♣ Approve October 2016 Board Minutes (Pages 34-39) 

The meeting was called to order Mark Conley and Dale Hughes prayed. 

Update on spouse by Dr. Tim Hager, she is cancer free. He is retiring this 

year. Jerry Hobbs update, he is doing well and in remission. 

Dennis Campbell gave out special gifts game day to Dale Hughes and Pat 

Stout. Mark Conley gave special thanks to Dale Hughes for his job as 

former president. Dale Hughes gave update on his health. Troy Hickey 

gave update on Dave Scott from Indiana. Mark Conley gave Sabrina 

Runyon a birthday card.

Budget/Finance Dr. H. Kenneth Dinkins (Pages 68 - 82) 

Brought in the investment broker to speak-Dan Foster from Raymond James- 

Gave out financial outlook ( attachment). John Posey sat in for this information. 

Dan stated it was a dismal point last year from the Charleston meeting in 2016, 

but has improved performance this year. The performance was improved 

because earnings has improved. Mr. Foster explained the investments 

performance to the board ( Please see attachments)- Pg. 2. 

Changes- 

We will reduce the amount of money in Large-Cap Value and move it into 

International markets because they have seen growth. The Investment choices 

and balances were explained on pg. 3. The take-away message was given on 

pg. 4 as a summary and explanation of the benefit of tax reform. The 

determining of the Board of the Federal Reserve and the changes of who will 

sit on the board may change the policy and its effect on the market. Dan Foster 

asked for questions and the board thanked him for the report. 

Bob introduced John to the board and gave information on the audit. John gave 

the general information on the audit and sent over the trial balance to the 

auditor the week of Oct. 16-20. He plans the audit will come quickly. Mr. Clarke 

Scott gave thanks to John for getting us back on track for the audit. John 

invited the board to contact him at any point. 

Proposed Handbook Additions 

Currently we can only carry over20 days a year- We want to move it to 30 days a 

year. 

Neglect and Abuse policy added into the handbook because we work with 

children. 

♣ Approved Recommendations/Revisions - any additional items 

IA Report- 

Updates by Pat Stout-5 people with Bob, they just meet on 10/19/17 at the main 

office. The group viewed the building yesterday. Bobby gave the updates on 

insurance from Blue Choice and an increase of 25%, and moving to Aetna and 

the API gap plan which was a high deductible, but a plan that is working as of 

right now. It is causing all staff to become more aware of choices. We will move 

out to the insurance marketplace in January. Herman Williams asked about the 

plan. Most updates will come through the IA report. The IA committee divided 

and reported to various groups and talked with them and reported the thoughts 

of employees back to the who IA group. Pat asked if any other IA members had 

anything to say, all other information will be given in the final IA report.

Focus groups- 

Focus groups were created to allow board members to see our world outside of 

conventions. Board Members attended the Leadership Summits and Infuse 

Educator Conference. 

Arkansas- Report by Jerry Newton. There were over 200 Betas. Jerry conducted 

his planning meeting at the same time as the Leadership Summit was being 

held. Jerry gave his report on what was accomplished in the Arkansas planning 

meeting with his council and their ideas. Sabrina Runyon gave her insights and 

thoughts on the Leadership Summit and actively engaged their kids. Tim Hager 

gave his perspective on the Arkansas Focus Group which discussed state 

councils. 

Tennessee-Strategic Plan -Clarke Scott gave his insights on perspectives and 

legal council and the changing of student speakers. Ken Dinkins and Gwen 

Young gave their insights on their perspective of the meeting. 

Infuse Teacher Conference- Atlanta- Pat Stout, Zel Thomas, Keith Leger, Stan 

Long and Rita Carter talked about teacher improvement, equality at state 

conventions, their perspective on engagements with teachers, and talked about 

the amount of money the bigger states are collecting. They spoke about the 

impact of how Beta meant so much to the kids that spoke and how it has 

improved their lives. Keith Leger stated that Louisiana has now increased their 

funds and now have an excess of funds. They are in the process of allocating 

these funds. Dr. Leger talked about two ideas that he had discussed with Bobby. 

