The inauguration ceremony of the program arranged at Brac training center where engineer Masuda Shiddiki Rozy, rehab member asadur Rahman and engineer Mohiuddin Shikder spoke with rehab training institute (RTi) chairman Md al amin in the chair. 4.12-lakh tonnes wheat to be produced in Rangpur division RanGpuR: The department of agriculture extension (dae) has fixed a target for farmers to produce 4.12-lakh tonnes of wheat from 1.25-lakh hectares in Rangpur division during this Rabi season, reports BSS. The dae officials said 78,478 tonnes of wheat will be produced from 23,760 hectares in five districts of Rangpur agriculture region and 3.34-lakh tonnes of wheat from 1.01-lakh hectares of land in three districts of dinajpur agriculture region. Meanwhile, the farmers of all eight districts in the division have started preparing crop lands for sowing wheat seed after harvesting early varieties of Transplanted aman (Taman) rice varieties. The government is distributing 670 tonnes of wheat seed, 670 tonnes of di-ammonium phosphate (dap) and 335 tonnes of Muriate of potash (Mop) fertilisers among 33,500 farmers under agriculture incentives programme to promote wheat farming in the region. "under the programme, each of the beneficiary farmers is getting 20-kg wheat seed, 20-kg dap and 10-kg Mop fertilisers free of costs for cultivating wheat on one bigha of land," said horticulture specialist of dae Khondker Md Mesbahul islam. The farmers are showing more interest in cultivating wheat in both of the two agriculture regions of Rangpur division this year after getting repeated bumper productions with lucrative market price of the cereal crop in recent years. "The farmers have just started sowing wheat seed as the process will get momentum with further progress in harvesting T- aman rice crop allover Rangpur division from this month-end," islam said. The dae, Bangladesh agriculture development Corporation (BadC), Bangladesh agriculture Research institute (BaRi) and other agriculturerelated organisations and institutions have taken steps to make wheat cultivation programme a success. "The government has taken adequate steps to ensure supply of quality wheat seed, latest technologies, fertilisers and other inputs to the farmers to promote cultivation of the profitable cereal crop that has a huge demand in local markets," islam added. Talking to BSS, deputy director of the dae at its regional office Md Moniruzzaman said the farmers are showing more interest in cultivating less irrigation water consuming wheat using latest technologies to save groundwater and earn more profits. "Wheat farming has already become popular and more profitable among the farmers who got its repeated bumper productions at less farming costs along with rewarding market price in recent years," Moniruzzaman added. Rangpur Regional additional director of dae Md Shah alam said the farmers are cultivating the high yielding wheat varieties after getting excellent yield following less pests' attacks in recent years. "The yield rate of wheat is increasing every year as the farmers are mostly cultivating the disease resistant- and stress tolerant-varieties of wheat adopting conservation agriculture technologies and proper agronomic managements," alam added. Talking to BSS, farmers Mofizar Rahman of Taraganj upazila and echhahaq ali of Sadar upazila in Rangpur said they already sowed wheat seed in their lands after harvesting T-aman rice recently as the process is getting momentum day by day everywhere. Nine airmen from the Puerto Rico National Guard died May 2 when the plane plunged onto Georgia Highway 21 shortly after takeoff from the Savannah airport. "The purpose of the investigation was to identify the cause and contributing factors that led to this tragic and unfortunate incident," said Accident Investigation Board team leader Brig. Gen. John C. Millard. "By conducting a thorough review and investigation, we hope to provide answers to the families of brave Airmen that lost their lives and prevent future occurrences and 31 cases of Zika virus reported in central India As many as 31 persons have reportedly been infected with Zika virus in India's central state of Madhya Pradesh, local media reported Sunday, reports UNB. Although some media reported that two persons died due to Zika virus, state health department officials stated that the cause of these deaths has yet to be confirmed. State's leading newspaper "The Hitavada" quoted Director of State Vector Borne Disease Control Department Dr Himanshu Jaiswar as saying that health officers have collected 200 samples of suspecting Zika virus infected patients. "Samples were sent to Viral Research and Diagnostic Lab (VRDL) of AIIMS Bhopal. VRDL confirmed 31 patients suffering from Zika virus infection," he said, adding that out of 31 patients, seven are from state capital Bhopal, 12 from Sehore and 12 from Vidisha cities. Isabelo Rivera, commander of the Puerto Rico National Guard. The squadron used the plane to rescue Americans from the British Virgin Islands after Hurricane Irma, and later supplied food and water to Puerto Ricans desperate for help after Hurricane Maria. Gunman who killed 12 died from self-inflicted gunshot An autopsy determined that the