A MessAge froM the DeAn<br />

Dean William m. Treanor<br />

The array of course and seminar offerings at the<br />

<strong>Law</strong> Center dealing with transnational, international,<br />

and comparative law is the most comprehensive<br />

in the nation. They are taught by a distinguished<br />

full time faculty at <strong>Georgetown</strong> that is joined by visiting<br />

scholars from around the world and by a wide<br />

array of Washington D.C. practitioners from the<br />

public and private sectors. The <strong>Law</strong> Center hosts<br />

institutes dedicated to international economic law,<br />

Asian law, Latin American law, human rights, global<br />

health law, transnational law and global business<br />

law, and national security law. Through activities<br />

such as faculty research, courses, programs, and<br />

publications, all contribute to the transnational<br />

identity of <strong>Georgetown</strong>.<br />

<strong>Georgetown</strong> offers extensive opportunities for<br />

students in clinics, on law journals, and through<br />

internships and study abroad programs that focus<br />

on international, comparative, and transnational<br />

law and policy. <strong>Law</strong> Center classes and activities<br />

are enhanced by students who come here from approximately<br />

60 countries and from every corner of<br />

the globe.<br />

Two innovations exemplify <strong>Georgetown</strong>’s ambitious<br />

transnational vision. Our “Week One: <strong>Law</strong> in<br />

a Global Context” program introduces all first-year<br />

J.D. students to a transnational legal problem that<br />

builds upon the American law they have studied,<br />

adding elements of foreign law, a foreign court or<br />

international dispute resolution system, and role<br />

playing.<br />

Our leadership of the London-based Center<br />

for Transnational Legal Studies, meanwhile, places<br />

<strong>Georgetown</strong> students alongside counterparts from<br />

more than 20 of the world’s premier law schools in<br />

a semester-long exploration of transnational legal<br />

issues. The setting is uniquely multicultural and<br />

transnational, without any “host school,” “domestic<br />

jurisdiction,” or “majority nationality.”<br />

<strong>CTLS</strong>, launched in 2008, has now been honored<br />

by the Institute of International Education<br />

with their prestigious Andrew Heiskell Award for<br />

Innovation in International Education.<br />

Located in the heart of the nation’s capital, but<br />

engaged globally, <strong>Georgetown</strong> <strong>Law</strong> has created an<br />

Combining a world-renowned faculty, a dedication to intellectual<br />

stimulation and community, and a location in the heart of the nation’s<br />

capital, <strong>Georgetown</strong> is a unique place to study law.<br />

<strong>Georgetown</strong> University <strong>Law</strong> Center seeks not only to impart the tools<br />

of the lawyer’s trade, but also to foster reflection and inquiry into the<br />

nature of law and the role and responsibility of lawyers in a global<br />

society. The goal is education in its fullest sense – not only mastery<br />

of “black letter law,” but a sense of the philosophical, political, social,<br />

and ethical dimensions of the law, the awakening of an abiding curiosity<br />

about its nature.<br />

TransnaTional Programs<br />

<strong>Georgetown</strong> <strong>Law</strong> offers one of the largest trans-<br />

national law programs in the world. With an<br />

ideal location and a multi-building campus that<br />

includes an international and comparative law<br />

library, <strong>Georgetown</strong> <strong>Law</strong> is a leader in global<br />