One idea was to combine the Jr/Sr accounts, and the second idea was to allow 

the National Office to take care of the money from state fund accounts. This 

would occur over the next 2-4 years. The $20 fee would go to nationals and they 

would handle that funding moving forward. Rita Carter stated that we are not 

zeroing out for the end of the year and having to manage that process. 

All Boards will meet with their Department heads this afternoon at 

Headquarters. 

Executive Committees Recommendations- 

Bob Bright handed out this information to board members.- ( See Attachment-

Pat Stout stated that we would take each item one at a time on the list. Bob took 

each item and provided clarity.He also gave the recommendations from the 

attorney for various items. 

#1 Item--Officer speeches will be monitored across the board. 

Dennis Campbell gave the explanation as to why this was discussed in TN( i.e. 

from the NFL protests). 

Rita Carter stated that we want to allow the convention to start off on a positive 

note.

Ken Dinkins stated that we could control the officer speech but not the person 

they introduce.

Special Talent limited to 2 minutes across the board. 

Gwen Young stated we need to inform clubs that there is no practice time at the 

National convention. 

It is the top 5 preliminary winners that participate in the sessions at Nationals. 

Laura Lewis gave an explanation as to why there needs to be only 5. 

Donna Wear asked will group talent time change to 2 minutes. Laura gave the 

answer to this which is no, it will stay 6 minutes. 

Art, Junior Wreath, Junior Photography, Junior Essay competitions will go 

through changes. 

Convention was applauded by Bob for a job well done to not change anything 

this year.

#7-Bob Provided an explanation of the need to realign state accounts and the 

benefits and impacts on the state. There are 34 accounts. This is to streamline 

the process and make it easier to get information.

councils.

#8-Item-Pg. 28- Bob explained that Beta has an excess of 3 million dollars. The 

focus will be “Giving Back.” He provided updates for the Reinvestment Revenue 

for 2017-2018- Pending Audit- in each Beta department. Bobby gave further 

explanation for the additional funds for the Production department and why the 

need for the additional funds. Clarke Scott discussed the impact of the 

Leadership Camps and what he saw. Troy Hickey was asked by Keith Leger to 

tell the story of Cairo, IL. Several Board members and Laura Lewis gave insights 

into why these Beta Club moments are so important to students. 

Marketing focus will be the VIP/SPARK program and sending the Sales team 

members to the conferences in order to target schools not a part of Beta. Bob 

thanked Ken Dinkins for sending us to Attorney Fawley and all the help she has 

provided so far.

Policy additions- Pg. 17 

State Sponsor and SP-Elects 

Item #1- State Sponsor and SP-Elects- changes. 

Bob provided clarification as to the reason for this policy. Ken Dinkins and 

Jerry Newton asked for clarification about this change. Laura Lewis provided 

why this is needed to encourage all sponsor to bring students. Pat Stout gave 

further explanation. Board asked that the following statement is added to the 

policy, “State Sponsor and State Sponsor Elects must register students – only in 

extenuating circumstances and with approval of the Council Chair and 

notification to the CEO will this policy be amended”. Currently, we pay $1500 

for State Sponsor to attend the national convention that is already in policy. 

For the state conventions, the State Sponsor receives hotel, mileage, and per 

diem for food which is in policy. Keith Leger and Jerry Newton gave a 

clarification for this and move to create a motion. Discussion was held.

they would like. Gwen Young wished Rita Carter good luck for 

the National Convention. 

Donna Wear encouraged Rita to use the least expensive events 

for students to experience the city. 

Mark Conley encouraged all people to visit the national office.

VIP is designed to entice sponsors of non-convention attending Beta chapters and 

prospective Beta chapters to attend and experience the energy of their state convention. 

Attendees were given a backstage pass to convention, along with exclusive meetings 

with National Representatives. 

