Talakayan<br />

Banton Romblon—Municipal Inter-Agency<br />

Committee Heads, Barangay Officials and workers<br />

and community volunteers of DSWD <strong>Kalahi</strong> <strong>CIDSS</strong><br />

gathered last June 18, <strong>2018</strong> at the multi-purpose hall<br />

of the municipal hall of Banton to conduct the 3rd<br />

Municipal Talakayan. The activity aimed to provide<br />

feedback to the community on the development<br />

interventions and development needs of the town<br />

which were addressed to the Local Government<br />

Unit of Banton and the other national government<br />

agencies.<br />

Pressing community needs such as the demand<br />

for source of livelihood, water system and health<br />

and evacuation centers arose during the activity<br />

discussion.<br />

One of the participants of Banton’s Municipal Talakayan shared her observation<br />

about the generated Talakayan data presented on the first session. According to her<br />

observation, data on housing should be updated<br />

Moreover, the municipality has also raised concerns on the<br />

data discrepancies which was addressed at the later part of<br />

the activity. ###<br />

The Filipino culture is known for its bayanihan, wherein<br />

people from different walks of life come together to help one<br />

another. As time goes by, the culture of bayanihan slowly<br />

fades and is slowly being left in anecdotes and literatures.<br />

Through community-driven development, DSWD <strong>Kalahi</strong>-<br />

<strong>CIDSS</strong> re-ignite this spirit of bayanihan by encouraging the<br />

people to give one of their labor days every week without<br />

receiving pay.<br />

In the town of Calatrava, the spirit of bayanihan is still ablaze<br />

because the people realize the importance of coming and<br />

working together collectively to address their community’s<br />

most pressing needs.


Reaching the Unreached and the Isolated<br />

CDD Month Celebration- Municipality of Sablayan,<br />

Occidental Mindoro successfully conducts Pamumunong<br />

Makamasa Activity<br />

A Focus Group Discussion (FGD) was conducted after<br />

the activity wherein they shared the lessons they have<br />

learned from their counterparts. Mayor Gadiano shared<br />

his thoughts as he said in the discussion “kayang ma<br />

institutionalize ang proseso ng CDD sa kahit anong<br />

class ng munisipyo kung gugustuhin ng LGU dahil yung<br />

proseso ng participative process ay mahalaga upang<br />

matukoy talaga yung pangangailangan ng isang bayan.” A<br />

signature campaign to adopt and institutionalize CDD on<br />

local governance was conducted.<br />

“Napakaganda ng MCDD dahil yung mga<br />

pangangailangan talaga namin sa barangay na<br />

pinagbotohan namin at hindi yung mga gusto lang ng<br />

mga opisyales ang pinapatupad.” Said BSPMC Pedroza<br />

during an interview after the activity. ###<br />

Sablayan, Occidental Mindoro—As a celebration of the 4th<br />

National Community Driven Development month this June,<br />

DSWD <strong>Kalahi</strong> <strong>CIDSS</strong> <strong>MIMAROPA</strong> together with the LGU<br />

of Sablayan conducted an activity called “Pamumunong<br />

Makamasa” this June 26, <strong>2018</strong> in the town of Sablayan,<br />

Occidental Mindoro. The activity aimed to show the close<br />

coordination of the community and the LGU of Sablayan<br />

and to discuss the effectiveness of using the CDD strategy of<br />

<strong>Kalahi</strong> <strong>CIDSS</strong> in local governance.<br />

Different department heads of Sablayan that constitutes the<br />

Municipal-Inter Agency Committee (MIAC) including Mayor<br />

Eduardo Gadiano, Municipal Planning and Development<br />

Coordinator Muriel Reguinding, Municipal Engineer Alfredo<br />

Sarona, Budget Officer Fe Santos and community volunteers<br />

of <strong>Kalahi</strong> <strong>CIDSS</strong> Barnagay Sub-Project Management<br />

