Local Government Engineering Department (LGED) Habiganj participated successfully in the fair by placing a stall. LGED Habiganj received the second prize at the attractive stall category in the fair. Rajarhat upazila mourns loss of slain sub-registrar ASADUZZAMAN ASAD, RAJARHAT CORRESPONDENT: Family and people of Rajarhat upazila of Kurigram on Tuesday grieved the death of subregistrar Nur Mohammad Shah. A gang of culprits stabbed and strangled him to death in his own home of Kushtia. Nur Mohammad Shah, 55, from Kurigram, was killed in his rented apartment near Babor Ali Gate, around 11pm on Monday. According to family sources, Shah Nur Mohammad was working as sub-registrar for one and a half years in Kushtia Sadar. He has two sons and a wife. They are living in Shyamoli area of Dhaka. Nur Mohammad used to live alone on the third floor of a flat owned by Abu Hanif in Kushtia Babar Ali Gate. His family doesn't have any knowledge about him having any enemies. Shah Kamaluzzaman, brother of Shah Nur Mohammad, filed a murder case with the Kushtia Sadar police station against three unidentified persons on Tuesday. He said that the son of the owner of the house, Al Mahmud Shohag, saw three people from coming out of the flat. Being suspicious Shohag went to the flat and saw Nur Mohammed covered with blood with hand-tied. Meanwhile, the news of death of Nur Mohammed has shocked the people of Rajarhat upaizila. Families and locals of the deceased demanded the arrest and strict punishment of those involved in this vicious murder. Nur Mohammed was buried in his family graveyard on Tuesday.
INTERNATIONAL WEDNESDAY, 7 OCTOBER 10, 2018 US envoy on Afghan peace takes his mission to Pakistan Washington's newly named point man tasked with finding a peaceful end to Afghanistan's 17- year war is in Pakistan to seek help from the new government in Islamabad in bringing the Taliban to the negotiating table, the U.S. Embassy said Tuesday. A former U.S. ambassador in Kabul, Zalmay Khalilzad arrived in Pakistan from neighboring Afghanistan. His tour of the region will also include Middle East stops in the United Arab Emirates, Qatar and Saudi Arabia. In Afghanistan, he met with President Ashraf Ghani, a long-time friend. Khalilzad, who was also born in Afghanistan, first served in Kabul as a special envoy of President George W. Bush following the 2001 ouster of the Taliban, and then later as Washington's ambassador. But Khalilzad has had a prickly relationship with Pakistan and has often accused Islamabad of fomenting violence in Afghanistan by supporting the Taliban. He has even said the United States should declare Pakistan a terrorist state. Washington and Kabul have both repeatedly accused Pakistan of providing safe havens for Taliban insurgents, a claim Islamabad has denied and countered with charges that its own insurgents have found sanctuary in Afghanistan. Both neighboring countries have been brutally targeted by militants. In Pakistan the perpetrators have most often been the region's Islamic State affiliate, as well as the Pakistani Taliban. In neighboring Afghanistan, the IS has been relentless in attacks, mostly targeting minority Shiites. The Afghan Taliban say they restrict their attacks to Afghan security forces but thousands of civilians have been killed in their attacks. Pakistan's new Prime Minister Imran Khan has been a strident critic of Islamabad's previous participation in Washington's so-called war on terror. However, he promised after winning the polls in July that his government would be "partners in peace." It is not clear what that would entail but Pakistan has supported Afghan President Ghani's peace overtures to the Taliban. In Pakistan, Khalilzad was met by Foreign Secretary Tehmina Janjua, who led a delegation that included "security, defense and diplomatic officials," according to a tweet from the foreign office spokesman. There were no further details. Pakistan's Afghan policy is largely seen as navigated by the military and its intelligence agency, known by its acronym, ISI. Photo : AP Dutch appeals court upholds landmark climate case ruling A Dutch appeals court on Tuesday upheld a landmark ruling that ordered the Dutch government to cut the country's greenhouse gas emissions by at least 25 percent by 2020 from benchmark 1990 levels. "Considering the great dangers that are likely to occur, more ambitious measures have to be taken in the short term to reduce greenhouse gas emissions in order to protect the life and family life of citizens in the Netherlands," the court said in a statement. The original June 2015 ruling came in a case brought by the environmental group Urgenda on behalf of 900 Dutch citizens. Similar cases are now underway in several countries around the world. Cheers and applause rang around the packed courtroom as Hague Appeals Court Presiding Judge Marie-Anne Tan-de Sonnaville rejected the government's appeal. The court said the government is under a legal obligation to take measures to protect