Revive our towns<br />
and cities<br />
People across the UK are rightly<br />
proud of where they come from, and<br />
of their local areas. But too many<br />
communities feel let down. Violent<br />
crime and anti-social behaviour are<br />
ignored amid a backdrop of boardedup<br />
department stores, shops and<br />
pubs. Great towns and cities are<br />
being held back.<br />
We as <strong>Conservative</strong>s want to give you<br />
freedom – low taxes, opportunity, the<br />
chance to realise your dreams. But we<br />
also want to give you security – safe and<br />
pleasant streets, and the ability to take<br />
pride and comfort from the community<br />
around you.<br />
This is why, in his first months as Prime<br />
Minister, Boris Johnson has set out<br />
an agenda for levelling up every part<br />
of the UK – not just investing in our<br />
great towns and cities, as well as rural<br />
and coastal areas, but giving them far<br />
more control of how that investment is<br />
made. In the 21st century, we need to<br />
get away from the idea that ‘Whitehall<br />
knows best’ and that all growth must<br />
inevitably start in London. Because we<br />
as <strong>Conservative</strong>s believe you can and<br />
must trust people and communities to<br />
make the decisions that are right for<br />
them.<br />
A new deal for towns<br />
Our new Towns Fund will help<br />
communities make sure their towns are<br />
safe to walk in and a pleasure to be in. We<br />
want there to be things to do, great places<br />
to shop and eat and transport to be easy.<br />
Above all, we want the town’s future to be<br />
in the hands of the people who live there.<br />
Regenerating towns. The Towns<br />
Fund will go to an initial 100 towns to<br />
improve their local economy – and<br />
they and only they will make the choice<br />
about what improvements their local<br />
area needs.<br />
Thriving high streets. We will cut taxes<br />
for small retail businesses and for local<br />
music venues, pubs and cinemas.<br />
Giving young people a future. As<br />
well as our investment in schools and<br />
technical education, we will invest<br />
£500 million in new youth clubs and<br />
services.<br />
Safer streets, safer towns. A new<br />
Safer Streets Fund will invest in<br />
preventative measures like new CCTV<br />
or community wardens.<br />
New civic infrastructure. We have<br />
announced the largest cultural capital<br />
programme in a century, of £250<br />
million. This will support local libraries<br />
and regional museums. We will work<br />
with local universities to do more for<br />
the education, health and prosperity of<br />
their local areas.<br />
Community ownership. We will<br />
establish a £150 million Community<br />
Ownership Fund to encourage local<br />
takeovers of civic organisations or<br />
community assets that are under<br />
threat – local football clubs, but also<br />
pubs or post offices. We will set up a<br />
fan-led review of football governance,<br />
which will include consideration of<br />
the Owners and Directors Test, and<br />
will work with fans and clubs towards<br />
introducing safe standing. And we will<br />
help communities that want to create<br />
‘pocket parks’ and regenerate derelict<br />
areas.<br />
Community spirit. Through the<br />
Cultural Investment Fund, outlined<br />
above, we will also support activities,<br />
traditions and events that bring<br />
communities together. We will support<br />
local and regional newspapers, as<br />
vital pillars of communities and local<br />
democracy, including by extending<br />
their business rates relief.<br />