Out of 2016-2017 Spark Participants, 4 schools attended convention the following year 

(134 students). Sponsors were notified through email, postcards, and social media posts. 

Focused on inviting schools who have not attended convention in three years.

Convention 

PREMIER PERFORMER PROGRAM 

To recognize the importance of performing arts, and to increase attendance at the National 

Convention, the Premier Performer program was launched for the 2017-2018 

convention season. Upon observation of dancers from state convention special 

talent and group talents, deserving dancers are awarded a Golden Ticket and 

are invited to perform in the Opening Number at the National Convention. 

Dancers will learn a dance from a guest choreographer, and will attend practices 

at the convention prior to Opening Number.

STATE CONVENTION SCHOOL OF EXCELLENCE 

GROWTH INITIATIVE 

In order to help grow conventions, schools 

that attended their respective 2017-2018 

state conventions received an official State 

Convention School of Excellence award. 

Principals and Sponsors were mailed an 

official window cling to display at their 

school. Schools are encouraged to compete 

at the 2018 National Convention to earn the 

award of National Convention School of 

Excellence, which will be mailed out at the 

beginning of the 2018 school year. 

As a Beta Chapter that attended the 2017-2018 state convention, we applaud you for 

recognizing the importance of academic achievement, visual and performing arts, 

leadership development, and service. Because of your participation in your state’s 

convention, it is our honor to present you as an official State Convention School of 

Excellence. Please display your new badge at your school to congratulate your Betas 

and sponsors for their hard work. 

In order to become a National Convention School of Excellence, we extend the 

invitation to you to compete a the National Beta Convention this June in Savannah, 

Georgia. 

Even if your Betas did not qualify for Nationals, there are competitions in which your 

students can participate, such as our 2018 National Exhibitions. In these exhibitions, 

you can showcase your Beta members’ cooperative teamwork, creativity, and knowledge 

in S.T.E.M. areas. Exhibitions include: Meeting of the Minds; Reimagine, Recreate, 

Recycle; Site-Up; Convention Invention. 

Space is limited for the exhibitions, so complete your online registration at betaclub.org 

by May 1. Don’t miss out on your chance to earn your National Convention School of

Cross Training Report 

Monthly general coaching sessions have been initiated along with specialized training as unique situations arise. The goal of the 

cross training is to help Trent see the bigger picture of process and how the interact across modules. Also, to increase his 

knowledge base to a level that he would be able to fill in for me on a short-term basis should I take a vacation, travel to a 

convention or have an absence due to illness. The focus of the training is on key tasks that could not be postponed until my return. 

Writing checks, extracting data for customers, and generating reports. 

Trent primarily works in the Accounts Receivable module of Great Plains and he has a thorough understanding of its tasks. 

• I have identified a few areas of weakness within the Accounts Receivable module and the training to correct these 

weaknesses has been completed.

Completion and distribution of customer statements in printed as well as emailed versions. 

The process to attach external documents to customer invoices so that these attachments follow the invoice 

whenever it is emailed. 

• This is particularly useful when billing onsite convention registration. 

Cross Training in the Accounts Payable module has been completed, tasks trained. 

• How to enter vendor invoices into Great Plains and how to print and make payments on these invoices, determining 

which checks to use when printing (I.E. Operating, State or Scholarship) 

• Scanning and attaching supporting documents to vendor invoices. This is necessary should research become necessary at 

a future time. 

• Training is complete on how to create a Purchase Order and Receiving Documents for inventoriable items. How to scan 

and attach supporting documents. 

Cross Training on Merchant services reconciliation to bank statement. 

• How to run reports from PayPal and Cayan on credit card payments received from customers 

• How to sort and tie these reports to the bank deposits. This confirms that credit card transactions we receive from 

customers are not declined and get deposited in our bank account. 

I’ve also been working with Trent to improve his MS Excel skills. We use excel frequently for sorting and analysis of information. I 

will also be working with Denia Brown to enhance her excel abilities when working with more complex formulas and sorting 

operation. VLookUp, Pivot Tables, Goal Seek, etc. 