its citizens against dangerous climate change. The ruling came a day after the Nobel Prize-winning Intergovernmental Panel on Climate Change issued an urgent report saying that preventing even just an extra single degree of heat in Earth's climate could make a life-ordeath difference in the next few decades for multitudes of people and ecosystems. Marjan Minnesma of Urgenda hailed the Dutch ruling as a significant victory that will boost similar legal initiatives elsewhere in the world. "We won on every single point. And it was a very good explanation of the urgency of what is necessary and that states in industrial countries should do between a 25-40 percent CO2 reduction," Minnesma said after the ruling. "The court also said maybe 40 percent is necessary but in this case we only asked for 25 percent so they didn't make a judgment on that," she added. Seoul says Kim Jong Un wants Pope Francis to visit N. Korea North Korean leader Kim Jong Un wants Pope Francis to visit the officially atheist country, South Korea said Tuesday. South Korea's presidential office said in a statement that Kim told President Moon Jae-in during their summit last month that the pope would be "enthusiastically" welcomed in North Korea. Kim has been intensely engaged in diplomacy in recent months in what's seen as an effort to leverage his nuclear weapons program for an easing of economic sanctions and military pressure. North Korea strictly controls the religious activities of its people, and a similar invitation for then-Pope John Paul II to visit after a 2000 inter- Korean summit never resulted in a meeting. The Vatican insisted at the time that a papal visit would only be possible if Catholic priests were accepted in North Korea. Moon plans to convey Kim's desire for a papal visit when he travels to the Vatican next week. Moon said on Monday that he expects Kim to visit Russia soon and possibly hold a summit with Japanese Prime Minister Shinzo Abe. Moon did not comment on the likelihood of a papal visit. The Vatican confirmed that the pope would receive Moon on Oct. 18, but had no immediate comment on the possibility of a visit by the pope to North Korea. He initiated offers for summits with Seoul and Indonesia says death toll in Sulawesi quake rises to 2,010 Indonesia's disaster agency says the death toll from the Sulawesi island earthquake and tsunami has climbed past 2,000. Agency spokesman Sutopo Purwo Nugroho said Tuesday the toll had climbed to 2,010. Nugroho also said the search for thousands of victims feared buried in mud and rubble in the three hardest-hit neighborhoods of Palu city will be halted Thursday, nearly two weeks after the Sept. 28 disaster. He said authorities will hold prayers to mark the end of the search in the Petobo, Balaroa and Jono Oge areas, where the quake caused loose soil to liquefy, swallowing houses and burying the occupants with them. Nugroho said efforts to retrieve bodies won't continue because of the difficult terrain and advanced state of decomposition that made the bodies unrecognizable and could cause contamination. Malaysia to unveil new tax measures to help pay off debt Malaysian Finance Minister Lim Guan Eng says the government is expected to unveil new tax measures to help raise funds to pay off national debts that have snowballed due to corruption under the previous government. Lim says it will take the government three years to resolve its fiscal woes due to more than 1 trillion ringgit ($240.5 billion) in debt and another 35 billion ringgit ($8.4 billion) in accumulated tax refunds owed to the people. Lim told an economic forum Tuesday that "some pain" is expected during the fiscal consolidation. He didn't give details of the tax measures. Washington, which led to three meetings with Moon and a highly choreographed June summit with U.S. President Donald Trump at which they issued an aspirational goal of a nuclear-free peninsula, without describing how or when it would occur. Kim has presented himself as an international statesman, sharing food, wine and laughs with South Korean officials and appearing thoroughly at ease during his meeting with Trump in Singapore. It's the company's first purchase of such a property, and upcoming production work in Albuquerque and at other spots around New Mexico is forecast to result in $1 billion in spending over the next decade. More than $14 million in state and local economic development funding is being tapped to bring Netflix to New Mexico. Republican Gov. Susana Martinez and Albuquerque Mayor Tim Keller, a Democrat, touted the investment and said lengthy efforts to put New Mexico on the movie-making map are paying off. "This is awesome," the governor told Humpback whale calf rescued from net off Australian beach A whale calf has been freed after becoming tangled in a shark net off the Australian east coast. Experts from the Department of Agriculture and Fisheries and Sea World Gold Coast worked for almost two hours on Tuesday morning to untangle the