legal education.<br />

The array of courses dealing with transnational,<br />

international, and comparative law is extraordinarily<br />

comprehensive, numbering over 200. This<br />

curriculum is generated and sustained by over<br />

110 full-time faculty members, more than 40 of<br />

whom are currently focused on transnational and<br />

international curriculum subjects. These full-time<br />

faculty members are joined by a large contingent of<br />

distinguished Washington, D.C. practitioners from<br />

inside and outside the government. In addition,<br />

vibrant international Visiting Faculty and Visiting<br />

Researcher programs bring numerous foreign law<br />

scholars to the <strong>Law</strong> Center each year.<br />

Paired with these extensive resources is a student<br />

body that includes over 200 foreign students<br />

representing approximately 60 countries. Of these,<br />

most are foreign trained lawyers enrolled in <strong>Georgetown</strong>’s<br />

advanced Master of <strong>Law</strong>s (LL.M.) programs.<br />

<strong>Georgetown</strong>’s position at the forefront of transnational<br />

legal education is highlighted in two pathbreaking<br />

initiatives. The first, “Week One: <strong>Law</strong><br />

in a Global Context,” ensures that all <strong>Georgetown</strong><br />

graduates have an experiential understanding of the<br />

complexities of transnational legal problems and the<br />

kinds of inquiry through which they may be understood.<br />

It engages the entire first year J.D. class in a<br />

week-long simulation exercise built around a multifaceted<br />

transnational legal problem. The program<br />

blends U.S. law, foreign or international law, various<br />

dispute resolution mechanisms, and structured<br />

role-playing.<br />

A second innovation, the London-based Center<br />

for Transnational Legal Studies, offers a semesterlong<br />

opportunity to study transnational legal topics<br />

in a uniquely transnational setting. <strong>Georgetown</strong><br />

students join counterparts from select partner<br />

schools on five continents and a truly transnational<br />

faculty, drawn from many of those same schools, to<br />

explore a curriculum specifically designed for those<br />

intent on transnational careers.<br />

Other transnational programs at <strong>Georgetown</strong><br />

include:<br />

• Institutes and specialized academic programs,<br />

such as the Human Rights Institute, the O’Neill<br />

Institute for National and Global Health <strong>Law</strong>,<br />

the Institute of International Economic <strong>Law</strong>,<br />

<strong>Law</strong> Asia, the Center on Transnational Business<br />

and the <strong>Law</strong>, the Center on National Security<br />

and the <strong>Law</strong>, and the Center for the Advancement<br />

of the Rule of <strong>Law</strong> in the Americas.<br />

• A Semester Abroad program that offers overseas<br />

study opportunities to <strong>Georgetown</strong> J.D. students<br />

at more than ten world-class foreign law schools<br />

each year.<br />

• An international summer internship program<br />

that typically places 60-90 students with shortterm<br />

positions at NGOs, international organizations,<br />

law firms, and other organizations around<br />

the world.<br />

• A London-based Summer Program with a transnational<br />

curriculum.<br />

• A Global <strong>Law</strong> Scholars program, offering special<br />

transnational opportunities for select J.D.<br />

students with advanced foreign language skills.<br />

• Four clinics addressing cross-border issues such<br />

as international human rights, political refugees,<br />

national security, and the domestic impact of<br />

international trade rules.<br />

• Three law journals focusing on transnational<br />

issues, including the <strong>Georgetown</strong> Journal of<br />

week one<br />

Today’s lawyers must be prepared to deal with<br />

legal problems that increasingly transcend national<br />

boundaries and involve more than one legal system.<br />

To prepare for this transnational environment, all<br />

first-year students at <strong>Georgetown</strong> <strong>Law</strong> begin their<br />

second semester with a one-week-intensive course<br />

called “Week One: <strong>Law</strong> in a Global Context.”<br />

During Week One, students analyze a complex<br />

transnational legal problem, ranging from the<br />

extradition of suspected terrorists to a transnational<br />

dispute that arose in cyberspace. The problembased<br />

learning in each of the Week One problems<br />

involves not only U.S. law (typically related to the<br />

students’ fall courses), but also exposure to various<br />

transnational sources of law and dispute resolution<br />

mechanisms that the students may encounter in<br />

the future. Each problem also emphasizes the importance<br />

of careful analysis of statutes, regulations,<br />

or international agreements, as well as analysis of<br />

case law.<br />

Students attend large class lectures provided by<br />

full-time faculty and participate in small break-out<br />

sessions, facilitated by faculty and/or upper-level<br />

Global Teaching Fellows, where the students engage<br />

in interactive and skills-based learning. Within each<br />

problem, students are assigned different lawyering<br />

roles. They are at times required to strategize<br />

and collaborate with co-counsel, to negotiate with<br />

opposing counsel, to draft agreements, or to argue a<br />

motion in an arbitral or judicial hearing.<br />

In January, <strong>2012</strong> more than a quarter of the fulltime<br />

faculty participated in Week One, as well as a<br />

number of visiting and adjunct professors and guest<br />

speakers. Nearly 70 upper-class students served as<br />

Global Teaching Fellows.

opportunities AbroAD<br />

<strong>Georgetown</strong> presents students with a broad array of opportunities to<br />

study or work abroad. For example, a student can spend a semester<br />

immersed in a truly transnational learning environment, surrounded<br />

by classmates and faculty from five continents, at the ground-breaking<br />

Center for Transnational Legal Studies in London. Beforehand<br />

or afterwards, that same student can enroll in <strong>Georgetown</strong>’s monthlong<br />