gunman who killed 12 people at a Southern California bar died from a self-inflicted gunshot, police said Saturday, reports UNB. Ian David Long, a 28-year-old ex-Marine machine-gunner, fatally shot 11 people at the Borderline Bar and Grill in Thousand Oaks and a police officer who responded just before midnight Wednesday. The officer exchanged gunfire with Long, who was found dead at the scene. Ventura County Sheriff Bill Ayub said an autopsy determined Long fatally shot himself. Authorities have yet to determine a motive and are exploring all possibilities. Among them is whether Long believed a former girlfriend might have been at the bar, which was filled with about 150 people on its popular college night that attracts students from several nearby schools. Former Sheriff Geoff Dean, whose last day on the job was Friday, said investigators believe Long targeted the bar but don't know why. At least a half-dozen people interviewed by The Associated Press who described themselves as regulars at the bar don't ever recall seeing Long there. Authorities described an attack of military efficiency. When Long shot his .45-caliber pistol, he killed. All of the injured suffered cuts, bruises and other minor injuries in frantic attempts to escape the gunfire. Some smashed windows and jumped out. Based on time stamps, investigators say, Long posted to Instagram during the attack. The post involved his mental state and whether people would believe he was sane. Tala Farea, 16, and Rotana Farea, 23, ran away from home in Fairfax, Virginia before being placed in a shelter amid allegations they were abused at home. They then made their way to New York City, staying in high-end hotels and eventually maxing out the older sister's credit card. What happened next is still under investigation. Their bodies, fully clothed and showing no obvious signs of trauma, were found Oct. 24 along the rocky banks of the Hudson River wrapped together with tape. New York City Police Chief of Detectives Dermot Shea said people who knew the Farea sisters in Virginia told investigators that they made statements within the last year indicating "that they would rather inflict harm on themselves - commit suicide - than return to Saudi Arabia." That may be because in Saudi Arabia, women who try and flee have few good options. Under the kingdom's guardianship system women must have the approval of a male relative - such as a father, husband, brother, or even a son - to marry, obtain a passport or travel. "The fact that they continue to be subjected to the guardianship system ... to the more sort of sinister issues which include physical or sexual abuse that they face at home, we've seen women in all these cases attempt to flee," said Human Rights Watch researcher Adam Coogle. Coogle said there are also women being pressured into marriages against their will. He did not specifically discuss the Farea sisters as their case is still under investigation. West Virginia high court scandal: convicted justice resigns A suspended West Virginia Supreme Court justice who was recently convicted of 11 federal charges is stepping down just ahead of a special legislative session to consider his removal, the governor's office disclosed Saturday, reports UNB. It was the latest development in an impeachment scandal miring some past and present justices in varying accusations including abuse of authority and failure to rein in excessive spending that has engulfed the state's highest court for months. Republican Gov. Jim Justice's office said late Saturday that he received a letter from Justice Allen Loughry and accepted his resignation effective at the close of business Monday, a day ahead of Tuesday's scheduled special session. Justice had no further comment in his brieft statement, and Loughry's onesentence resignation letter didn't elaborate. Loughry was convicted last month of federal criminal charges including wire fraud involving his personal use of state cars and fuel cards and mail fraud. He has requested a new trial. Court offices were closed over the weekend, and Loughry couldn't immediate be reached for comment. A message left by The Associated Press with the court's public information officer was not immediately returned late Saturday. Justice recently called a special legislative session for Tuesday, saying in his proclamation that it would consider removing Loughry from his post. Loughry and three other justices were impeached by the West Virginia House in August over questions involving lavish office renovations that evolved into varying accusations of corruption, incompetence and neglect of duty. One of them, Justice Beth Walker, was cleared of an impeachment charge at a Senate trial last month. The West Virginia Supreme Court last month effectively halted the Legislature's remaining efforts to impeach the state's justices as a violation of the separate of power doctrine. The court ruled that the Senate lacks jurisdiction to pursue its impeachment trial of Justice Margaret Workman. The Senate had postponed Workman's trial after the presiding judge didn't show up following the court ruling. A panel of acting justices said the court's decision to stop Workman's impeachment hearing also applies to retired Justice