Editor’s Message
In this sixth issue of Higher Education in
Southeast Asia and Beyond (HESB), we
feature articles arising from the 6th Global
Higher Education Forum 2018 (GHEF 6.0)
held from 8 to 10 October 2018 in Putrajaya,
Malaysia. The forum was organised by
the Malaysian Ministry of Education, and
the National Higher Education Research
Institute (IPPTN) at Universiti Sains
Malaysia, of which Jamil Hazri is Director.
Fazal Rizvi writes about how the older
understanding of international education
contributing to public diplomacy is
now incorporated within a broader
market rationality.
Gerard Postiglione shares his thoughts
about how disruptions need to be addressed
through a balance in higher learning.
Johan Saravanamuttu discusses the role
of universities in advancing the project of
multicultural citizenship in Malaysia, while
Dzulkifli Abdul Razak writes on the
role of Falsafah Pendidikan Kebangsaan in
shaping the future of Malaysian education.
Besides articles from the keynote speakers
at GHEF 6.0, we have a piece from
Marvin Erfurth about the education
hubs in Southeast and West Asia, and the
consequences of reforming higher education
and research. Warangkana Lin writes on
Taiwan’s higher education governance.
Anthony Welch writes on Australia’s
views on Chinese influence in higher
education and research, which has become a
significant issue recently, while
Philip Altbach discusses how the sunny
relationships between China and the
major receiving countries are beginning
to undergo a dramatic and highly negative
set of changes.
Finally, Huang Futao seeks to answer
the question as to whether China will
tighten constraints on Hong Kong
universities, in light of the recent massive
demonstrations in Hong Kong.