Summer Program in London or benefit from one of dozens of<br />

international internships. Many possibilities also exist for studying<br />

abroad for a semester at a world-class foreign law school or even to<br />

earn a year-long concurrent degree in Paris.<br />

cenTer for TransnaTional legal sTuDies<br />

In 2008, <strong>Georgetown</strong> <strong>Law</strong> spearheaded the launch<br />

of the London-based Center for Transnational Legal<br />

Studies (<strong>CTLS</strong>), a global partnership that currently<br />

encompasses more than 20 leading law schools.<br />

The initiative is premised on a belief that, as legal<br />

practice becomes increasingly “transnational”, the<br />

best legal education must include exposure to ideas,<br />

faculty, and fellow students from many different<br />

legal systems. In 2011, <strong>CTLS</strong> was recognized by<br />

the Institute of International Education with the<br />

Andrew Heiskell Award for Innovation in International<br />

Education. It is the first law program to<br />

receive this honor.<br />

Leaders of the legal profession in this 21st<br />

century need to understand law within the context<br />

of different legal systems and different cultures.<br />

These lawyers will increasingly be called upon to<br />

advise businesses, individuals, non-governmental<br />

entities, and governments in matters that involve<br />

parties, laws, and judicial or arbitral bodies in two<br />

or more jurisdictions. To prepare for careers that<br />

transcend the borders of their home countries, they<br />

need to develop transnational perspectives.<br />

<strong>CTLS</strong> offers such perspectives in a manner unlike<br />

any conventional “study abroad” or international<br />

exchange program. The Center’s academic purpose<br />

is to examine transnational legal issues from within<br />

a transnational educational context. Thus, while<br />

the school is located in London and instruction<br />

takes place in English, there is no “host school,” “local<br />

faculty,” or “domestic legal context.”<br />

Instead, faculty and students alike are drawn<br />

from a range of world-class law schools located in<br />

Asia, Australia, Europe, and the Americas. All are<br />

encouraged to share their own “home jurisdiction”<br />

perspectives on academic and other issues. Some<br />

courses are co-taught by two instructors, specifically<br />

to explore the contrasts in such perspectives. Others<br />

include projects structured to facilitate collaboration<br />

by students from different backgrounds. The<br />

Center’s small size and multicultural orientation<br />

provide the opportunity for students to learn in a<br />

uniquely active, participatory way. Outside of class,<br />

<strong>CTLS</strong> organizes professional networking and social<br />

events with a similar goal.<br />

At the core of the Center’s organizational<br />

A number of additional Partner schools send<br />

and other activities. Individual students, meanwhile,<br />

are invited to apply to <strong>CTLS</strong> on an independent<br />

basis.<br />

It is anticipated that approximately 80-100<br />

students will enroll at the Center each semester,<br />

with an average of 15-20 of these coming from<br />

<strong>Georgetown</strong>. While the Center’s curriculum varies<br />

J.D. students may also choose to study abroad for<br />

a semester at one of twelve outstanding foreign law<br />

schools with which <strong>Georgetown</strong> shares partnership<br />

agreements. The Semester Abroad program is<br />

designed to offer students a variety of opportunities<br />

to study international, transnational, and/or foreign<br />

law while immersed in a foreign culture. Some<br />

offer instruction in English, while others require<br />

foreign language proficiency. All contribute to the<br />

development of international and transnational legal<br />

perspectives meant to prepare students for careers<br />

that will take them beyond the borders of the<br />

United States.<br />

<strong>Georgetown</strong> currently has Study Abroad partnerships<br />

masTer’s in economic laW- global<br />

governance sTuDies (Paris, france)<br />

<strong>Georgetown</strong> is one of a small number of U.S. law<br />

schools that participate in a year-long concurrent<br />

degree program hosted in Paris by Sciences Po<br />

<strong>Law</strong> School. Up to seven <strong>Law</strong> Center students<br />

enroll each year, giving <strong>Georgetown</strong> the largest U.S.<br />

presence in the program. The Sciences Po program<br />

involves interactive, bi-lingual discussion in small<br />

groups in which American students mingle with<br />

their European counterparts. Some of the courses<br />

are taught in French and some in English; American<br />

students are offered optional linguistic support.<br />

Sciences Po also provides assistance to students in<br />

finding internships with law firms, businesses, and<br />

other groups and agencies overseas.<br />

<strong>Georgetown</strong> <strong>Law</strong> J.D. students apply during<br />

