INTERNATIONAL MONdAy, 7 JULy 9, 2018 Strike, curfew shuts Kashmir on rebel’s death anniversary SRINAGAR : Armed police and soldiers fanned out across much of Indian-controlled Kashmir to enforce a security lockdown on Sunday as separatists challenging Indian rule called for a shutdown and protests on the second anniversary of the killing of a charismatic rebel leader, reports UNB. Government forces patrolled deserted streets and sealed off the hometown of Burhan Wani in anticipation of widespread anti-India protests and clashes in the region. Wani, 22, was killed along with two associates in a brief gunbattle with Indian troops two years ago. Separatist leaders called for a general strike and protest march to Wani's hometown to honor him. The killing triggered open defiance against Indian rule and led to months of massive protests and clashes in the disputed region. At least 90 people, mostly young men and students, were killed and thousands wounded, hundreds of them in the eyes and blinded by shotgun pellets fired by Indian troops. Despite security restrictions, nearly 200 students in the University of Kashmir campus staged a protest seeking an end to Indian rule. The students carried Wani's photographs and displayed placards while chanting slogans like "Farewell our martyr" and "Go India, go back." Police and paramilitary soldiers in riot gear and carrying automatic rifles laid steel barricades and coiled razor wire on roads and intersections to cut off neighborhoods in a bid to stop protests. Authorities also suspended internet on mobile phones in the region, in a common practice to make organizing protests more difficult. Photo : AP Thais work to salvage sunken boat; search on for 14 missing PHUKET : Thai authorities on Sunday began operations to salvage a tour boat that sank in a storm off the southern resort island of Phuket, killing 41 people, as they search for another 14 missing tourists, most of them Chinese, reports UNB. French diver Laurent Couleau said that a pair of legs were seen dangling from beneath the hull when he and other divers entered the wreck of the double-decker Phoenix on Saturday. A navy official, Rear Adm. Charoenpol Kumrasri, told reporters that there were no more bodies inside the wreck. He said divers will continue to search areas surrounding the site while helicopters will scour the sea for the missing. The disaster on Thursday, Thailand's biggest touristrelated in years, didn't appear to deter visitors, with dozens seen leaving on boats Sunday for island diving and cruise trips. Police have said they may file negligence charges soon against the captain of the boat. The boat, with 105 people, including 93 tourists, capsized and sank after it was hit by 5-meter (16-foot) waves. Chinese President Xi Jinping has called for all-out search and rescue efforts, telling the Ministry of Foreign Affairs and Chinese diplomats in Thailand to take greater measures, and also urging Thai authorities to spare no efforts. Many of the victims had been on group tours, booked in Phuket and China. KUWAIT CITY : Kuwait's highest court on Sunday ordered an opposition leader and several lawmakers imprisoned for 3 ½ years over the 2011 storming of parliament during the country's Arab Spring protests, reports UNB. The case before Kuwait's Court of Cassation involved dozens of politicians, activists and others. The defendants were initially acquitted in the yearslong case, but a shock court decision in November resurrected the charges against them. Among those sentenced Sunday was Musallam al- Barrack, an opposition leader who left prison in April 2017 after serving a two-year sentence on separate charges. Sitting and former lawmakers also were comes a day after the Indian military's firing killed a teenage girl and two young men in a southern village. Wani had rejuvenated Hizbul Mujahideen, the largest of Kashmir's militant groups as he attracted dozens of new recruits while using Facebook and other social media sites. His death and subsequent protests made the armed rebellion mainstream in Kashmir and gave new life to the rebel movement that had withered in recent years, reduced to just about 100 fighters in scattered guerrilla groups. According to official estimation, about 200 young men have joined rebel ranks, some of them after snatching weapons from soldiers and police, since Wani's killing. It also cemented a shift in public behavior by displaying anger at Indian rule openly and violently when troops raid villages and towns to hunt rebels. Villagers who had learned to hide any sympathy they felt for fighters now speak of them openly with reverence and warmth and also engage in deadly clashes with government forces during their counterinsurgency operations. Anti-India sentiment runs deep in Kashmir, a Himalayan territory divided between India and Pakistan but claimed by both in its entirety. Rebels have been fighting Indian control since 1989, demanding that the territory be united either under Pakistani rule or as an independent country. India accuses Pakistan of arming and training the rebels, a charge Pakistan denies. Nearly 70,000 people have been killed in the uprising and the ensuing Indian military crackdown. Turkey sacks tens of thousands through emergency decree ISTANBUL : Turkey has dismissed thousands of public servants through an emergency decree for alleged links to terror groups, reports UNB. The decree, published on the Official Gazette early Sunday, sacked 18,632 civil servants, including nearly 9,000 police officers, some 6,000 members of the military and hundreds of teachers and academics. Their passports will be cancelled. Turkey has been under a state of emergency for nearly two years, declared after a failed coup attempt in July 2016. The government blames a U.S.