<strong>Chinese</strong> <strong>New</strong> <strong>Year</strong>, one of the most<br />

significant dates on the <strong>Chinese</strong><br />

calendar.<br />

“<strong>Chinese</strong> <strong>New</strong> <strong>Year</strong> is celebrated<br />

around the globe wherever <strong>Chinese</strong><br />

people have settled and started<br />

communities and it’s no different<br />

here in Aotearoa,” says Ms<br />

Salesa.<br />

“I am honoured to have Prime<br />

Minister Jacinda Ardern, as one of<br />

Kung Hei Fat Choi from the Beehive.<br />

Su the Lunar <strong>New</strong> <strong>Year</strong> is<br />

a time to celebrate and<br />

reflect on the life he has<br />

created in <strong>New</strong> Zealand.<br />

The 34-year-old came<br />

to <strong>New</strong> Zealand as a student<br />

17 years ago and<br />

now runs a business<br />

employing around 50 people.<br />

“<strong>New</strong> Zealand has<br />

given me wonderful<br />

opportunities,” says Mr<br />

Su, who imports massage<br />

chairs and portable massagers.<br />

“I’ve lived half my life<br />

in <strong>New</strong> Zealand. I got my<br />

degree here, got a good<br />

job and learned a lot<br />

before I started my own<br />

business. I was so lucky<br />

that I had so many people<br />

who helped me.”<br />

ANZ’s Head of Migrant<br />

Banking and Auckland<br />

Asian Banking, Jack Hou,<br />

says that small to medium<br />

sized businesses are the<br />

backbone of the economy<br />

and Mr Su’s story is a<br />

perfect example of the<br />

contribution migrants<br />

make to the community.<br />

Mr Su and his wife and<br />

children are among<br />

around 171,000 <strong>Chinese</strong><br />

<strong>New</strong> Zealanders who will<br />

be celebrating the Lunar<br />

<strong>New</strong> <strong>Year</strong>, which begins<br />

on 16 February.<br />

Around 30,000 <strong>Chinese</strong><br />

people will visit <strong>New</strong><br />

Zealand during the twoweek<br />

festival. Mr Hou<br />

says that the celebrations<br />

are another way to connect<br />

<strong>New</strong> Zealand with<br />

the wider region.

KUWAIT OFW BAN:<br />

“The <strong>Filipino</strong>s there,<br />

you can all go home,”<br />

says Duterte<br />

President Duterte has had a guts-full of the<br />

way some Kuwaiti employers have been<br />

treating <strong>Filipino</strong> workers – in particular,<br />

domestic workers.<br />

Around 10,000 <strong>Filipino</strong> overstayers in Kuwait are being repatriated - taking advantage<br />