the spring of their second year and then spend their<br />

entire third year of legal studies in Paris. Upon their<br />

successful completion of that year, the students<br />

earn a French academic degree, the “Master’s<br />

in Economic <strong>Law</strong>—Global Governance Studies<br />

Specialization,” conferred by Sciences Po. This<br />

degree will satisfy academic requirements to sit for<br />

the French bar.<br />

summer Program in lonDon<br />

<strong>Georgetown</strong> also offers exciting opportunities to<br />

study law in London during the summer. <strong>Georgetown</strong>’s<br />

London Summer Program lasts approximately<br />

four weeks and, through its academic track,<br />

offers transnationally-oriented law courses taught<br />

by distinguished instructors from the United States<br />

and abroad. Students earn up to 6 credits studying<br />

topics such as “Introduction to International <strong>Law</strong>,”<br />

“International Trade,” and “European Union <strong>Law</strong> .”<br />

All Summer Program students enjoy a speaker<br />

series and organized visits to legal landmarks such<br />

as the Royal Courts of Justice, the Central Criminal<br />

Court, the British Parliament, and the Inns<br />

of Court. Enrollment in the Summer Program is<br />

limited to ensure small class sizes.<br />

inTernaTional inTernshiP Program<br />

Many J.D. students, especially during the summer<br />

following their first year of studies, get direct<br />

overseas work experience through <strong>Georgetown</strong>’s<br />

International Internship Program. The program<br />

typically places 60 to 90 students in internships<br />

with international organizations, non-governmental<br />

bodies, law firms, and businesses in over thirty-five<br />

countries. Many of the internships offer some<br />

type of remuneration, and the costs associated with<br />

unpaid internships are partially offset through the<br />

<strong>Law</strong> Center’s Equal Justice Foundation.<br />

global laW scholars<br />

The Global <strong>Law</strong> Scholars program is designed for<br />

students preparing for an international or transnational<br />

practice in which they will regularly encounter<br />

problems that involve more than one legal<br />

system. The aim is to combine language skills and<br />

cultural familiarity with rigorous and directed legal<br />

training to cultivate critical skills needed to practice<br />

in the global legal environment of the 21st century.<br />

The GLS program is small and selective,<br />

admitting only about 20 to 25 students each year.<br />

Applications are made at the same time as (but<br />

separately from) applications for admission to<br />

the J.D. program. Applicants must demonstrate<br />

proficiency in a second language as well as English.<br />

GLS participants pursue a specialized curriculum<br />

of seven courses to satisfy program requirements.<br />

Two of these courses have been created for, and are<br />

restricted to, GLS students: a first-year seminar de-<br />

signed to introduce participants to different career<br />

pathways through faculty and visitor presentations,<br />

and a second-year seminar focused on specialized<br />

skills sets (such as international legal research, comparative<br />

legal analysis, and international negotiations).<br />

As part of the latter, GLS students work on a<br />

major research, writing, and advocacy project on an<br />

international legal topic of their own choosing.<br />

GLS students are also encouraged to take<br />

advantage of the many opportunities <strong>Georgetown</strong><br />

<strong>Law</strong> offers for broadening and deepening their<br />

knowledge and perspectives. These opportunities<br />

include summer internships abroad after their first<br />

year and externships during their second year, as<br />

well as enrollment in the London-based Center for<br />

Transnational Legal Studies or participation in the<br />

Semester Abroad program. The GLS Program is<br />

directed by Professor David P. Stewart.<br />

and academic programs. They range from a focus on geographic<br />

regions such as Asia and Latin America to specific legal areas such<br />

as human rights, global health, and international economic law.<br />

Outstanding scholars and students make these entities vibrant<br />

parts of life at <strong>Georgetown</strong>.<br />

laW asia<br />

<strong>Law</strong> Asia coordinates <strong>Georgetown</strong> University’s projects<br />

