Emergency Decree to quickly release tension from the rally situation. The<br />

government also asked the rally goers to refrain from using violence.<br />

Actions to take back the area were implemented step by step in 7 stages from light<br />

to heavy measures according to the internally accepted standard. After the<br />

government announced its intension and implemented actions to do so, violence<br />

occurred around Khok Wua Intersection, resulting in many casualties and damages<br />

to properties.<br />

On 23 rd April 2010, the NHRC issues an order no. 43/2553, appointing a specific<br />

sub-committee to consider and examine cases <strong>of</strong> violence occurred in the<br />

government’s taking back the area from rally goers on April 10, 2010, that<br />

resulted in many losses <strong>of</strong> lives and casualties, to be a fact finding process <strong>of</strong><br />

which findings would be presented to concerned parties. This sub-committee was<br />

chaired by Pr<strong>of</strong>essor Amara Phongsaphit and consisted <strong>of</strong> 19 members who were<br />

<strong>National</strong> <strong>Human</strong> <strong>Rights</strong> <strong>Commission</strong>ers and other involved people from various<br />

sectors with Dr. Choochai Supawongse, Secretary-General <strong>of</strong> the <strong>National</strong> <strong>Human</strong><br />

<strong>Rights</strong> <strong>Commission</strong> being its secretary.<br />

On 25 th April 2010, the NHRC together with leaders <strong>of</strong> the three major religions –<br />

Buddhism, Islam and Christianity, Bangkok Metropolitan Administration, network<br />

organizations and members <strong>of</strong> the public held a <strong>Thailand</strong> Merit Making ceremony<br />

at the Royal Ground, aiming to help the country go through this crisis in peace<br />

without violence, bringing back calm to Thai society as in the past. In this<br />

ceremony, the NHRC and leaders <strong>of</strong> the three religions commonly agreed that<br />

every citizen should take part in an activity, “One Person, One Minute, Join Thai<br />

Hearts into One,” by spending one minute a day after standing up for the <strong>National</strong><br />

Flag at 18.00 pm. to be calmed and pray in one’s own religious belief for <strong>Thailand</strong><br />

to go through this crisis in good shape. All members <strong>of</strong> the public were asked to<br />

do this every day until the crisis situation came to an end.<br />

On 28 th April 2010, the specific sub-committee appointed on April 10 held a<br />

meeting and a press conference afterwards where Pr<strong>of</strong>essor Amara Phongsaphit,<br />

Chairperson <strong>of</strong> the sub-committee announced that two additional specific subcommittees<br />

would be appointed to examine the rally situation, that were a Sub-<br />

Committee on Legal Aspects and Regulations related to a Rally, and a Facting<br />

Finding and Evidence Gathering Sub-Committee. These two sub-committees<br />

would work along each other and were expected to be able to have information for<br />

presenting to the <strong>Commission</strong> for consideration.