Robin Davis and Loughry, who had petitioned the court to intervene. It wasn't immediately clear whether Loughry's imminent departure would alter Tuesday's special session plans. Meanwhile, Senate President Mitch Carmichael, a Republican, lauded the resignation announcement Saturday. "We appreciate that Justice Loughry has decided to do the right thing and step down from the Court," Carmichael said in a statement. He added that with the resignation and recent voter approval of a judicial budget oversight amendment, "I believe we are well on our way to rebuilding the trust of our citizens in the judicial branch." Judicial elections in West Virginia became nonpartisan in 2016, but the court's impeachment scandal this year stirred political attacks. Some Democrats argued that the court's shakeup over spending and other issues was a power grab by the Republicanled legislature. The spending binge breaks from gloomy forecasts about the world's second-largest economy, which is struggling with a tariff war with the U.S., a stock market slump and slowing overall growth. Known as Singles Day, the clamor for deals and discounts was heralded with characteristic fanfare by Chinese e- commerce giant Alibaba, which has turned an unofficial holiday for people without romantic partners into a yearly windfall for digital retailers. A massive screen at Alibaba's gala in Shanghai showed the surging sales numbers in real time: At 2 minutes and 5 seconds after midnight, 10 billion yuan ($1.43 billion) in purchases had been made on Alibaba's platforms. By the 1 hour and 47 minute mark, that number had increased tenfold. Singles Day began as a spoof event celebrated by unattached Chinese university students in the 1990s. In Chinese, it's called "Double 11," after the numbers in the month and date. The improvised holiday has since been coopted by e-retailers and transformed into China's version of Cyber Monday - the busiest time for online shopping in the U.S. The Twitter-like Weibo platform was blanketed with Singles Day-related posts on Sunday, from users proudly proclaiming that they had resisted the shopping urge this year to those who cheerfully listed an array of mundane purchases. Alibaba founder Jack Ma, who will step down as chairman in less than a year, attended the start of the gala in Shanghai and appeared in a video message in which he wrapped up live hair crabs, a popular online purchase. Singles Day "is not a day of discounts, but rather a day of gratitude," Ma said in the video. "It's when retailers use the best products and best prices to show their gratitude to our consumers." Chinese e-commerce platforms have come under fire in the past for peddling low-quality and counterfeit items. Hong Tao, an economics professor at Beijing Technology and Business University, said Singles Day encourages shoppers to prioritize cheap prices over high quality, causing them to purchase items they don't need. "People are swept up in the festivities," Hong said in a phone interview. "This burst of consumption, confined to just one day, can be exhausting for both buyers and sellers." The occasion also has big environmental implications. While both Alibaba and competitor JD.com have pledged to use biodegradable packaging to cut down on waste, research conducted this month by Greenpeace East Asia said many plastics marked "biodegradable" and used by Chinese e-retailers can only break down under high temperatures in facilities that are limited in number across the country. Greenpeace estimated that by 2020, "biodegradable" packaging could produce roughly 721 truckloads of trash in China every day. China-Vietnam friendship singing contest promotes ties The ninth edition of China-Vietnam Friendship Singing Contest, which concluded here on Saturday night, helped step up cultural exchanges between the two countries and foster music talents, reports UNB. The annual event has been held alternately between the two countries since 2010 with collaboration of China's People's Radio of Guangxi and the Vietnam National Music Song and Dance Theater. "Music is borderless. Cultural exchanges between the two countries will be further promoted through activities like this," Peng Shituan, cultural counselor of the Chinese embassy in Vietnam told Xinhua on Saturday. Peng noted that China and Vietnam have many cultural and historical similarities, which are advantages to help better mutual understanding. The contestants, comprised of 18 individuals and three bands, stood out in the qualifying rounds held across Vietnamese regions from Oct. 5-20. Each of them performed a Chinese song and another in Vietnamese, and the best five were selected, including three individuals and two groups. They will go to China's Guangxi Zhuang Autonomous Region for the final slated for Nov. 28. "Several singers have had their careers take off after the contest. They are loved by people in both countries," said Peng, considering that those singers have now become cultural bridges connecting China and Vietnam. According to Nguyen Hai Linh, acting director of Au Co Art Performing Center in Hanoi, the contest this year attracted greater attention from the public, with the number of contestants at the preliminary round exceeding 100.
