PURPOSE & INITIATION OF THE ST. FRANCIS FUND OF<br />

FELICIAN SERVICES, INC. The purpose <strong>of</strong> the <strong>Fund</strong> is to provide<br />

financial assistance in developing new and positive<br />

initiatives to help address unmet or underserved<br />

community needs.<br />

Since their beginning over 160 years ago, the <strong>Felician</strong> Sisters have<br />

responded wholeheartedly to their special calling - that <strong>of</strong> ministering to<br />

the sick, the dying, and those outcast by society. Every century has had its<br />

share <strong>of</strong> poor, elderly, and marginalized-- ours is no exception. Today, as<br />

in the past, the <strong>Felician</strong> Sisters, and those who minister with them, are<br />

committed to discovering the unmet needs <strong>of</strong> the community.<br />

The <strong>Fund</strong> was created and authorized by the <strong>Felician</strong> <strong>Services</strong> Board in<br />

2011 to be initiated in FY 2013 (beginning July 1, 2012). After two years<br />

<strong>of</strong> funding, the criteria were revised by the <strong>St</strong>. <strong>Francis</strong> <strong>Fund</strong> Review<br />

Committee in FY 2015. It <strong>of</strong>fers to the leadership <strong>of</strong> the <strong>Felician</strong>-<br />

Sponsored Ministries the financial assistance needed to start new<br />

initiatives (projects and programs) that promote and advance the <strong>Felician</strong><br />

Mission and Core Values through community-based efforts.<br />

1. Initiated by <strong>Felician</strong> <strong>Services</strong>, Inc., or one <strong>of</strong> its sponsored ministries, or a ministry,<br />

or individual considered to be a collaborative member <strong>of</strong> <strong>Felician</strong> <strong>Services</strong>, Inc.<br />

2. A new and positive initiative that addresses unmet or underserved community<br />

needs or a previously approved <strong>St</strong>. <strong>Francis</strong> <strong>Fund</strong> grant that is in its 2 nd or 3 rd year <strong>of</strong><br />

implementation (mid-year report submitted with 2 nd or 3 rd year re-application). The<br />

Grant does not support already established programs/projects.<br />

3. Financial assistance to initiate programs, including start-up costs.<br />

4. Consistent with the Mission and Vision <strong>of</strong> the Ministry and the <strong>Felician</strong> Core Values<br />

for Ministry.<br />

5. Demonstrates a commitment to serve people who are poor and/or disadvantaged.<br />

6. Demonstrates a commitment to use all grant money to initiate a ministry that<br />

furthers the Mission and Vision <strong>of</strong> the Ministry and the <strong>Felician</strong> Core Values for<br />

Ministry.<br />

7. Preference will be given to:<br />

• Applications that indicate outcomes for peoples who are poor and<br />

disadvantaged;<br />

• Applications that demonstrate collaborative models;<br />

• The ministerial pathways <strong>of</strong> education, health, shelter, and social services;<br />

• Applications that demonstrate the potential to become substantially selfsupporting;<br />

• Grants developed within the geographic service areas <strong>of</strong> the <strong>Felician</strong>-Sponsored<br />

Ministries, unless otherwise determined by <strong>Felician</strong> <strong>Services</strong>.<br />

8. Defines clear goals/objectives and expected outcomes which align with the<br />

ministry’s strategic priorities.<br />

At its discretion, the <strong>Fund</strong> Committee may waive or modify one or more <strong>of</strong> these<br />

criteria.<br />

APPLICATION PROCESS Following the filing deadline<br />

<strong>of</strong> the last Friday <strong>of</strong> October <strong>of</strong> each grant year, completed<br />

proposals will be evaluated by the <strong>Fund</strong> Committee to see if<br />

they have met minimum general criteria for eligibility. This<br />

committee will use a scoring tool to prioritize all grant<br />

requests that have met the criteria.<br />

The <strong>Fund</strong> Committee will award funding in January <strong>of</strong> each<br />

grant year. The Committee will make a recommendation to<br />

the <strong>Felician</strong> <strong>Services</strong> Board who will make the final decision<br />

on which proposals are funded and how much to award.<br />

Ministries may be asked for additional information anytime<br />

during this application process. <strong>Fund</strong> programs will be<br />

notified in January and distribution <strong>of</strong> funds occur in June.<br />

DISBURSEMENT OF FUNDS If a grant application is funded by the <strong>Fund</strong> Committee,<br />

the ministry will receive a letter <strong>of</strong> notification and a Grant Acceptance document in<br />

January <strong>of</strong> each year. The Ministry must sign the Grant Acceptance document and return it<br />

to the CEO <strong>of</strong> <strong>Felician</strong> <strong>Services</strong>. Upon receipt <strong>of</strong> the signed document, disbursement <strong>of</strong><br />

funds will be issued for the amount approved by the <strong>Fund</strong> Committee.<br />

Grant funds may not be used for purposes other than those stated in the grant proposal<br />

without written approval, in advance, from the <strong>Fund</strong> Committee. Requests must be made<br />

in writing to the <strong>Fund</strong> Committee. If grant funds are used for any other purpose without<br />

expressed permission, the ministry will be required to return the entire grant to the <strong>Fund</strong>.<br />

If all or a portion <strong>of</strong> the grant money was not spent, the Ministry CEO/CAO should contact<br />

the CEO <strong>of</strong> <strong>Felician</strong> <strong>Services</strong> to make a determination regarding monies not spent.<br />

The <strong>St</strong>. <strong>Francis</strong> <strong>Fund</strong> Committee shall be appointed by the <strong>Felician</strong> <strong>Services</strong> Board <strong>of</strong><br />

Directors and the Board Chair <strong>of</strong> <strong>Felician</strong> <strong>Services</strong>, Inc. will appoint an independent member<br />

<strong>of</strong> the <strong>Felician</strong> <strong>Services</strong> Board to serve as the Chairperson <strong>of</strong> the <strong>Fund</strong> Committee.<br />

PREPARING THE APPLICATION On average, the SFF<br />

Grant Committee will receive hundreds pages <strong>of</strong> material for<br />

their review. Applications which demonstrate thoughtful<br />

research and synthesis will receive favor over applications<br />

which provide links or provide whole copies <strong>of</strong> materials from<br />

other agencies.<br />

It is in the ministry’s best interests to either pull together<br />

external information through a synthesized summary. The<br />

ministry should consider this an opportunity for it to put its<br />

best foot forward.<br />