Trent has cross trained me on the setup of New Clubs in Shield. How to batch and finalize the new clubs. While this is not a task I 

typically will perform, its good information to know in the event Trent is traveling or sick.


Outstanding Invoice Collection Report 

The three most common financial transactions we have with clubs are merchandise orders, membership additions to the 

club roster and convention/leadership registrations. 

Historically, Beta Clubs has allowed clubs to create invoices for these transactions and once they provided a school PO, 

we would ship the merchandise or membership order prior to receiving funds. In effect we are extending credit to the 

club. Because sponsors don’t always understand what submitting a PO entails, they often believe that is the end of their 

responsibility and the proper documentation does not reach the individual that will ultimately make the payment. In 

most cases that person would be the bookkeeper. 

In the fall of last year, upon realizing that some PO’s were going unpaid, I began sending monthly account statements 

to the school sponsors in order to collect on outstanding balances. While this helped, not enough of the statements 

being responded to. I then began situationally sending statements via email to the sponsors of each club. With the 

assistance of Jay in the IT department we were able to upload the school bookkeepers email address into our email 

distribution list. Unfortunately, we currently have bookkeepers email addresses on only about 25% of the clubs. I plan to 

initiate an email blast to try and collect the missing email addresses. Finally, I mailed paper statements to each club but 

printed “Bookkeeper” on the envelop so that the bookkeeper would be sure and open. This had a pronounced effect on 

collections. 

By implementing the drive to collect bookkeeper email addressed plus the two Finance Department Process 

Improvements I have outlined on the follow pages we will be able to cut back dramatically on delinquent payments.


 

Process Improvements for 2018-2019 

Omitted Shipping Charges 

Identified Issue: We have noticed a recurring pattern of schools submitting payments but omitting the shipping charge that is on their 

invoice. 

While speaking with bookkeepers we have determined that the problem lies in the layout of the invoice that the sponsors print from their 

computer. 

a. The current invoice follows a typical sequen6al layout structure. 

b. Unfortunately, due to the variety of computer monitors and printers across school systems, we have found that some 

printers cut off the last two lines of the invoice. Those are the lines that contain the shipping charge and the grand total of 

the invoice. Without this information, the bookkeeper submits the amount of the new members without ever seeing the 

shipping charge. 

Solution: Reformatting the layout of invoices that sponsors print when they add new members to their club 

a. By flipping the (totals box) with the (details box), we will place the invoice total at the top of the page, thus being the first 

item the bookkeeper sees. The invoice itemization will be below the total box. All the same information will be present on 

the invoice, the only thing that will change is its position on the screen. 

Benefit: Following up on short paid invoices is a time intensive process for the finance department and by significantly reducing this task, 

we will be able to collect and process invoices in a much faster rate.


Process Improvements for 2018-2019 

Send Invoice to Bookkeeper 

Identified Issue: We have noticed that school bookkeepers don’t always receive invoices from their sponsors. This results in the Beta 

finance team having to reach out to bookkeepers for payment. From speaking with bookkeepers, we find that they never received an invoice 

from the sponsor. 

These instances happen almost exclusively when sponsors use a school PO to place an order. 

For orders that are placed with a PO, the computer system generates an invoice and emails it to the main sponsor on file with the club. 

This is the point where the breakdown occurs. The Sponsor should forward that invoice to the bookkeeper for payment, but often doesn’t, 

believing that the transaction is complete. 

