The PWD asked if under the Public Safety Committee the Board might consider adding Roads and Budgets for planning and support of the Public Works budget. The Manager stated that this could be formed with 4 to 5 members. The committee was previously formed to assist the contract deputy to meet jointly with representatives of the AFR, the school, public works, a business owner, a member of the general public to provide areas of focus or needs in the community. Phil Labbe volunteered to sit on that committee. Dana Peck mentioned that the former Contract Deputy used to provide monthly reports of occurrences in the community that did list streets and categories. Dep. Roux stated that he can speak with the Chief regarding the call analysis format, however, the reports that he receives have confidential information that cannot be distributed. Motion was made by Dan Dubois and seconded by Dana Peck to approve the Board and Committee assignments as listed. Motion carried with all in favor. N. Multi Board workshop scheduling (8/8/12?) The Manager would like to schedule another multi Board workshop to work on setting short term and long term goals for the Town. The Clerk suggested that a September meeting might draw a better turnout of committee & board members. It was agreed to plan for a date in September. O. Update on website upgrades
Selectmen’s Meeting May 14, 2012 5 The Manager reported that the Gov Office program has been contracted for the $1200 upgrade. The links will be sent to the Board so that the different formats can be reviewed. There is a business function which will allow the town to post links to community businesses and events. The Manager is looking for photos of the Town. Dan Dubois mentioned that at the MMA workshop, it was mentioned that updates should be posted 2 to 3 times per week. Communication was a primary concern with the Strategic Planning Committee and had numerous discussions on how to get the public to view the town’s website. P. Discussion on live streaming of meetings to website The Manager asked the Board if they wanted the meetings to be streamed live or prefer recording the meetings first; the provider suggested that many communities will do a 3 or 4 month trial with recording the meetings rather than live, which is basically a comfort level. Any meetings can be streamed. Also, in continuing with the Time Warner negotiations, does the Board still want to pursue TV broadcasting as this is a more costly route that mainstreaming. Up-front costs are $50,000 to $60,000 which may be covered by a grant for Time Warner, but with a TV station it requires production which will require an IT person. The Manager believed that more people in Arundel have access to the internet as compared to Cable TV as some use satellite providers. The Manager believed that the internet was the best way to go. The town will be able to archive 800 hours of video which will be searchable, while this is not available with cable. The Manager stated that the newer TVs were coming with internet connections, but he will get figures from Time Warner. Diane Robbins suggested that streaming is more accommodating to view than cable. The cost is approximately $2900 per year for the ability to have video on demand, 800 hours of storage, and unlimited viewers, along with a $1400 per year cost of renting the encoding equipment. The Manager is looking at the cost of purchase of the encoding equipment rather than rental costs. Following further discussion, motion was made by Dan Dubois and seconded by Dana Peck to move forward with the full live streaming. Motion carried with all in favor. Q. Executive Session Pursuant to 1 MRSA §405 (6)(A) to discuss a personnel matter Motion was made by Dan Dubois and seconded by Dana Peck to go into executive session at 8:30 p.m. under 1 MRSA §405.6(A) to discuss a personnel matter. Motion carried with all in favor.