and programs relating to law and public policy<br />

in Japan, Korea, Vietnam, Singapore, and greater<br />

China (the People’s Republic of China, the Republic<br />

of China on Taiwan, and the Special Administrative<br />

Regions of Hong Kong and Macao).<br />

<strong>Law</strong> Asia’s mission is to encourage scholarly<br />

communication between the faculty and students<br />

of <strong>Georgetown</strong> and their counterparts in East Asia;<br />

to focus the academic strengths of the <strong>Georgetown</strong><br />

law and foreign policy faculty on legal issues arising<br />

out of Asia’s growing economic power; to ensure<br />

that <strong>Georgetown</strong>’s graduates are equipped to practice<br />

competently and ethically in a global context<br />

shared with the nations of East Asia; and to make its<br />

expertise in law, legal pedagogy, and foreign policy<br />

available to coming generations of U.S. and Asian<br />

lawyers and policy makers.<br />

Courses at the <strong>Law</strong> Center relating to Asia<br />

in recent years have included Korean <strong>Law</strong> and<br />

Comparative Intellectual Property; Chinese <strong>Law</strong><br />

Seminar; Japan/U.S. Comparative Legal Study;<br />

Japanese Civil Procedure; U.S. – Japan Trade<br />

Issues; Doing Business with China; East-West<br />

Negotiations; and Changing Patterns of International<br />

Relations in Asia.<br />

<strong>Law</strong> Asia also spearheads a variety of special<br />

projects. One important aspect of these special<br />

projects is to offer <strong>Georgetown</strong>’s expertise to East<br />

Asian lawyers and policy makers. At the same time,<br />

they also focus on offering students courses on<br />

Asian models of legal and economic development<br />

taught not only by <strong>Georgetown</strong> faculty but also by<br />

faculty from counterpart universities and research<br />

centers in Asia.<br />

cenTer for The aDvancemenT of The rule<br />

of laW in The americas (carola)<br />

The Center for the Advancement of the Rule of<br />

<strong>Law</strong> in the Americas (CAROLA) has as its mission<br />

the promotion of the study of Latin American law<br />

and legal institutions, both generally and within the<br />

context of the movement to promote the rule of law<br />

in the region. CAROLA builds on the <strong>Law</strong> Center’s<br />

international expertise by fostering discussions of<br />

rule of law and judicial reform by experts in both<br />

the academic and practical arenas. It works with<br />

faculty and J.D. students to enhance an awareness<br />

and understanding of Latin American legal issues,<br />

and to encourage teaching, studying, working, and<br />

researching in the region.<br />

The <strong>Georgetown</strong> Center on National Security and<br />

the <strong>Law</strong> combines innovative scholarly theory with<br />

practical research, teaching and training, policy<br />

analysis and development, outreach and engagement,<br />

impact litigation, and discussion and debate.<br />

The Center aims to bridge the academic and<br />

policy communities; bring together people from<br />

relevant disciplines who study national security<br />

law and related issues; produce a new generation<br />

of scholars and legal practitioners who understand<br />

the complexities of national security law; foster balanced<br />

nonpolitical examination of national securityrelated<br />

issues; and develop sophisticated strategies<br />

and practical policies for both enhancing national<br />

security and protecting constitutional values.<br />

Our goal is intensely practical – to change the<br />

dialogue from sloganeering debate into a mature<br />

conversation that can build long-term solutions to<br />

the problems posed by asymmetric warfare, rapid<br />

technological and transportation changes, and religious<br />

extremism.<br />

anD The laW<br />

The Center on Transnational Business and the <strong>Law</strong><br />

is dedicated to exploring the many challenging legal<br />

centers AnD institutes<br />

and public policy issues faced by businesses that<br />

operate across borders in today’s increasingly global<br />

economic environment.<br />

The Center organizes conferences and lectures,<br />

encourages research, and hosts visiting scholars. A<br />

robust outreach effort helps bring together corporate<br />

executives, private practitioners, government<br />

officials, students, and scholars. Professors<br />

Barry E. Carter and David P. Stewart are the<br />

Center’s directors.<br />

Recently, the Center organized a day-long conference<br />

on Transparency in International Arbitration<br />

and another on the 2010 UNIDROIT Principles of<br />

International Commercial Contracts. A third, in<br />

conjunction with the <strong>Georgetown</strong> Journal of International<br />

<strong>Law</strong>, explored issues regarding Corporate<br />

Social Responsibility and the Alien Tort Statute.<br />

The Center also hosted a speech and discussion<br />

by a top Obama Administration trade official, a<br />

public meeting of the Secretary of State’s Advisory<br />

Committee on Private International <strong>Law</strong> (Prof.<br />

Stewart is a member), and several public meetings<br />

of the Sanctions Subcommittee (which Prof. Carter<br />

chairs) of the Department of State’s Advisory Committee<br />

on International Economic Policy.<br />

human righTs insTiTuTe<br />

The Human Rights Institute coordinates and<br />

promotes <strong>Georgetown</strong> <strong>Law</strong>’s diverse human rightsrelated<br />

