4: The results<br />

Although the URL numbers are relatively small compared to the<br />

global problem, it’s important the UK remains a hostile place for<br />

criminals to host this content.<br />

21 companies’ services in the UK were abused to host child sexual<br />

abuse images or videos during <strong>2019</strong>. We issue takedown notices<br />

to UK companies, whether they’re in <strong>IWF</strong> membership or not.<br />

• 19 companies who were abused were not <strong>IWF</strong> Members.<br />

• 2 companies were <strong>IWF</strong> Members.<br />

Non-photographic child sexual<br />

abuse imagery<br />

<strong>IWF</strong>’s remit includes the identification and<br />

removal of UK-hosted non-photographic<br />

child sexual abuse images and videos.<br />

• Despite receiving 8,057 reports of<br />

suspected non-photographic child<br />

sexual abuse imagery from external<br />

sources, no reports were confirmed<br />

as UK-hosted non-photographic child<br />

sexual abuse imagery in <strong>2019</strong>.<br />

Complaints<br />

Anyone can lodge a complaint to <strong>IWF</strong><br />

to appeal the inclusion of a URL on our<br />

URL List service, the receipt of a Notice<br />

and Takedown or make a more general<br />

complaint.<br />

• In <strong>2019</strong> we received 41 complaints<br />

regarding the inclusion of a URL on<br />

our URL List, and three for the receipt<br />

of a Notice and Takedown.<br />

• Of these, none were upheld. This<br />

means we could confidently assure the<br />

complainant that the issue raised did<br />

not stem directly from any <strong>IWF</strong> action,<br />

or that the assessment made by our<br />

analysts was legitimate and lawful.<br />

• We have an independent appeals<br />

process. Information is found<br />

at iwf.org.uk.<br />

What can we do<br />

about this?<br />

The UK is one of the few<br />

countries in the world where nonphotographic<br />

child sexual abuse<br />

imagery is criminal. When we<br />

find this content hosted in the UK,<br />

we issue a notice to the hosting<br />

provider who removes the content.<br />

This hasn’t happened in the<br />

UK since 2016.<br />

However, this content does exist<br />

online and if UK-hosted, would fail<br />

UK laws. Technology companies<br />

want the flexibility of being able<br />

to block and filter this content<br />

to prevent their customers from<br />

stumbling across it. Therefore, we<br />

created the NPI List, which contains<br />

cartoons, drawings, computergenerated<br />

imagery (CGI) and other<br />

non-photographic representations<br />

of child sexual abuse which is<br />

hosted outside of the UK.<br />

The URLs provided in the NPI<br />

List are those deemed at the<br />

time of assessment to breach UK<br />

legislation, specifically Sections<br />

62 to 69 of the Coroners and Justice<br />

Act 2009. Several international<br />

technology companies use this<br />

list to protect their services for<br />

their customers.<br />