Committee (BSPMC) Chairperson Chritian Pedrozo, Project<br />

Implementation Team (PIT) head Carmela Marisga, and Brgy.<br />

Treasurer Gina Obtinalla participated in the activity.<br />

The MIAC heads coached their community volunteer<br />

counterparts on their daily tasks as department heads.<br />

Municipal Engineer Sarona oriented PIT head Marisga<br />

on the daily tasks of a municipal engineer and taught<br />

her tips on how to effectively monitor and finish project<br />

implementation. According to Miss Marisga after their<br />

coaching session, “Napakahirap pala ng ginagawa ng<br />

municipal engineer at mas lalo ko na appreciate yung pag<br />

pagiging hands-on nya at pag sangguni sa amin sa tuwing<br />

nag paplano sa barangay.”<br />

Trainers<br />

Puerto Princesa City Palawan— The regional technical<br />

specialists from Regions <strong>MIMAROPA</strong>, V, VI, and VII<br />

gathered for a five-day training seminar on Disaster<br />

Risk Reduction – CCA last September 9-15, <strong>2018</strong><br />

at Citystate Asturias Hotel in Puerto Princesa City<br />

Palawan.<br />

The said training was hosted by DSWD <strong>Kalahi</strong>-<strong>CIDSS</strong><br />

<strong>MIMAROPA</strong> and was attended by each of the region’s<br />

technical specialist starting from the Regional<br />

Community Development Specialist (RCDS), Regional<br />

Community Infrastructure Specialist (RCIS), Regional<br />

Financial Analyst (RFA), Regional Capability Building<br />

Specialist (RCBS), and Regional Monitoring and<br />

Evaluation Specialist (RMES).<br />

The first day of the training focused on the discussion<br />

on basic DRR-CCA concepts and topics on climate<br />

change. On the next day, the participants were<br />

introduced to the laws governing the DRR in the<br />

Philippines and further discussion on impact of<br />

How Community-Driven Development flourished in a small town-<br />

The Calatrava’s <strong>Kalahi</strong>-<strong>CIDSS</strong><br />

Journey<br />

Calatrava is one of the partner Local<br />

Government Units of DSWD <strong>Kalahi</strong>-<strong>CIDSS</strong><br />

in <strong>MIMAROPA</strong>. They have implemented the<br />

program since 2012 under the Millennium<br />

Challenge Corporation (MCC) and currently<br />

implements projects under National Community<br />

Driven Development (NCDDP). The quaint little town<br />

had undergone a significant change from being a simple<br />

rural community to a CDD champion municipality<br />

when they involved themselves on the momentous<br />

world of community-driven development.<br />

Where it all started<br />

From 2012, the Municipality of Calatrava was one of<br />

the randomly selected municipalities to implement the<br />

DSWD <strong>Kalahi</strong>-<strong>CIDSS</strong> program under the Millennium<br />

Challenge Corporation (MCC). Still testing the waters,<br />

the communities in Calatrava, with the guidance of<br />

the LGU and staff from <strong>Kalahi</strong>-<strong>CIDSS</strong> implemented<br />

the first cycle of the program.<br />

The Local Government Unit of Calatrava, saw<br />

community-driven development (CDD) as the<br />

suitable governance strategy towards the inclusive<br />

community growth of Calatrava. They saw the eager<br />

participation of the people in planning and decision<br />

making. Recognizing this, the LGU supported the<br />

program beyond what is expected from a 5th class<br />

municipality.<br />

Caltrava finished with the implementation of DSWD<br />

<strong>Kalahi</strong>-<strong>CIDSS</strong> under MCC in 2014, they are one of the<br />

first municipalities to finish the MCC implementation.<br />

As they transitioned to DSWD <strong>Kalahi</strong>-<strong>CIDSS</strong> under<br />

NCDDP, the Calatravans continued to actively<br />

participate in the program. The Barangay Assembly<br />

participation never went lower than the 80% <strong>Kalahi</strong>-<br />

<strong>CIDSS</strong> requirement and the participation of the IPs,<br />

women, and Pantawid beneficiaries are always above<br />

50%.<br />

A hand that is always there to help<br />

The LGU of Calatrava always provides technical<br />

assistance and support to the communities as they<br />

implement the <strong>Kalahi</strong>-<strong>CIDSS</strong> project. The sub-projects<br />

underwent regular monitoring and inspection from<br />

the Municipal Engineering Office together with the<br />

<strong>Kalahi</strong>-<strong>CIDSS</strong> community volunteers to ensure that<br />