programs and activities. Among other things,<br />

the Institute oversees an annual human rights factfinding<br />

and advocacy project; facilitates a weekly<br />

meeting among student Associates and human<br />

rights practitioners; organizes numerous conferences,<br />

workshops, and other events; and provides<br />

curricular and professional guidance to students<br />

interested in human rights. The Institute works<br />

closely with <strong>Georgetown</strong> <strong>Law</strong>’s distinguished faculty<br />

and active student-led human rights groups to<br />

foster and support our school’s vibrant human<br />

rights community.<br />

insTiTuTe of inTernaTional economic laW<br />

The Institute of International Economic <strong>Law</strong> (IIEL)<br />

was created in 1999, under the direction of Professor<br />

John H. Jackson, with the primary mission of encouraging<br />

research on international economic law.<br />

One of the Institute’s major activities is the IIEL<br />

Fellows Program, which helps prepare students for<br />

careers in international economic law. Each year,<br />

the IIEL appoints a small number of outstanding<br />

students and Visiting Researchers as IIEL Fellows.<br />

The goal of the IIEL Fellows Program is to<br />

encourage scholarly research and to create a forum<br />

for discussion of current issues, including issues<br />

related to the World Trade Organization (WTO), the<br />

global financial crisis, and the reform of international<br />

regulation of financial institutions. Fellows<br />

are involved in research projects that are discussed<br />

at regular meetings of the Fellows’ Workshop. The<br />

Institute also sponsors a weekly luncheon seminar<br />

that attracts well-known scholars and practitioners<br />

as speakers.<br />

The IIEL awards a Certificate in WTO Studies<br />

to <strong>Georgetown</strong> <strong>Law</strong> students who fulfill special<br />

course requirements on WTO related issues, as a<br />

complement to their LL.M. and J.D. degrees. In<br />

addition, the IIEL organizes the annual Academy<br />

of WTO <strong>Law</strong> and Policy, a week-long, non-degree<br />

professional development course on the legal obligations<br />

and policy underpinnings of the WTO and<br />

The o’neill insTiTuTe for naTional<br />

anD global healTh laW<br />

The Linda D. and Timothy J. O’Neill Institute<br />

for National and Global Health <strong>Law</strong> aims to find<br />

innovative solutions for the most pressing health<br />

concerns facing the nation and the world through<br />

research, scholarship, and reflective engagement<br />

with partners in the public and private sectors. The<br />

Institute approaches the major problems of national<br />

and global health from multiple innovative perspectives—breaking<br />

down barriers and artificial divides<br />

between disciplines and changing traditional ways<br />

of thinking. In keeping with <strong>Georgetown</strong> University’s<br />

mission of social justice, the Institute seeks<br />

to reduce health disparities and improve health in<br />

the United States and globally. The Institute is led<br />

by <strong>Law</strong>rence Gostin, Faculty Director and O’Neill<br />

Professor of Global Health <strong>Law</strong>.<br />

The O’Neill Institute seeks to influence policy<br />

at the national, regional, and international levels.<br />

Its audience is diverse, including health professionals,<br />

lawyers, legislators, judges, academics, policy<br />

makers, and others. The Institute’s activities all aim<br />

to improve understanding about how the law affects<br />

the prevention of disease and injury through policy<br />

development, research, education, training, collaboration,<br />

and dissemination. By undertaking a diverse<br />

portfolio of research and scholarship, the Institute<br />

stimulates fresh, nonpartisan proposals for health<br />

promotion and disease prevention.<br />

The O’Neill Institute offers two innovative<br />

LL.M. programs examining global health law issues:<br />

Global Health <strong>Law</strong>, and Global Health <strong>Law</strong> and<br />

International Institutions (this last LL.M. program<br />

in partnership with the Graduate Institute of<br />

International and Development Studies in Geneva,<br />

Switzerland). These are specialized degrees and,<br />

perhaps, unique among elite academic institutions<br />

in the world.<br />

The O’Neill Institute also offers a new Summer<br />

Program in Global Health <strong>Law</strong> and Governance.<br />

Over a five-day period, the Summer<br />

Program will bring together practitioners, policymakers,<br />

advocates and leading academics in global<br />

health to learn the foundations of global health law<br />

and governance.

