Glossary of Terms<br />

Procurement: Refers to the acquisition of goods and services.<br />

Goods: Comprises both equipment and supplies.<br />

Services: Concerns subcontracts with contractors or consulting firms and<br />

does not include hiring of individual experts and consultants.<br />

International Project Personnel: Experts and consultants hired internationally for technical<br />

cooperation activities.<br />

National Project Personnel: National personnel of all categories, including experts and<br />

consultants, hired locally for technical cooperation activities.<br />

<strong>United</strong> <strong>Nations</strong> Volunteers: Volunteers administered by the <strong>United</strong> <strong>Nations</strong> Volunteers for<br />

technical co-operation activities and humanitarian assistance.<br />

Fellowships: Scholarships and study tours awarded to individuals for study<br />

and training within various operational activity programmes.<br />

Group training activities, seminars, etc., which do not involve<br />

individual award of a scholarship are not included.<br />

Developing Country (DC)/ Relates to a country for which UNDP provides financial/techni-<br />

Economies in Transition: cal assistance. The list of countries is attached as Annex 2.<br />

All sources of UN funding: <strong>Cover</strong>s technical cooperation and other development assistance<br />

from regular, extra budgetary and trust funds, as well as<br />

emergency, humanitarian and peacekeeping operations.<br />

National Execution (NEX): Operational arrangement whereby the recipient government<br />

assumes responsibility for execution of technical assistance<br />

projects and programmes, mainly under UNDP funding.<br />

Direct Execution (DEX): Operational arrangement whereby UNDP in special circumstances<br />

assumes responsibility and accounts for the performance<br />

of the execution of technical assistance projects and<br />

programmes, mainly under UNDP funding.<br />

UNDP Funding: Funds allocated to technical cooperation from core funds,<br />

special programme resources and UNDP administered trust<br />

funds such as the Global Environmental Facility (GEF) and<br />

Montreal Protocol, including cost sharing contributions.<br />

Agency Programme (AP): Funds allocated to operational activities from the regular programme<br />

of the reporting agency.<br />