of an amnesty programme arranged with Kuwaiti authorities.<br />

In our ongoing series titled<br />

the OFW FILES we feature<br />

the trials and tribulations<br />

that our Overseas Foreign<br />

Workers (acronym OFW)<br />

face when they leave the<br />

motherland and go overseas<br />

in search of greener pastures.<br />

Currently there are about 2<br />

million Philippine citizens<br />

employed across the Gulf.<br />

Finding work overseas has<br />

its rewards - generating vital<br />

income for their families<br />

back home - but often there<br />

can be a downside to it as<br />

well.<br />

Based on media reports, it<br />

now appears that the level of<br />

exploitation and suffering<br />

that the <strong>Filipino</strong> foreign<br />

workers in the Middle East<br />

have been subjected to over<br />

the years may be in a class of<br />

its own.<br />

In an expose, ‘Gulf <strong><strong>New</strong>s</strong><br />

Kuwait’ reveals that following<br />

“inhuman treatment” of<br />

<strong>Filipino</strong> migrants many have<br />

committed suicide.<br />

Human Rights Watch and<br />

other rights groups have documented<br />

widespread abuses<br />

including non-payment of<br />

wages, long working hours<br />

with no rest day, physical and<br />

sexual assault and no clear<br />

channels for redress.<br />

Unfortunately, domestic<br />

workers in Kuwait are not<br />

covered by ordinary labour<br />

legislation.<br />

FMN follows one disturbing<br />

story that has outraged<br />

<strong>Filipino</strong>s and prompted<br />

Philippine President Duterte<br />

to take tough action against<br />

the Gulf State.<br />

KUWAIT - The discovery<br />

of a dead Filipina<br />

stuffed in a freezer in an<br />

apartment in Kuwait on<br />

February 6th this year<br />

was met with horror and<br />

revulsion amongst her<br />

compatriots and the incident<br />

prompted President<br />

Duterte to take tough<br />

action by banning the<br />

deployment of <strong>Filipino</strong><br />

workers to this oil rich<br />

Arab nation.<br />

President Duterte<br />

warned that he is willing<br />

to repatriate all the<br />

<strong>Filipino</strong>s working in<br />

Kuwait if another OFW<br />

life becomes wasted in<br />

that country.<br />

In exasperation he<br />

addressed government<br />

officials in Kuwait: “Is<br />

there something wrong<br />

with your culture? Is<br />

there something wrong<br />

with your values? Can I<br />

ask you now to treat my<br />

countrymen as human<br />

beings with dignity?<br />

“I’m sorry. The <strong>Filipino</strong>s<br />

there, you can all<br />

go home. If you all get out<br />

of Kuwait, they will also<br />

be having a hell of a time<br />

adjusting there.”<br />

Subsequently, investigative<br />

reporters have<br />

exposed more shocking<br />

details of the goings on in<br />

Kuwait.<br />

It now appears that the<br />

horrific killing of the<br />

Filipina was just the tip<br />

of the iceberg. The previous<br />

week 7 other <strong>Filipino</strong>s<br />

workers also died<br />

in Kuwait under suspicious<br />

circumstances.<br />

President Duterte<br />

noted that in 2016 there<br />

were 82 deaths in Kuwait<br />

and that last year the<br />

numbers rose to 103<br />

deaths.<br />

There are between<br />

170,000 to 252,000 <strong>Filipino</strong><br />

workers in Kuwait<br />

at present says Bernard<br />

P. Olalia, the officer-incharge<br />

at the Philippine<br />

Overseas Employer Administration<br />

(POEA).<br />

He noted that 65% of<br />

OFWs in Kuwait are<br />

domestic helpers. This<br />

makes Kuwait the second<br />

largest employer of<br />

<strong>Filipino</strong> domestic helpers<br />

in the world.<br />

President Duterte’s ban<br />

on the deployment of<br />

<strong>Filipino</strong> workers to<br />

Kuwait is expected to be<br />

a big blow to filling job<br />

vacancies in the Gulf<br />