-based cleric for orchestrating the coup and has sacked or arrested people suspected of links to him. The cleric, Fethullah Gulen, denies the allegations. But the purge has broadened to include other "terror groups," with more than 130,000 people dismissed. Sunday's decree also reinstated 148 people previously sacked through emergency decrees. Thai cave rescue could take 2-4 days MAE SAI : A Thai army commander says the ongoing rescue of 12 boys and their coach could take 2-4 days depending on conditions inside the partially flooded cave, reports UNB. According to Maj. Gen. Chalongchai Chaiyakam, the 13 "will continuously come out in approximately 2-4 days, which all may change depending on weather and water conditions." The governor in charge of the operation says two divers will accompany each boy as they are gradually extracted. The operation began at 10 a.m. and he said it would take at least 11 hours for the first person to be rescued. The Thai official in charge of the rescue of 12 boys and their soccer coach says they're physically ready and mentally determined for their extraction now underway from a partially flooded cave. Chiang Rai acting Gov. Narongsak Osatanakorn says 13 ambulances and helicopters in two separate locations are ready to transport them to hospitals. The first is expected to reach safety at 9 p.m. Sunday (10 a.m. ET) at the earliest. Narongsak says the rescue mission was launched because floodwaters inside the cave are at their most optimal level. He says: "If we keep on waiting and the rains come in the next three or four days, our readiness will decrease." Chiang Rai acting Gov. Narongsak Osatanakorn said 13 foreign and five Thai divers were taking part in the rescue and two divers will accompany each boy as they are gradually extracted. The operation began at 10 a.m. and he said it would take at least 11 hours for the first person to be rescued. The entire operation to get all 13 out of the cave could last 2-4 days, depending on weather and water conditions, said army Maj. Gen. Chalongchai Chaiyakam. The only way to bring them out of Tham Luang Nang Non in Chiang Rai province is by navigating dark and tight passageways filled with muddy water and strong currents, as well as oxygen-depleted air. A former Thai navy SEAL passed out making the dive Friday and died. Experienced cave rescue experts consider an underwater escape a last resort, especially with people untrained in diving, as the boys are. The path out is considered especially complicated because of twists and turns in narrow flooded passages. But the governor supervising the mission said earlier that mild weather and falling water levels over the last few days had created optimal conditions for an underwater evacuation that won't last if it rains again. Before announcing that the rescue was underway, authorities ordered the throngs of media that have gathered at the cave from around the world to leave. The boys, ages 11-16, and their 25- year-old coach became stranded when they went exploring in the cave after a practice game June 23. Monsoon flooding cut off their escape and prevented rescuers from finding them for almost 10 days. Authorities had said that incoming monsoon rains that could send water levels in the cave rising, coupled with falling oxygen levels in the enclosed space, added to the urgency of getting those trapped out. Earlier efforts to pump out water from the cave have been set back every time there has been a heavy downpour. Narongsak said Saturday that experts told him water from new rain could shrink the unflooded space where the boys are sheltering to just 10 square meters (108 square feet). "I confirm that we are at war with water and time from the first day up to today," he said Saturday. "Finding the boys doesn't mean we've finished our mission. It is only a small battle we've won, but the war has not ended. The war ends when we win all three battles - the battles to search, rescue and send them home." The boys sounded calm and reassuring in handwritten notes to their families that were made public Saturday. The notes were sent out with divers who made an 11-hour, back-and-forth journey to act as postmen. One of the boys, identified as Tun, wrote: "Mom and Dad, please don't worry, I am fine. I want to say thanks for all the support and I want to apologize to the parents," he wrote. An update Saturday from the Thai navy said three navy SEALs were with the boys and their coach, one a doctor. The 13 were having health evaluations and rehabilitation, and were being taught diving skills. Food, electrolyte drinks, drinking water, medicine and oxygen canisters have been delivered to them. A major concern of the rescuers is that oxygen levels in their safe space could fall dangerously low. Rescuers have been unable to extend a hose pumping oxygen all the way to where the boys are, but have brought them some oxygen tanks. UAE extends mandatory military service for some to 16 months DUBAI : The United Arab Emirates says it has extended its mandatory military service for men who graduated from high school from 12 to 16 months, reports UNB. The UAE's armed forces made the announcement in a statement issued late Saturday. The military called the mandatory service one of the UAE's "most effective and important" strategic moves, in the light of its "anticipated strategic outcomes in political, military, security, national, social and economic terms." The UAE began mandatory military service for men between the ages of 18 to 30 in 2014. Those who haven't completed high school must serve two years. Military service for women remains voluntary.
