It is going to take some soul searching andreal change—individually and systemically—tomake a difference. The good news is,we can fix this without waiting for a vaccineor other solutions out of our control. It justtakes us uniting to make this a better countryfor everyone because, like the coronavirus, this is literally in our hands.”The Task Force will undertake three majorprojects including:• Evaluating structures of support for raciallydiverse populations, including a focus on theracial disparities in health outcomes highlightedby COVID-19;• Reviewing current state and federal law onhate speech and freedom of speech and consideringchanges to state law to clarify thepath for prosecuting harassment, hate speechand other bias-motivated crimes; and• • •• • •• Studying and presenting options to encourageVermonters from diverse, marginalized orunderrepresented racial and ethnic groups torun and serve in public office at all levels. It will submit recommendations to theGovernor on the first project by August 15and preliminary recommendations on thesecond and third by December 15. The groupwill also provide guidance as needed by theGovernor.“This task force will contribute to advancingequity in Vermont, and yet it is only onepiece of that effort,” said Executive Directorof Racial Equity Xusana Davis, who willchair the task force. “The group will shinefurther light on existing disparities, but it isup to individuals, institutions and local andstate government to make it happen. This issuch important work, and it is everyone’swork.”The Task Force will be chaired by Davisand include up to seven additional members, including representatives from the Governor’soffice, law enforcement, a Vermont chapter ofthe National Association for the Advancementof Colored People (NAACP), the VermontCommission on Native American Affairs, theAmerican Civil Liberties Union (ACLU) ofVermont, the Vermont Human RightsCommission, and a member of the public.Farmers and Ranchers in Vermont Can NowApply for Financial Assistance through USDA’sCoronavirus Food Assistance ProgramAgricultural producers can now apply forUSDA’s Coronavirus Food AssistanceProgram (CFAP), which provides directpayments to offset impacts from the coronaviruspandemic. The application and a paymentcalculator are now available online, and USDA’s Farm Service Agency (FSA)staff members are available via phone, faxand online tools to help producers completeapplications. The agency set up a call centerin order to simplify how they serve new customersacross the nation.“We know Vermont producers are facing atough time now, and we are making everyeffort to provide much needed support asquickly as possible,” said Wendy Wilton,State Executive Director for FSA in Vermont.“FSA is available over the phone and virtuallyto walk you through the applicationprocess, whether it’s the first time you’veworked with FSA, or if you know us quitewell.”Applications will be accepted throughAugust 28, 2020. Through CFAP, USDA ismaking available $16 billion for vital financialassistance to producers of agriculturalcommodities who have suffered a five-percent-or-greaterprice decline due to COVID-19 and face additional significant marketingcosts as a result of lower demand, surplusproduction, and disruptions to shipping patternsand the orderly marketing of commodities.“We also want to remind producers thatthe program is structured to ensure the availabilityof funding for all eligible producerswho apply,” Wilton said.In order to do this, producers will receive80 percent of their maximum total paymentupon approval of the application.
