The reply posted on January 15, 2002, from a person who identifies himself as<br />
“Keith Pagel, FCSA/VHP Magazine” p confirms that the round is indeed Raufoss:<br />
Raufoss production, in Norway, Mk211 Mod 0 Multipurpose, for US DOD<br />
contract, using Belgian manufactured (Fabrique Nationale’) brass.<br />
The plain green tip is Raufoss NM140 Multipurpose. US liked the idea,<br />
but wanted some changes in the design. Norway obliged with their<br />
NM140A1 Multipurpose, which the US adopted as Mk211 Mod 0. US<br />
requested Green/Silver as the tip color code for Mk211.<br />
(Before anyone asks, you’ll also see Mk211 in Green/White tip. That’s<br />
US, rather than Norwegian production. It’ll be WCC or LC headstamps.<br />
New EPA approved paint looks more like dirty white or light gray rather<br />
than silver. Norwegians don’t have to bow to the EPA.)<br />

Several points stand out about director Pagel’s response to this inquiry. First,<br />
the tone is matter of fact—even though he does not know the correspondent<br />
personally (as evidence by the invitation to introduce himself)—rather than concern<br />
that the original poster may have his hands on contraband ammunition. Second, Pagel<br />
advises readers of other varieties of Raufoss MK211 that they’ll also see, contradicting<br />
the FCI’s argument that MK211 is not available. In sum, this posting is again<br />
consistent with VPC’s original description of the Raufoss market, but inconsistent with<br />
FCI’s makeweight claim that Raufoss is not available.<br />
Raufoss offered on Internet group posting, and in response a prominent .50BMG<br />
manufacturer describes his own purchase of, and experience with, MK211. In January<br />
2000 another exchange posted on the Yahoo 50BMG group offered Raufoss<br />
ammunition for sale. A prominent .50BMG rifle manufacturer, Mark Serbu, responded<br />
to the posting with a description of his own purchase:<br />