humpback calf from a net about 500 meters (yards) off Greenmount Beach at Gold Coast city. The nets are suspended from buoys to protect swimmers at Gold Coast beaches from shark attack. "The calf had some superficial wounds form the entanglement, but nothing life threatening, and swam away with its mother when released," Sea World Gold Coast said in a statement. Sea World director of marine sciences Trevor Long said the rescue was a distressing experience. "It was a very, very young calf - heavily engaged in the net, it was almost enveloped in the net - so quite distressing for the calf and quite distressing for the mother," Long told Australian Broadcasting Corp. "The mother was very close to the calf and very close to us and very interested in what we were doing," he said. "I honestly believe the mother realized we were helping the calf and not injuring the calf and that was why she was calm," he added. Long said the quantity of abrasions on the calf's skin where it had been rubbed raw by the ropes suggested it had been tangled for some time. Death toll in Haiti earthquake rises to 15; 333 injured The death toll from a 5.9 earthquake that hit Haiti over the weekend rose to 15 people with 333 injured, authorities said Monday, as thousands of people slept outdoors fearing aftershocks would topple their cracked homes. Haiti's civil protection agency said it will soon deploy 70 soldiers to the Nord-Ouest and Artibonite provinces that were hardest hit, noting it already sent 14 soldiers along with nurses and doctors to the area. Thousands of people along Haiti's north coast dragged mattresses and chairs outside after a strong 5.2 magnitude aftershock on Sunday rattled cinderblock homes already cracked by Saturday's earthquake. Among them was Marc-Sena Docteur, a 24-year-old carpenter whose girlfriend died in the earthquake. The walls of the room that the couple had been renting for a year collapsed, and he and the baby have been sleeping outdoors since the quake. Sunday's aftershock caused panic on streets where emergency teams were providing relief to victims. The U.S. Geological Survey said the epicenter of the aftershock was located 9.8 miles (15.8 kilometers) north-northwest of Port-de-Paix, which is about 136 miles (219 kilometers) from the capital of Port-au-Prince. On Monday, Haiti's Ministry of Communication released figures stating that at least 15 people had died, nine in Port-de-Paix, one in Saint- Louis du Nord and 5 in Gros Morne. Among the dead were a 5-year-old boy crushed by his collapsing house. Impoverished Haiti, where many live in tenuous circumstances, is vulnerable to earthquakes and hurricanes. A vastly larger magnitude 7.1 quake damaged much of the capital in 2010 and killed an estimated 300,000 people. Etanvie Dimorne, a 50-year-old mason, said people have to rebuild stronger given the earthquakes that have hit Haiti. He lost his home in Saturday's quake and is now sleeping under a tarp in someone's yard. President Jovenel Moise urged people to donate blood and asked international aid agencies to coordinate with local agencies to avoid duplicated efforts. The government did not provide an estimate of the damages. The quake was felt only lightly in the capital, as well as in the neighboring Dominican Republic and in eastern Cuba, where no damage was reported. In Haiti, officials have struggled to shore up buildings despite the two major fault lines along Hispaniola, which is the island shared with the Dominican Republic. Police arrest prominent editor in southern India Police in southern India on Tuesday arrested the chief editor of a prominent investigative magazine on charges of publishing defamatory content against a top state official. R.R. Gopal was arrested at the airport in Chennai, the capital of Tamil Nadu state, as he was about to board a flight to a neighboring state, said a police official at the station where Gopal was detained. Gopal was arrested after his influential Tamil-language magazine, "Nakkeeran," published reports linking the state's governor to a recent university sex scandal, said the police official, who spoke on condition of anonymity in line with department policy. In July, the global watchdog Reporters Without Borders expressed serious concern at "an alarming deterioration in the working environment of journalists in India" and demanded that the government ensure the safety of journalists who feel threatened. India's press freedom ranking dropped by two points this year, ranking the country 138th, according to the watchdog. On July 3, the general secretary of Reporters Without Borders, Christophe Deloire, wrote to Indian Prime Minister Narendra Modi telling him that an incident report had been issued in relation to press freedom in the country, and asking him to take urgent action. An incident report is issued when events are observed that could affect a country's ranking based on one or more of the indicators that are used in the evaluation for the World Press Freedom Index.
