Determination of whether the existing OE process meets the best internationally accepted<br />

practices including the <strong>IAEA</strong> <strong>Safety</strong> St<strong>and</strong>ards <strong>and</strong> identification of areas for future<br />

improvement. Determination of whether the operational experience process is being<br />

effectively managed, that the stated expectations <strong>and</strong> st<strong>and</strong>ards are being achieved <strong>and</strong><br />

maintained. That significant generic issues are being adequately identified <strong>and</strong> timely<br />

rectified. Also that an adequate comprehensive operational experience process is in place to<br />

enhance the operational safety performance.<br />

<strong>IAEA</strong>-led <strong>PROSPER</strong> missions are an international peer review of many facets of all these<br />

programmes.<br />

3.3. PROTOCOL<br />

Preparation for a <strong>PROSPER</strong> mission will be initiated only after the <strong>IAEA</strong> has been formally<br />

approached by a Member State <strong>and</strong> funding has been established. The scope of the mission is<br />

agreed between relevant organizations (e.g. a utility or NPP) <strong>and</strong> the <strong>IAEA</strong> at this stage.<br />

The report prepared by an <strong>PROSPER</strong> mission will be confidential to the Member State visited<br />

unless specifically stated otherwise. The decision to implement any recommendations of the<br />

report lies entirely with the utility or NPP concerned.<br />

3.4. METHODOLOGY<br />

3.4.1. Preparation<br />

After a request for an <strong>PROSPER</strong> mission has been received from a Member State <strong>and</strong> funding<br />

has been established, the designated team leader will arrange for:<br />

• the establishment of liaison contacts with the utility or NPP which will host the<br />

<strong>PROSPER</strong> mission,<br />

• necessary preparatory activities, which could include a preparatory meeting, a seminar<br />

on suggested self-assessment activities <strong>and</strong> assistance during the self-assessment; if<br />

necessary,<br />

• the recruitment <strong>and</strong> briefing of team members.<br />

At the same time, the host organization should nominate a counterpart, who will be the<br />

primary contact with the <strong>PROSPER</strong> team during the review.<br />

The preparatory activities will include the consideration of <strong>and</strong> an agreement on:<br />

• the type of review requested (i.e. oriented on programmatic, significant issue or<br />

combined);<br />

• the scope of the review (e.g. comprehensive review; focused on a specific significant<br />

issue or issues);<br />

• the composition of the team;<br />

• the work plan;<br />