state.<br />

This year Kuwait had<br />

listed 53,932 job orders<br />

with the POEA.<br />

Fortunately, demand is<br />

also high in countries like<br />

Singapore (150,000 job<br />

orders), Malaysia (30,000<br />

openings) and Brunei.<br />

The President mentioned<br />

that China is<br />

opening up for <strong>Filipino</strong><br />

workers, particularly<br />

English teachers.<br />

Japan is also another<br />

Asian destination for<br />

OFWs given its ageing<br />

society. The President<br />

predicts that in the next<br />

few years, Japan will<br />

require more caregivers<br />

and nurses.<br />

It is hoped that<br />

<strong>Filipino</strong>s who miss out on<br />

jobs in Kuwait will be<br />

diverted to the aforementioned<br />

countries.<br />

Meanwhile President<br />

Duterte is planning to<br />

visit Kuwait in early<br />

March to see for himself<br />

the plight of <strong>Filipino</strong><br />

migrant workers.<br />

During the visit the two<br />

countries are expected to<br />

come up with an agreement<br />

which will regulate<br />

<strong>Filipino</strong> workers in the<br />

country.<br />

Meanwhile the President<br />

urged the Kuwaiti<br />

officials to investigate<br />

abuses committed against<br />

<strong>Filipino</strong>s in the country.<br />

Another twist to this<br />

story is the situation of<br />

the 10,000 <strong>Filipino</strong>s who<br />

have overstayed their<br />

work permits in Kuwait.<br />

The Department of<br />

Foreign Affairs said authorities<br />

were repatriating<br />

them taking advantage of<br />

an amnesty programme<br />

arranged with Kuwaiti<br />

authorities last month.<br />

Foreign Undersecretary<br />

for Migrant Workers<br />

Affairs Sarah Arriola<br />

said that the Philippine<br />

government would shoulder<br />

the costs of the<br />

migrants’ airfares and<br />

penalties for overstaying<br />

their visas.<br />

Philippine Airlines and<br />

Cebu Airlines have come<br />

forward to provide free<br />

flights to bring some of<br />

the overstayers back to<br />

the Philippine.<br />

So far 1,700 workers<br />

have already returned<br />

home.<br />

In his speech at the<br />

Ninoy Aquino International<br />

Airport (NAIA)<br />

Terminal 1, the President<br />

told newly arrived overseas<br />

<strong>Filipino</strong>s not to lose<br />

hope because his administration<br />

is ready to assist<br />

them.<br />

“We are here to see to it<br />

that every <strong>Filipino</strong> is<br />

treated decently,” he said.<br />

Duterte said the government<br />

is willing to give<br />

land to those who are<br />

interested in agriculture,<br />

adding that the Department<br />

of Labour and<br />

Employment (DOLE)<br />

also has livelihood program<br />

for returning<br />

OFWs.<br />

Underscoring the necessity<br />

and urgency to act<br />

now to protect OFWs, the<br />

President assured the<br />

<strong>Filipino</strong> workers that the<br />

government has enough<br />

resources to cater to their<br />

needs as they go home.<br />

“Our efforts to protect<br />

our (countrymen) will not<br />

end with the imposition<br />

of deployment bans or<br />

the repatriation of our<br />

workers in countries<br />

where they are prone to<br />

maltreatment,” said<br />

Foreign Secretary Alan<br />

Peter Cayetano.<br />

He said the government<br />

would also go after illegal<br />

recruiters and human<br />

traffickers.<br />

The POEA is also considering<br />

a new “live”<br />

scheme for domestic<br />

helpers in Kuwait.<br />

Workers will be housed<br />

in separate accommodation<br />

to lessen the risk of<br />

physical and sexual abuse<br />

when they live with their<br />

employee.<br />

Finally, the Philippines<br />

wants Kuwait to sign a<br />

memorandum of understanding<br />

granting greater<br />

protection for OFWs<br />

working in the Arab<br />

country.