the sub-projects meet the infrastructure standards of<br />

the municipality. As such, all community Sub-Projects<br />

in Calatrava from Cycle 1 and Cycle 2 have passed the<br />

Sustainability Evaluation Tests (SET) with an average<br />

score of 4.48. This means that all the projects are still in<br />

very good condition and are being effectively sustained<br />

by the formed O and M groups with the help from the<br />

barangay local government unit. The Barangay LGU<br />

(BLGU) have even allocated 1% of their annual 20%<br />

development fund for the sub-project sustainability cost<br />

of the <strong>Kalahi</strong>-<strong>CIDSS</strong> projects.<br />

On the other hand, dedication and unwavering support<br />

of the Municipal Inter-Agency Committee (MIAC) to<br />

the community volunteers has significalntly helped the<br />

Community Volunteers to know how a project proposal<br />

is made and lobbied. A common practice in Calatrava is<br />

the coaching session of the volunteers with the MIAC.<br />

Once the community has furnished the request for fund<br />

release (RFR) they forward it to the MIAC for review.<br />

The MIAC then coach the community volunteers on<br />

resolving and preventing the technical findings they<br />

have noted. They will also provide tips and techniques<br />

to the community volunteers on how they could<br />

improve the crafting and presentation of their RFRs.<br />

According to Calatrava’s 2016 Municipal<br />

Talakayan Report, from the years of <strong>Kalahi</strong>-<strong>CIDSS</strong><br />

implementation, there has been a notable increase in<br />

the people’s participation to community’s development<br />

affairs. As Linelyn Juanzo, one of the <strong>Kalahi</strong>-<strong>CIDSS</strong><br />

community volunteer from Calatrava said, the people<br />

no longer shrug or passively accept projects proposed


or given to them, they now take part during decisions<br />

and planning stage of sub-project selection. The<br />

people consider the community’s need as the number<br />

one primary criteria for selecting a project.<br />

The notable transformation of the people from<br />

merely recipients of projects to active participants<br />

in Calatrava’s trailblazing community development<br />

served as the epiphany to them to finally take the steps<br />

of incorporating the community-driven development<br />

approach into their governance strategy. The LGU<br />

plans to conduct a learning visit to one of the towns in<br />

<strong>MIMAROPA</strong> that has embraced and institutionalized<br />

the process of Community-Driven Development—<br />

the Town of Sablayan in Occidental Mindoro. Hon.<br />

Marieta Babera wants to ensure that their transition<br />

to CDD process will be as smooth as that of Sablayan.<br />

This visit would be their first step in institutionalizing<br />

the CDD process in Calatrava.<br />

LGU’s Innovations in DSWD <strong>Kalahi</strong>-<strong>CIDSS</strong><br />

program implementation<br />

One of the innovations contributed by the town<br />

of Calatrava, in order to effectively implement the<br />

<strong>Kalahi</strong>-<strong>CIDSS</strong> program is to dedicate most of their<br />

development funds as cash counterpart for <strong>Kalahi</strong>-<br />

<strong>CIDSS</strong> sub-projects. From their implementation<br />

of <strong>Kalahi</strong> <strong>CIDSS</strong>-MCC to <strong>Kalahi</strong> <strong>CIDSS</strong>-NCDDP,<br />

the town of Calatrava never fails to provide more<br />

than 30% cash counterpart of the total project<br />

cost. The said provision enabled the town of<br />

Calatrava to prioritize more barangays in subproject<br />

implementation. They recognize that all the<br />

sub-projects proposed during the Municipal Inter-<br />

Barangay Forum are needed by the communities.<br />

This will also ensure that each barangay will be<br />

granted a sub-project and will boost the morale of the<br />

community volunteers to continue their volunteerism.<br />

Each BLGU, on the other hand, provide their in-kind<br />

counterpart through the purchase of gravel and sand,<br />

warehouse, and other construction support.<br />

The constituents of Calatrava expressed improved<br />

confidence in community participation because they<br />

have learned that their opinions and insights mattered<br />

in addressing issues and problems in their barangays.<br />

Having experienced the <strong>Kalahi</strong>-<strong>CIDSS</strong> process that<br />

