Welfare Hire has consistently

owner of arguably the largest 

fleet of dedicated welfare 

units in the UK, the company has 

thrived since its establishment.

The organisation sits 

under the Kelling Group 

along with Access Hire – 

the first business in the 

Group – and Modular 

Hire, which will soon be 

launched. 

All three businesses have 

one key, crucial element 

in common: they provide 

niche products and 

exceptional services for 

their customers. 

Bill Kellie, who has been 

the Managing Director 

at Welfare Hire since 

2015, credits the vision 

of CEO, John Wood, 

who saw the potential 

growth from the Group’s 

original core market 

of vehicle mounted 

access platforms, which 

increased over a period 

of time and was the 

catalyst for what now is 

Welfare Hire. 

The Group is committed 

to “finding a niche market 

and specialising in it,” 

and Bill believes the 

CEO’s plan is visible in the 

fortunes of Welfare Hire. 

“Welfare traditionally 

sits under the 

generalist banner, 

with either temporary 

accommodation business 

or plant hire business as 

just one small element of it. 

“But John identified that 

it was actually quite an 

important, potential 

market, so we started 

welfare hire with mobile 

welfare units and static 

welfare units. That was in 

2012 and since then, the 

business has grown.” 

Steering away from 

generalist services has 

provided a position of 

strength barely matched 

in the sector; the 

company’s employees 

solely focus on products 

in welfare which means 

they stand head and 

shoulders above what is 

offered elsewhere in the 

industry. 

Welfare Hire has seen 

its fleet size grow year 

on year “by better than 

the industry norm 

percentages,” and the 

significant reasons 

for this success story 

are the quality and 

features of product; the 

change to health and 

safety legislation and 

employer’s commitment 

to their workforce.

Working in a number of sectors 

The beauty of the range

is that there are so many

Think about all the 

projects we see on a daily 

basis commuting on our 

motorways – invariably, 

these will be serviced by 

one of the company’s 

units or lighting towers; 

the UK is in the midst of its 

biggest ever investment 

in infrastructure, with HS2 

and Crossrail all providing 

construction and rail 

opportunities. 

Welfare Hire can provide 

facilities and service the 

staff who work in these 

sectors with the variety of 

products. 

Other markets that Welfare 

Hire’s work encompass 

include utilities, property 

maintenance, local 

authority contracts, utilities, 

infrastructure, rail and 

construction. 

This expertise in so 

many different markets 

guards against the risk 

of catastrophic collapses 

that could be caused if 

one industry suffers, as 

the construction industry 

did during the recession of 

2008. 

However, the Group’s 

presence in so many 

different sectors repelled 

this threat. 

Moving forward, Welfare 

Hire is keen to capitalise 

on the opportunities that 

present themselves. The 

aforementioned HS2 will 

invariably benefit from the 

company’s tower lights 

and units, as infrastructure 

work will take place during 

evenings and night times. 

However, Bill Kellie said the 

advent of HS2 has opened 

doors to new markets. 

He explained: “HS2 

has actually brought 

archaeologists into our 

customer mix. Before they 

dig for HS2, archaeological 

companies are contracted 

to go down the train route 

to make sure nothing of 

significance gets damaged. 

“They could be at a 

particular location for 

anything between eight 

to 10 weeks and their 

employees will need 

welfare, so these clients are 

appearing and using our 

units.” 

Already, the company has 

supplied more than 20 units 

to archaeologists, and this is 

growing an area they never 

considered.

unique design features including a fully 

retractable tow bar and hydraulics, allowing 

the unit to be lowered on site for safety and

Eco10 Welfare Pod 

The Eco 10 Mobile Welfare Unit follows 

many of the same principles as the Eco7, 

whilst providing larger accommodation for 

10 people with a separate lockable office. 

It is ideal for site set-up where instant selfcontained 

accommodation is required. It is 

designed to provide the same facilities as 

a traditional AV Static Welfare Unit, whilst 

avoiding expensive HGV transport and 

running costs.

The X-Eco 10 Mobile Welfare Unit offers the 

same benefits as the standard ECO10 with 

the addition of an inbuilt air operated 6mtr

Legislation changed the 

game for welfare units 

The demand for welfare 

products accelerated due 

to legislation passed by the 

health and Safety Executive 

(HSE) at the turn of the 

century, which declared that 

welfare must be provided 

on any construction or 

infrastructure site where 

six or more people were 

working. 

This basic need and right 

included supplying a toilet, 

a canteen facility and 

somewhere to dry wet clothes. 

Once again, CEO John 

Wood saw the opportunity 

to provide the industry 

with something that was 

drastically needed, which 

created the market for 

Welfare Hire today. 

Another key factor was the 

cost of transporting units 

in and out that were HIAB 

lorries; Welfare Hire sensed 

a growing need to move 

away from this to bring in a 

more mobile unit that can 

be hydraulically dropped 

into the ground. 

