Emerging markets, South Africa and the<br />

<strong>Western</strong> <strong>Cape</strong> have endured some tough<br />

times in recent months and years, and yet<br />

tourists and investors keep coming back<br />

to the province which straddles the Atlantic and<br />

Indian oceans at the tip of Africa.<br />

There are many reasons for this. Good<br />

infrastructure, outstanding educational and<br />

research institutions, superb beaches and<br />

historical tourist attractions, and plentiful<br />

agricultural produce are among them. But good<br />

policies at provincial and city level are also playing