promoted transparency and accountability, they have<br />

built more trust to the LGU and expects that the<br />

same (CDD) process be used in the future projects<br />

(Municipal Talakayan FGD 2016). All <strong>Kalahi</strong>-<strong>CIDSS</strong><br />

projects in Calatrava have improved the lives of an<br />

estimate of 2,802 households.<br />

Towards a community-driven future<br />

The spirit of volunteerism mobilized 683 community<br />

volunteers to conduct various activities under <strong>Kalahi</strong>-<br />

<strong>CIDSS</strong>. Being chosen by the community as the main<br />

project implementers of the program, they were<br />

expected to show their unwavering service to their<br />

community. Nevertheless, many of them went beyond<br />

what was expected by exhibiting their leadership<br />

talents. These volunteers, therefore, could be potential<br />

future leaders of Calatrava. Being said, twenty (20)<br />

community volunteers have been elected barangay<br />

councilors in Calatrava. Also, many of the volunteers<br />

were employed by their barangays as barangay<br />

treasurers, barangay health workers, or barangay<br />

secretaries.<br />

Presently, the LGU has adopted the process of<br />

participatory situational analysis of the <strong>Kalahi</strong><br />

<strong>CIDSS</strong> process during their crafting of the annual<br />

comprehensive development plan. The planning<br />

ensures the representation of all sectors, emphasizing<br />

the presence of the marginalized ones.<br />

As one of the advocates and champion of CDD Hon.<br />

Marieta Babera envisions the town of Calatrava to<br />

continually progress together with its empowered<br />

citizens who steer the town towards their desired<br />

development. She advocates CDD by influencing<br />

other Local Chief Executives of <strong>MIMAROPA</strong> during<br />

the Local Chief Executives Fora and during Regional<br />

Program Review and Evaluation Workshops to<br />

provide their utmost support to the <strong>Kalahi</strong> <strong>CIDSS</strong><br />

program through exemplifying how the people in<br />

the town of Calatrava have became active agents of<br />

development.<br />

Change and impact to the environment and the<br />

communities. In the afternoon, the participants were<br />

taught how to create community basemap using the<br />

software QGIS.<br />

On the third day, the participants were taught to<br />

use the InaSAFE feature of the QGIS software. This<br />

feature allowed the translation of data into a report.<br />

It was followed by the discussion of Dr. Jake Tio on<br />

Mainstreaming DRR in the Community Empowerment<br />

Activity Cycle (CEAC) and the discussion of Ms. Fatima<br />

Marifosque on incorporating the DRR in Participatory<br />

Situational Analysis (PSA).<br />

The participants went on an educational tour within<br />

the Puerto Princesa City wherein they conducted a<br />

teaching demonstration on all the concepts they were<br />

taught on the duration of the training. To conclude<br />

the training, the participants shared their thoughts on<br />

how to better incorporate DRR-CCA in the CEAC Cycle.<br />

Success Stories<br />

Metro Manila — “We are writers, indeed” exulted by Mr.<br />

Ruel Constantino one of the participants of the Success<br />

Story and Good Practice Workshop of MIMARO cluster held<br />

last May 22-25, <strong>2018</strong> in San Juan City, Metro Manila and<br />

May 15-18, <strong>2018</strong> in Puerto Princesa City, Palawan.<br />

The workshop gathered Community Volunteers and<br />

Municipal Coordinating Team members from the towns<br />

of Gloria and Bansud in Oriental Mindoro; Magsaysay and<br />

Sablayan in Occidental Mindoro; Torrijos in Marinduque;<br />

San Fernando, Calatrava, and Looc, in Romblon; and Araceli,<br />

Magsaysay, Taytay, Narra, and Quezon in Palawan.<br />

The activity aimed to introduce knowledge management<br />

and its importance to the participants as well as to develop<br />

and enrich the participants’ knowledge on writing success<br />

stories and documenting good practices of their <strong>Kalahi</strong><br />

<strong>CIDSS</strong> implementation. One of the specific goals of the<br />

activity is to have the participants produce a draft of success<br />

story of their community. ###<br />

Pagsaulog <strong>2018</strong>: A Fusion of Culture, Volunteerism and<br />

Collective Action<br />

Malate, Manila—The <strong>2nd</strong> National Community<br />

Volunteers’ Congress and 4th National Bayani Ka Awards<br />

was successfully conducted last October 2-4, <strong>2018</strong> in Cebu<br />

City. It was attended by at least 260 community volunteers<br />

of DSWD <strong>Kalahi</strong>-<strong>CIDSS</strong> and Local Government Unit (LGU)<br />

