FIRS to charge VAT on lottery,<br />
betting, automate collection<br />
LAGOS—THE Federal<br />
Government yesterday<br />
announced plans<br />
to charge Value Added<br />
Tax VAT, on lottery and<br />
gaming activities and<br />
automate collection from<br />
operators in the Lottery<br />
sector.<br />
This was announced in<br />
Lagos at a stakeholders’<br />
engagement session with<br />
lottery and gaming operators.<br />
The session, organized<br />
by the Federal Inland<br />
Revenue Service,<br />
FIRS, in conjunction with<br />
the National Regulatory<br />
Commission, NLRC, had<br />
in attendance top brass of<br />
the revenue agency, led<br />
by FIRS Chairman, Mr.<br />
Tunde Fowler; Mr. Lanre<br />
Gbajabiamila, NLRC Director-General;<br />
representative<br />
of the Senate Committee<br />
Chairmen on<br />
Sports, representative of<br />
the Chairman, House<br />
Committee on Governmental<br />
Affairs; and industry<br />
operators.<br />
The plan will see users<br />
of the services provided<br />
by the industry paying<br />
five per cent VAT on each<br />
transaction made.<br />

operators collect VAT<br />
from users of the industry’s<br />
services without<br />
remitting such to the<br />
government, a situation<br />
that results in revenue<br />
losses.<br />
The session also noted<br />
that betting slips issued<br />
to consumers do<br />
not indicate VAT as they<br />
should.<br />
Responding, the FIRS<br />
Chairman assured that<br />
VAT is not a tax to be<br />
borne by operators, but<br />
their customers.<br />
“Tax has to do with law<br />
and the law says that for<br />
every transaction that is<br />
VATable, 5 per cent<br />
should be charged. You<br />
have to be aware that<br />
we are automating collection<br />
in all industries.<br />
This is not a tax on the<br />
business, but on a bettor<br />
who hopes to win. You also<br />
have to realize that 85 per<br />
cent of VAT goes to the<br />
state, which are supposed<br />
to be closer to us. In this<br />
case, we are all winners,”<br />
Fowler said.<br />
The FIRS Chairman further<br />
stated that additional<br />
revenue from VAT will aid<br />
provision of better social<br />
economic infrastructure for<br />
the country.<br />

According to him, such a<br />
gesture will ensure that the<br />
negative attitudes of some<br />
health workers which discourage<br />
the people, especially<br />
rural women and<br />
children from seeking<br />
healthcare at the PHCs<br />
would be addressed.<br />
The Emir spoke at the<br />
public presentation of the<br />
strategic approach to rapidly<br />
reduce maternal and<br />
child mortality at the community<br />
levels by National<br />
Primary Healthcare Development<br />
Agency, NPHC-<br />
DA, in Abuja yester day.<br />
He said, “We are requesting<br />
government to<br />
handover clinics and dispensaries<br />
to communities<br />
so that they become community-owned.<br />
With such<br />
a gesture, the communities<br />
can now ask and take a<br />
health worker to task, if she<br />
refuses to attend to patients<br />
or is harsh and irresponsible<br />
in conducting her work.<br />
“As things are presently,<br />
no one in the village can<br />
question a health worker<br />
whether she comes to work<br />
or not because the people<br />
have no stake. But, if government<br />
hands over the<br />
clinics, facilities and personnel<br />
to the people to<br />
serve them, they will take<br />
ownership and it is up to<br />
them whether they get the<br />
services or not.<br />

The President stated this<br />
yesterday when he met<br />
six different groups of investors<br />
on the sidelines of<br />
the Annual Investment<br />
Meeting in Dubai, United<br />
Arab Emirates.<br />
In a statement by his<br />
Special Adviser on media<br />
and publicity, Chief Femi<br />
Adesina, President Buhari<br />
told investors to come to<br />
Nigeria and prosper.<br />
He said, “Come and have<br />
handsome returns on your<br />
investments, within the<br />
shortest possible time.”<br />
He disclosed that one of<br />
the investors the President<br />
met in Dubai was Sheikh<br />
Ahmed Al Maktoum, a<br />
member of the Dubai ruling<br />
family, noting that<br />
Maktoum was also a private<br />
investor and member<br />
of several boards of companies,<br />
both state owned<br />
and private.<br />
According to Adesina,<br />
Maktoum was interested<br />
in establishing a power<br />
plant in Lagos. Studies for<br />
the project have already<br />
been completed.<br />
Adesina said: ‘’Another<br />
firm, Lulu Group operates<br />
a chain of supermarkets in<br />
the Middle East and Asia.<br />
Yusuff Alli, Chairman of<br />

Buhari that the outfit, with<br />
headquarters in Abu Dhabi,<br />

Shinkafi decried that the<br />
legal body, under the leadership<br />
of the Acting Chief<br />
Justice of Nigeria CJN,<br />
Justice Tanko Muhammad,<br />
failed to act on a petition<br />
that was lodged against<br />
a Zamfara State High<br />
Court Judge he said<br />
mis-conducted himself<br />
and assumed jurisdiction<br />
over a political case<br />
marked ZMS/GS/52/<br />
2018, which pertained to<br />
the March 9 governorship<br />
election.<br />

was received by the<br />

to the Acting CJN, Shinkafi<br />
said: “With utmost respect<br />
to Your Lordship, my complaint<br />
against Justice Bello<br />
Shinkafi was not on administrative<br />
grounds that<br />
the Chief Judge may have<br />
the leverage of interfering,<br />
the complaint was against<br />
a Judicial Officer who did<br />
not only misuse his power<br />
as a judge but drastically<br />
summersaulted and<br />
made fun of the whole judicial<br />
process and adjudicative<br />
