This unique status ofPermanent Neutrality of Turkmenistan,recognized by a resolution of the UnitedNations General Assembly on December12, 1995 and again supported by anotherlandmark resolution by the UN GeneralAssembly on June 3, 2015. This has beenan essence of Turkmenistan’s foreignpolicy, making a unique worldviewthat has defined Turkmenistan’s globalstance for reaching out for the peaceand development for the internationalcooperation. To acknowledge theneutrality of Turkmenistan and its effortsfor regional peace and stability, the UNGeneral Assembly has also declaredDecember 12 as the International Day ofNeutrality on February 2, 2017 by passingresolution A/RES/71/275). For celebratingthis year in a beautiful and memorablemanner especially highlighting the roleof Turkmenistan across the globe aboutthe policy of permanent neutrality, thegovernment of Turkmenistan has outlinedmeticulous plans to host conferences,forums, exhibitions at various levels inboth country and globally. Inauguralevent was an International Conference“Turkmenistan and InternationalOrganizations: Cooperation for Peaceand Development” held in Ashgabatin January 2020. On the occasionPresident of Turkmenistan GurbangulyBerdimuhamedow made a resoundingcommitment to continue supportingthe UN in its global efforts for buildingcooperation and peace and outlined theentire foreign policy of Turkmenistan.Turkmenistan has promoted sustainablepeace and culture for dialogue in resolvingall the issues of conflict amongst stateswithout becoming a party to anyone.The anniversary celebration of gainingthis unique status of the permanentneutrality of the country has beendesigned by drafting an important slogan“Turkmenistan Home of Neutrality”.There is a strong need for countries such asTurkmenistan to take the lead in enablingbuilding blocks for consensus and ensuringregional and international peace, securityand sustainable development.In an outright violations of the UNResolutions, regional and global treaties,Armenia organized illegal combinedpresidential- parliamentary elections inthe occupied region of Nagorno-Karabakhon March 31. Armenian authoritiesadopted the date of elections to put salton the wounds of brave Azeri whenacross the globe they were mourning andpaying homage to the martyrs of Gubaregion ruthlessly killed in a genocideby the Armenians on the same date ofMarch 31 in 1918. Huge mass graves wasexcavated in 2007 and thereafter in 2013a Genocide Memorial Complex raisedon the site. Global community includingregional and international organizationshave denounced these unlawful elections.The fake elections were meant to createthreat to not only the peace and stabilityof the region but also risked the territorialintegrity, sovereignty and inviolability ofthe Republic of Azerbaijan. Armeniansand their puppet regime in the Nagorno-Karabakh region organized the electionsalso at the time when the world is battlingits way to the recent COVID-19 deadlyoutbreak, creating further condemnationfor endangering the lives of the innocentpeople in such times. Hence falsifyingthe raisond’etre of these elections duringsuch times. The elections rekindled extratensions between two Caucasian nationsthat have been at the loggerheads since theearly 1990s.We are witnessing one of the mostterrifying and extraordinary times in ourlifetimes. The dreadful COVID-19 virushas expanded across the globe with mostof the countries are shutting down as theybattle with COVID-19 pandemic withlimited resources and ever increasinginfections. All the greatest economicand military titans are falling and nearlysuccumbing to an invisible microbe-COVID19. There is a famous Englishproverb that cometh the hour, comeththe man, refereeing to the fact that rightleaders will come to the fore during thetough times. The COVID-19 pandemic isthe right hour. This crisis has exposed thedearth of leadership at the global scale.As a result, not a single leader seems toformulate collective action especially fromglobal super powers to rally countriesand nations to deal with crisis. UnitedNations has called for a comprehensiveresponse from the world leader. Howeverwe have witnessed women coming outas exceptional leaders coming and thereis a need for revision in this mentionedproverb. Women leaders in this time ofcrisis are creating and communicatingactions by leading from the front. We sawPrime Minister of Jacinda Ardern’s havingliver conversation from her coach aboutCOVID-19, Chancellor Angela Merkelspeaking to her populace with clear andcalm manner, Denmark’s Prime MinisterMette Frederiksen sang 80’s songs fromher kitchen to show solidarity and supportto all those staying at home. Governmentsalso need to find and embrace new waysfor communicating with populace insteadof resorting to deception, strict deafnessand defensiveness. There is a strong needfor honest, authentic and transparentleadership at global level.THE DIPLOMATIC INSIGHT•5