Solution: We are going to incorporate two complementary solutions to this problem. 

a. Solution 1: During the fall of 2018 we will begin to collect the email address of all bookkeepers associated with Beta Clubs. We 

can then include those email address in the correspondence with sponsors concerning invoices and financial statements. Once this 

has been implemented, when we send a statement or invoice to the sponsor, a copy will also be sent to the bookkeeper. 

b. Solution 2: When the computer system sends an invoice to a sponsor, a pre-written message 

accompanies the invoice in the email body. 

a. The message currently reads “Please see attached invoice. If you have any questions about this invoice, please reply to 

this email.” 

b. I will change the message to read “Please see attached unpaid invoice. Please forward this invoice to your bookkeeper for 

payment. Invoices created with a PO are not paid. Please forward this invoice to your bookkeeper even if you submitted a 

PO to the Beta Club. If you have any questions, please reply to this email.” 

This will instruct the sponsor to forward the invoice to the bookkeeper and concurrently sending a copy of the invoice to the bookkeeper (in 

instances where we have the bookkeepers email address). This process will be very beneficial in streamlining the process. 

Benefit: Reaching out to sponsors for payment on unpaid invoices is a time intensive process for the finance department. By making the 

changes above and ensuring in that documents are sent to the correct individual in each school, we will be able to be more efficient in 

collections and improve our cash flow process.

Team brought in 3,949 for the month of MARCH 2018. 

*We are working with Finance to credit clubs (10 clubs) in the LINK program and Merchandising 

as we sent out emails and gift cards for the Sponsor a Club Campaign that ends April 30, 

2018. 

*The Marketing Team has attended various convention states throughout the year to connect 

with schools that do not have Beta. This has been a great experience for the team. 

*First deployment of the Marketing Gifting Campaign emails using AGILE Marketing for 15 

non-convention states. 

*Enhancing professional growth by reading articles and taking online classes. 

*Continuing to connect with the Board members by sending emails every two weeks detailing 

what new and cold clubs we have acquired for those weeks in their respective states 

which allows them to connect with new people in their states. 

*Creation of our Sales Team Marketing stickers and new materials in Spanish translation. 

*Surpassed the 10% YEARLY GROWTH GOAL over FY’17 as of March 30, 2018.

To provide new chapters with a warm 

welcome and the information they need 

to begin, Sponsor Welcome Packets were 

designed and are included with each new 

membership materials box .

On October 24, we hosted a Sponsor

radius of the National Office. 

Attendees networked, were educated on 

Beta events and received recognition for 

their dedicated efforts and participation 

through an awards ceremony. 

Over 70 sponsors and administrators 

attended and over 30 chapters were 

represented.

LINK: New Sponsor Mentor/Mentee Program 

A New Sponsor Mentor/Mentee Program has been created to foster relationships between 

new and established/veteran sponsors, promote active Beta membership, increase active 

participation in Beta activities and offerings and to support new sponsors in their role. 

In March, sponsors with 5+ years of service were asked to apply, if interested, to become a 

mentor for up to 2 new sponsors. New sponsors with 1-2 years of service have been informed 

of the program and are encouraged to apply on a first come, first served basis.

Three webinars for new sponsors were 

developed for 2017-2018. The first 

webinar covers membership processes 

such as adding and inviting members, 

collecting fees, membership materials 

and more. The second webinar covered 

fall news and opportunities such as 

Infuse, Leadership Summits, School of 

Distinction, Scholarship and others. The 

third webinar covered spring news and 

opportunities such as Spring Leadership 

Summits, National Beta Week, Harris 

Leadership, Service Award, School of 

Merit and others.

Transition Guide 

To prevent the loss of knowledge when 

a sponsor retires, moves to a new school 

or will no longer be serving in their role, 

a Transition Guide was developed and 

distributed to all sponsors. It provides 

areas to list basic chapter information, 

timelines for membership, community 

service, officers, convention/leadership 

and reflection for the outgoing sponsor. 

Sponsors were also provided with 

additional resources to pass along. 

Service Hour Revamp 

In an effort to expand recognition for 

service hours and projects performed 

by Beta chapters, a collaborative effort 

between the New Sponsor and Membership 

teams is planned to launch after National 

Convention. The new initiative will expand 

service hour tracking for each chapter as 

well as offered tiered awards based on their 

level of hours earned.