<strong>Georgetown</strong> <strong>Law</strong> offers an unparalleled opportunity for lawyers to<br />

broaden and deepen their understanding of law. Our extraordinary<br />

faculty combines leading scholars with the top practitioners in their<br />

field, along with judges and government officials. The depth of our<br />

faculty allows us to offer hundreds of courses and seminars covering<br />

everything from foundational issues in jurisprudence to the cuttingedge<br />

questions that arise in the most sophisticated legal practice.<br />

In addition, LL.M. students are eligible to earn academic credit for<br />

externships with government agencies, non-profit organizations,<br />

and law firms.<br />

Our talented LL.M. students bring exemplary academic credentials<br />

and a broad range of practice experience from throughout the<br />

United States and around the world. In 2011, about 200 international<br />

LL.M. students came to <strong>Georgetown</strong> <strong>Law</strong> from approximately<br />

60 countries. Many international LL.M. students participate in<br />

Foundations of American <strong>Law</strong> and Legal Education, a five-week<br />

summer program specifically designed to introduce LL.M. students<br />

to the U.S. legal system.<br />

International students pursuing an LL.M. may also benefit from the<br />

<strong>Georgetown</strong> Center for Global Legal English. Staffed by a team of<br />

professionals with degrees in both law and linguistics, the center<br />

offers a range of programs and courses designed to enhance lawyers’<br />

competence in written and spoken English.<br />

In addition to the general LL.M., <strong>Georgetown</strong> <strong>Law</strong><br />

offers a variety of degree options. Students may<br />

choose to pursue an LL.M. degree in Global Health<br />

<strong>Law</strong>, International Business and Economic <strong>Law</strong>,<br />

International Legal Studies, National Security <strong>Law</strong>,<br />

Securities and Financial Regulation, or Taxation.<br />

Students also have the opportunity to concentrate<br />

within one of the designated fields of study through<br />

a certificate program. Certificates are available in<br />

International Tax, Employee Benefits <strong>Law</strong>, Estate<br />

Planning, State and Local Taxation, International<br />

Arbitration and Dispute Resolution, International<br />

Human Rights <strong>Law</strong>, Refugees and Humanitarian<br />

Emergencies, and World Trade Organization Studies.<br />

Students whose TOEFL scores fall just below<br />

the minimum for admission can apply to <strong>Georgetown</strong>’s<br />

unique two-year LL.M. program, in which<br />

students spend the first year enhancing their command<br />

of English as it is used in legal practice. At<br />

the end of that year, students receive a certificate in<br />

Legal English. In the second year, they complete<br />

the regular LL.M. program.<br />

<strong>Georgetown</strong> offers a limited number of fellowships<br />

in certain areas of study, including International<br />

Economic <strong>Law</strong>, Global Health <strong>Law</strong>, and<br />

Taxation. Some fellowships include financial<br />

support, and others offer primarily programmatic<br />

opportunities.<br />

The Leadership and Advocacy for Women in<br />

Africa (LAWA) Fellowship Program provides<br />

advanced training to women’s human rights lawyers<br />

who are committed to returning to their home countries<br />

to work to promote equality, justice and the<br />

rule of law. Since its launch in 1993, 70 women’s<br />

rights lawyers from 14 African countries have<br />

participated in the LAWA Program. In addition to<br />

earning an LL.M., the LAWA Fellows write a major<br />

thesis on a women’s rights topic relevant to their<br />

home country, have the opportunity to gain practical<br />

experience with an American women’s rights<br />

organization, and participate in bi-weekly seminars<br />

and professional training with their American<br />

counterparts in the Women’s <strong>Law</strong> and Public Policy<br />

Fellowship Program.<br />

The highest degree awarded by <strong>Georgetown</strong><br />

<strong>Law</strong> is the Doctor of Juridical Sciences (S.J.D.).<br />

S.J.D. candidates spend two years in residence<br />

focused on a combination of coursework in their<br />

fields, a methods seminar geared to the research<br />

and writing of a dissertation, and directed research<br />

and writing. Admission to the S.J.D. program is<br />

highly selective; only applicants with an LL.M. from<br />

an American law school are eligible.

