided that dousing
it with water would stifle
the fire. I turned the
water faucet on and the
fire was ablaze. It was like
what you see on the TV
when a chef pours wine
on a very hot pan.
Luckily, the fire died
down after it was doused
with more water. But I
accept that this was not a
smart move.
Fortunately my kids
and husband were out. I
was home alone. Thick
smoke spread across the
kitchen and our faithful
smoke alarm was activated.
It made a shrill sound
and I was sure our neighbours
would be alerted
and come rushing to my
rescue. I switched off the
alarm and opened all the
windows and doors to let
the smoke out.
BUHAY
NZ
I was still in a state of
shock, my heart beating
rapidly, as I was imagining
a worst case scenario.
Thank God! Praise the
Lord. I didn't burn our
house down.
My son's first reaction
when he smelt the smoke
and heard what happened
was “I hope you didn't get
hurt Mommy”.
The following day, the
first thing I did was to
locate the New Zealand
Fire Service website to
read their Safety Tips in
case of a fire. I will print
this and paste it on the
wall in our kitchen. I want
to make sure that I will
not forget what to do the
next time this happens …
hopefully there will not be
a next time.
Even after previously
reading the following
information it did not
prepare me for a real life
fire in our home.
a) Leaflets and a video
on Fire Safety that my
kids’ school provided for
children and parents to go
through at home.
b) How to prepare an
Escape Plan with the family
c) New Zealand Fire
Service advertisement on
TV showing why unattended
cooking fires
account for most of the
111 call outs.
Please find below some
information I gathered
from the NZ Fire Service
website. For detailed information