The range of welfare units 

were developed through 

this, providing customers 

with units that are complete 

with a ceramic flushing 

toilet, canteen space and 

drying room. Others have 

offices and continue the 

trend of the company’s 

range, which provides 

better and more functional 

facilities on sites. 

The company sets itself 

apart by focusing on needs 

of the market and products 

are developed accordingly. 

As a result of this approach, 

Welfare Hire has developed 

the X-Eco 10 with inbuilt 

tower light. The creation 

of this product was led by 

the needs of a client. This 

attention to each and every 

customer’s requirements 

is something the company 

focuses on. 

The proof is in the pudding, 

with clients who are 

delighted with “fantastic” 

services. 

Bill Kellie said: “Other 

people have brought out 

their own versions, but 

they don’t meet our quality. 

We’re very fortunate, and 

when we remove our 

units after a job, we have 

customers who feel our 

units are fantastic. It’s the 

easiest sell I’ve ever had.”

TOWER LIGHTS 

The addition of tower lights 

has added a completely 

new dimension to the 

Welfare Hire fleet. 

The products – X-Eco LED 

Lighting Tower, and X-Eco 

Hybrid Lighting Tower – are 

commonly used in a variety 

of different sectors. 

However, Welfare Hire’s 

eye for a gap in the market 

has developed a solution 

that is an upgrade to any 

contemporaries already in 

the marketplace. 

Working in conjunction 

with experts in the field of 

tower lights, what Welfare 

Hire can now boast to the 

market is something that 

is unrivalled in terms of 

efficiency. 

These products offer 

greater fuel economy, 

better CO2 emissions and 

with LED lights, efficiency 

is combined with a product 

that gives off much better 

light on construction sites, 

highways, and in railway 

tunnels. 

The X-Eco Hybrid Tower 

Light is a startling indication 

of Welfare Hire’s ability to 

drive the market forward. 

This product is exclusive to 

the company. As Bill Kellie 

explained: “If you put this 

tower light at the side of a 

railway line, it will run for 11 

hours on batteries alone, 

offering both silent and 

efficient light without the 

need of a generator – it is 

a hugely efficient piece of 

equipment.” 

The efficiency is matched by 

the product’s improvement 

for the environment. The 

X-Eco Hybrid Tower Light 

burns less than 0.3 litres of 

diesel every lighting hour. 

In comparison, a standard 

tower light will burn 1.9 

litres each hour. 

Noise pollution is hugely 

reduced too, and this 

product is perfectly capable 

of being placed close to 

residential sites by clients 

such as Network Rail, 

without bothering anybody 

living in the neighbourhood. 



Move to the new offices 

In the time from 2012 

to now, the growth and 

success of Welfare Hire is 

best explained by the move 

to more spacious offices. 

Originally based at 

Europort Industrial Estate 

in Normanton which acted 

as a head office for Access 

Hire and Welfare Hire under 

the umbrella of the Kelling 

Group, the business has 

thrived but in a relatively 

short space of time, the 

companies under the 

whole Group have simply 

outgrown their location 

– both Welfare Hire and 

Access Hire have enjoyed 

the type of success that 

made the move inevitable. 

The Group remained true 

to its routes and stayed in 

Normanton, but the new 

offices at Trident Park 

gives the potential for the 

businesses to expand – 

something that was limited 

at the previous location. 

Initially, the plan was to 

move Welfare Hire and 

keep Access Hire on the 

same industrial estate. 

However, the Group 

decision was made to move 

both. 

The reason for this is to 

ensure all companies are 

under one roof, and with 

the fact office space had 

run out because of growth 

in the previous location, the 

new setup is the perfect 

platform for future success. 

Bill Kellie explained the 

Group’s plans after moving 

to the brand new space: 

”We have combined both 

businesses under one roof 

and the new premises are 

designed to allow Access 

Hire and Welfare Hire to 

grow. 

“Our next niche business 

will be Modular Hire, so 

we’re going to get into 

modular buildings. The 

move is really to continue 

its growth over the next 10 

years.”

The future is bright 

Welfare Hire, now in 

new offices that are 

fit for the purpose the 

whole Group requires, 

is looking to the future 

with confidence. 

The reasons for this 

are wide and varied: 

the range of welfare 

units are essential 

for and coveted by a 

plethora of sectors; the 

introduction of tower 

lights into the portfolio 

is set to catapult the 

company forward 

even further; and the 

team prides itself on 

interaction with clients. 

This has led to the 

development of 

welfare units and 

tower lights with with 

optional CCTV, which 

“ticks all boxes.” 

Bill Kellie says this 

fits neatly in with the 

company’s ambitions of 

always moving forward. 

He said: “We don’t 

stand still. We’re 

constantly looking at 

the market, talking to 

our customers and 

developing what we do 

to stay one step ahead 

of the competition.”
