2.1. The Covenant of Mayors for Climate and Energy Leaflet<br />

This brochure analyses in more detail what the Covenant of Mayors for Climate and Energy Initiative is all<br />

about. It refers to the advantages of joining this movement, as well as the undertaken commitments that<br />

such a decision brings.<br />

The current document is available only in English in all three website languages.<br />

2.2. CoM Commitment Official Text<br />

The Covenant of Mayors (CoM) is an initiative created by the European Union, aiming to unite<br />

municipalities that wish to develop pro-active sustainable urban policies at the local level. The CoM is in<br />

line with the international climate agreement reached at COP 21 in Paris in December 2015.<br />

The CoM has been expanding southwards since 2013 with CES-MED as a pilot project until the end of March<br />

2018. CoM membership is free and any municipality, local or regional authority can apply.<br />

The CoM Commitment Document explains in detail the new Covenant of Mayors for Climate & Energy<br />

commitments to be approved by the local authority’s council, when the municipality is considering<br />

adhering to the CoM. Benefits of the CoM include: access to an extensive network of cities that are<br />

committed to sustainable energy; technical support from the JRC, that also validates the SE<strong>AP</strong>s/SEC<strong>AP</strong>s;<br />

enhancing municipalities’ image and status both nationally and internationally and may open doors for<br />

funding and collaboration opportunities.<br />

2.3. CoM Adhesion Form<br />

Currently, a municipality interested to become a CoM signatory will have to commit to a 40% reduction<br />

target until 2030.<br />

Adhesion is quite simple and requires the signature by the mayor on the CoM’s adhesion form. This decision<br />

needs to be approved by the municipal council. The application is done online on the CoM website<br />

(http://www.eumayors.eu/registration/signatory_en.html). The CES-MED Help Desk assists in completing<br />

the adhesion process. As indicated in the CoM Charter, adhesion to Covenant of Mayors implies <strong>pre</strong>paring<br />

a SEC<strong>AP</strong> within two years following the municipality registration with the CoM.<br />

Currently there are two options in joining the CoM, and as a result two different adhesion forms. The first<br />

option is to adhere as a single municipality, while the second one is to adhere as part of a group of<br />

municipalities that are going to submit a Joint Action Plan.<br />