to Joanna Demafelis?<br />

Joanna Demafelis, 29 (left) was slain<br />

in Kuwait about a year ago. Her<br />

KUWAIT – On 6 February<br />

this year the body<br />

of a Filipina maid was<br />

found dead in a freezer in<br />

a flat in the Al-Shaab<br />

Hawai district in Kuwait.<br />

She was identified as<br />

Joanna Daniela Demafelis.<br />

She appeared to be<br />

tortured and strangled to<br />

death according to preliminary<br />

reports. She suffered<br />

from broken ribs,<br />

internal bleeding, contusions<br />

and trauma in her<br />

body - including her<br />

pelvis and kidneys before<br />

she died. A Kuwaiti forensic<br />

doctor said that<br />

she was continuously<br />

maltreated.<br />

The body was found in<br />

a flat rented by a<br />

Lebanese man, Nader<br />

Assaf, 40 who left the<br />

country with his Syrian<br />

wife Mona Hassoun, 37 in<br />

December 2016.<br />

The alleged killers were<br />

arrested in the Syrian<br />

capital of Damascus after<br />

an Interpol manhunt.<br />

Joanna’s family told<br />

Philippine media that she<br />

was deployed to Kuwait<br />

in 2014 and she called<br />

them only twice or thrice<br />

a year. But in November<br />

2016, they lost contact<br />

with her.<br />

Jessica Demafelis, a sister<br />

of the migrant, said<br />

the family asked help<br />

from the Philippine Overseas<br />

Employer Administration<br />

(POEA) and the<br />

Overseas Workers Welfare<br />

Administration<br />

(OWWA) in locating<br />

Joanna, but got no<br />

response<br />

other than being asked to<br />

provide personal information<br />

about her.<br />

The Philippine government<br />

has ordered an<br />

investigation of the family’s<br />

complaint, including<br />

inaction by Philippine<br />

labour and welfare officers<br />

in Kuwait.<br />

National Bowel Screening Programme to be reviewed<br />

Minister of Health Dr<br />

David Clark has ordered an<br />

independent review of the<br />

National Bowel Screening<br />

Programme.<br />

The free screening programme<br />

is being rolled out<br />

in stages around the country,<br />

with three DHBs currently<br />

on board. It is due to<br />

be in place nationwide by<br />

mid-2021.<br />

“During the pilot programme,<br />

which ran from<br />

2011 to the end of last year,<br />

issues were identified with<br />

the updating of addresses<br />

that resulted in some people<br />

not receiving their invitations<br />

to be screened. I want<br />

to be assured that everything<br />

possible is done to<br />

avoid these sort of issues<br />

happening again,” says Dr<br />

Clark.<br />

Last year, the Ministry of<br />

Health wrote to about<br />

2,500 people who had not<br />

received screening invitations<br />

due to the issue. Three<br />

people may have been<br />

impacted by the delay and<br />

have gone on to develop<br />

bowel cancer. One of those<br />

people has sadly died.<br />

According to the Ministry’s<br />

clinical advice, it was<br />

not possible to say whether<br />

the outcomes for any of the<br />

three people would have<br />

been different if they had<br />

received their invitations,<br />

but their cancers might have<br />

been detected earlier if they<br />

had chosen to be screened.<br />

Since the issue was discovered<br />

addresses have<br />

been manually updated in<br />

the National Bowel Screening<br />

Register by cross referencing<br />

it with the National<br />

Health Index. Work is ongoing<br />

looking at address records<br />

to ensure that all<br />

errors are being identified.<br />

“The Ministry of Health<br />

has taken full responsibility<br />

for this matter. As Minister<br />

of Health I also apologise<br />

unreservedly.<br />

“The independent review<br />

will look at a broad range of<br />

factors, including information<br />

technology, DHB<br />

capacity, operational management<br />

and clinical matters.<br />

“We know that screening<br />

saves lives. It is important<br />

that the public have confidence<br />

that we are delivering<br />

a safe and effective programme<br />

and this review<br />

will help to ensure just<br />

that,” says Dr Clark.<br />

The roll out of the<br />

National Bowel Screening<br />

Programme will continue<br />

during the review.<br />

The review is expected to<br />

be complete by June.<br />

Dear Editor,<br />

I want to share my<br />

experience with our kababayan<br />

regarding potential<br />

fire hazards when using<br />

the oven for cooking and<br />

what I’ve learned from<br />

this traumatic incident.<br />

THE SCENARIO:<br />

I got the scariest experience<br />

of my life recently<br />

when I think I almost<br />

burnt our house down<br />

when using our oven to<br />

heat up french fries on the<br />

top tray and barbequed<br />

lamb on the lower tray on<br />

high grill.<br />

While the food was<br />

cooking in the oven I<br />

watched the news on TV<br />

in the lounge (adjacent to<br />

the kitchen) thinking that<br />

it would take a bit of time<br />

to be done.<br />

When I went back to<br />

the kitchen to check on<br />

the food, barely 8-10 minutes<br />

later, I was alarmed<br />

to see a lot of black smoke<br />

coming out of the oven<br />

and inside the fries were<br />

on fire!<br />

I immediately turned<br />

off the oven. Then I<br />

opened it to take out the<br />

tray with the burning<br />

fries on it. Unfortunately,<br />

when I opened the oven<br />

the fire escalated. I put<br />

the tray back inside again,<br />

closing the oven door<br />

shut. The fire started<br />

dying down due to lack of<br />

air, but I could still see it<br />

smoldering. I waited a<br />

minute or two whilst<br />

doing some quick thinking<br />

about my next move. I<br />

was scared that if I let the<br />

fire inside the oven burn it<br />

might get out of control.<br />

So I took a risk by yanking<br />

the tray out of the<br />

oven with the burning<br />

fries on it and plonking it<br />

in the sink.<br />

I was still in panic mode<br />

at this stage and my heart<br />

continued beating wildly.<br />

I was trying to think what<br />

to do next. I remembered<br />

something about covering<br />

a fire with a wet towel,<br />

but I decided that dousing<br />

it with water would stifle<br />

the fire. I turned the<br />

water faucet on and the<br />

fire was ablaze. It was like<br />

what you see on the TV<br />

when a chef pours wine<br />

on a very hot pan.<br />

Luckily, the fire died<br />

down after it was doused<br />

with more water. But I<br />

accept that this was not a<br />

smart move.<br />

Fortunately my kids<br />

and husband were out. I<br />

was home alone. Thick<br />

smoke spread across the<br />

kitchen and our faithful<br />

smoke alarm was activated.<br />

It made a shrill sound<br />

and I was sure our neighbours<br />

would be alerted<br />

and come rushing to my<br />

rescue. I switched off the<br />

alarm and opened all the<br />

windows and doors to let<br />

the smoke out.<br />

I was still in a state of<br />

shock, my heart beating<br />

rapidly, as I was imagining<br />

a worst case scenario.<br />

Thank God! Praise the<br />

Lord. I didn't burn our<br />

house down.<br />

My son's first reaction<br />

when he smelt the smoke<br />

and heard what happened<br />

was “I hope you didn't get<br />

hurt Mommy”.<br />

The following day, the<br />

first thing I did was to<br />

locate the <strong>New</strong> Zealand<br />

Fire Service website to<br />

read their Safety Tips in<br />

case of a fire. I will print<br />

this and paste it on the<br />

wall in our kitchen. I want<br />

to make sure that I will<br />

not forget what to do the<br />

next time this happens …<br />

hopefully there will not be<br />

a next time.<br />

reading the following<br />

information it did not<br />

prepare me for a real life<br />

fire in our home.<br />