The inTernaTional Women’s human righTs<br />

clinic (iWhrc)<br />

The International Women’s Human Rights Clinic<br />

(IWHRC) utilizes law students and faculty to support<br />

and advance women’s human rights globally<br />

through partnerships with local women’s human<br />

rights organizations and attorneys. The IWHRC<br />

provides national, comparative, and international<br />

legal analysis to support constitutional challenges,<br />

impact litigation, submissions to international treaty<br />

monitoring bodies, and legislative reform of sexdiscriminatory<br />

laws and practices.<br />

Since its inception in 1998, the IWHRC has<br />

worked closely with partners in more than a dozen<br />

countries addressing a wide range of issues affecting<br />

women and girls, including property and inheritance<br />

rights, harmful traditional practices, violence against<br />

women, and gender impact of HIV.<br />

cenTer for aPPlieD legal sTuDies (cals)<br />

CALS represents refugees seeking political asylum<br />

in the United States because of threatened persecution<br />

in their home countries. Students in CALS<br />

assume primary responsibility for the representation<br />

of these refugees, whose requests for asylum have already<br />

been rejected by the U.S. government. Working<br />

in pairs, students interview the client; research the<br />

human rights record of the country of origin; develop<br />

documentary and testimonial records showing that<br />

the client either suffered past persecution or will<br />

suffer future persecution if forced to return; locate<br />

and prepare witnesses; and represent the client at a<br />

hearing before a federal immigration judge.<br />

harrison insTiTuTe for Public laW<br />

The Harrison Institute works with public officials<br />

and nonprofit organizations on trade policy, health<br />

policy, climate policy, and conservation of natural<br />

resources. Internationally, the Institute helps<br />

public officials assess the impact of trade policy<br />

on domestic governance, influence international<br />

negotiations on investment and services, and<br />

develop initiatives that can shape the global<br />

economy. Recent collaborators or clients include<br />

the South Centre (Geneva), the Forum on<br />

Democracy and Trade, the Heinrich Boell Foundation,<br />

and the International Labor Organization.<br />

communiTy JusTice ProJecT<br />

The Community Justice Project engages students in<br />

a wide range of transnational and comparative law<br />

activities in partnership with foreign law school clinics<br />

or non-governmental organizations. The clinic’s<br />

students have collaborated with counterparts from<br />

Egypt’s Alexandria <strong>Law</strong> School on a comparative<br />

analysis of the impact of family courts on access to<br />

justice. Other clinic students have partnered with an<br />

Indian NGO on emerging rights issues for sexually<br />

marginalized people, doing legal analysis, developing<br />

surveys, and conducting focus groups with affected<br />

individuals in Baroda, India. On such international<br />

projects, clinic students communicate with overseas<br />

clients and partners by internet during the academic<br />

year and then, later, further their understanding<br />

through direct experience in the country.<br />

visiTing researcher Program<br />

<strong>Georgetown</strong> <strong>Law</strong>’s Visiting Researcher Program<br />

serves the research needs of a wide variety of scholars,<br />

advanced students, and others from throughout<br />

the world each year. These Visiting Researchers<br />

come to <strong>Georgetown</strong> to gain access to the <strong>Law</strong> Center’s<br />

renowned libraries, faculty, and facilities.<br />

<strong>Georgetown</strong> <strong>Law</strong> accepts a small number of Visiting<br />

Researchers each year. The candidates are typically<br />

experienced legal scholars on leave from their<br />

current academic position or, less frequently, younger<br />

academics (often doctoral candidates) or others who<br />

wish to conduct research and to consult informally<br />

with <strong>Georgetown</strong> <strong>Law</strong> faculty.<br />

Visiting Researchers are given access to the<br />

libraries, Westlaw, LexisNexis, and may audit up to<br />

one course per semester. Depending on availability<br />

they may also be given space to call their own in one<br />

of <strong>Georgetown</strong> <strong>Law</strong>’s libraries.

11 legal journals annually. The central mission in<br />

their publication is to provide timely and relevant<br />

Environmental issues do not recognize political<br />

boundaries, nor do they respect territorial integrity.<br />

Attempts to confront and resolve global and transboundary<br />

environmental problems have created the<br />

need for a legal forum to provide analyses of these<br />

issues. GIELR was created to meet this need. Each<br />

publication contains timely information designed<br />

for the practitioner and scholar of international and<br />

The <strong>Georgetown</strong> Journal of International <strong>Law</strong>,<br />

The journal examines a range of topics in the fields<br />

of public and private international law. GJIL publishes<br />

four annual issues that serve as an invaluable<br />