officials from across the country. The event’s theme is<br />

“Pagsaulog” a Visayan word which means festivity or<br />

celebration. This occasion celebrated the noteworthy<br />

contribution of the Community Volunteers towards<br />

the success of the <strong>Kalahi</strong>-<strong>CIDSS</strong> program. More so, the<br />

occasion hailed the exemplary <strong>Kalahi</strong>-<strong>CIDSS</strong> Operation<br />

and Maintenance (O&M) groups that were awarded as<br />

“Bayani” during each region’s Regional Bayani Ka! Awards.<br />

These groups were awarded the prestigious Bayani Ka<br />

Award because of their remarkable ways of mobilizing<br />

their communities towards a collective community action.<br />

The participants were welcomed by DSWD Field Office<br />

7 Assistant Regional Director for Operations (ARDO)<br />

Shalaine Lucero.<br />

ARDO Lucero mentioned in her speech the importance<br />

of the Community Volunteers in <strong>Kalahi</strong>-<strong>CIDSS</strong>. “Walang<br />

<strong>Kalahi</strong>-<strong>CIDSS</strong> kung wala ang mga masisipag na community<br />

volunteers” [There is no <strong>Kalahi</strong>-<strong>CIDSS</strong> without the<br />

industrious Community Volunteers]. ARDO Shalaine’s<br />

speech was followed by the presentation of the current<br />

state of the <strong>Kalahi</strong>-<strong>CIDSS</strong> program by the National<br />

Monitoring and Evaluation Specialist Miss Abegail<br />

dela Cruz. This presentation was proceeded with the<br />

Communication Specialist Miss Maria Rosario Lagman’s<br />

presentation of the current status of Volunteerism in the<br />

Philippines. To conclude the first day of the activity, the<br />

participants were pampered with free massage and free<br />

nail care services courtesy of DSWD Field Office 7.<br />

On the second day, the delegates were divided into<br />

three groups to visit the municipalities of Moalboal,<br />

Pinamungajan, and Dalaguete in Cebu. (continuation on<br />

The field visit was conducted to serve as an avenue of<br />

exchange of knowledge between the community volunteers<br />

from the three visited <strong>Kalahi</strong>-<strong>CIDSS</strong> municipalities and the<br />

delegates of the National Community Volunteers’ Congress.<br />

While the volunteers were on immersion, the LGU officials<br />

had an executive meeting with the Municipal Inter-Agency<br />

Committee of their visited municipalities. They shared<br />

their ideas and strategies on how Community-Driven<br />

Development (CDD) could be institutionalized in their<br />

respective municipalities.<br />

On the last day of the activity, the participants had an<br />

open forum on their field immersion with the Community<br />

Volunteers from Cebu. The participants shared their<br />

learnings and their insights. They also committed to share<br />

these learnings and insights to their co-volunteers once<br />

they return to their communities.<br />

importance of LGU support in implementing community driven projects.<br />

One of the community volunteers from region 5 shares her experience as<br />

a member of the Barangay Sub-Project Management Committee and the<br />

opportunities it gave her. According to her, <strong>Kalahi</strong>-<strong>CIDSS</strong> has given her<br />

new insights on the role of people in community development. She also<br />

shares how the program had changed her family’s view and her view on<br />

volunteerism.<br />

The volunteers had sessions where they shared their<br />

knowledge on their project implementation techniques.<br />

They also had discussions about the opportunities given to<br />

them because of their involvement with the <strong>Kalahi</strong>-<strong>CIDSS</strong><br />

program. Before returning to Cebu City to complete their<br />

field visit, the participants went to different sub-project sites<br />

in their visited municipalities.<br />
