For informationand updates, please call Wendy Schwalb at 798-4295or email wendyjs18@gmail.com.County still lagging in 2020 Census responseBy David Dann | For Manor InkSullivan County, NY – The decennial count of the nation’spopulation, the 2020 Census, has restarted its doorto-doorcanvassing of residences nationwide after shuttingdown the effort in mid-March due to the coronavirus pandemic.In New York State, work began in early June with enumeratorsbeing assigned tracts of homes, or “blocks,” in theircounties of residence. Using small laptops, the enumeratorsare asked to record a description of each home they visit,leave a Census questionnaire and collect a GPS “mapspot”of the residence’s location. They are not permitted to helpresidents fill out questionnaires or gather personal informationin observance of the count’s strict privacy regulations.Though Sullivan residents have been able to respond byphone or online since early March, the county’s responserate of 30.5 percent ranks near the bottom of the state’s62 counties, only exceeding Harrison County’s rate of 14percent. TOWN & SCHOOL BOARD UPDATESMANOR INK | JULY 2020 | 13Development proposed for Hoag Rd.By Marge Feuerstein | Manor Ink MentorNote: The Town Board held both meetingsin May on Zoom.TOWN BOARD MEETING OF JUNE 4Minutes: The minutes of the previousmeeting were unanimously approved.Correspondence: County LegislatureChairman Robert Doherty announced thattwo towers will be erected, one at the oldjail, one on the new jail, which will allowbroadband to reach part of the county currentlyunserved (see a related story on pg.14). Some complaints were received aboutlack of garbage pick up on Main Streetafter Memorial Day. Supervisor Rob Eggletonwill contact the carting company, butsuggested businesses put excess garbage indumpsters behind their shops on holidays.All in-person voting for the June primarieswill be held in the Fire House on June 23,from 6 a.m. to 9 p.m. Litter pluck continuesuntil June 30. Stickers are still available.Sullivan County has extended the foreclosuredeadline to repurchase propertiesuntil Aug. 31. Notice was received ofa planned protest march, to start at thelibrary and proceed down Main Street onSaturday, June 6.Old BusinessThe town did a comparison on electricalcharges for the areas with the new LEDlights. Usage for the old lights from Januarythrough May 2019 was $3,574. Usagefor the same lights with new LED bulbsfor the same period in 2020 was $1,370, asignificant saving. A new meter is neededalong the Willowemoc. Until it can beinstalled, power will come from CottageStreet. Some minor changes are needed inthe personnel policy. Beginning in 2021,town departments will be responsible foremployees turning in yearly reports onsick leave.Resolutions Required:n Disposal of old equipment no longerin use at the Water and Sewer Dept.n Accept the accrued sick time submittedby Sue Carlson and Cynthia TheadoreNew BusinessThe town is having difficulty finding areplacement for Rose Mary Hankins, theformer Water and Sewer Dept. clerk. Thereare several applicants, but they have beenunable to take the civil service exam dueto the coronavirus pandemic. Hankins hasagreed to stay on longer, but has requesteda pay increase. Eggleton expressed a desireto recognize three town employees whohave gone “above and beyond” during thepandemic. He would like to reward themwith an additional vacation week for theirextraordinary service.Resolutions Required:n Allow Rose Mary Hankins to continueworking at the Water and Sewer Dept. atthe rate of $18 per hour, an increase of $2per hourn Recognize Glenn Gabbard, Sue Carlsonand Sidney Theodore for their diligencewith an additional vacation week.Department Heads: Ted Hartling, HighwaySuperintendent: The department hasfinished paving 5 1/2 miles of town road.Hartling is holding off any additionalroad work until notification of expectedstate aid. John Mulligan, Water and Sewer:Daily maintenance is continuing. GlennGabbard, Code Enforcement: Building applicationscontinue to come in. One is for asubdivision on over 100 acres at the top ofHoag Rd. The census update shows thatparticipation in the census in the Town ofRockland is only at 23%Resolutions required:n To adopt the final draft of the updatedpersonnel policyn Accept the planning agreement onnew zoning laws with Peter Manning ofGenius Loci.New BusinessThe following resolutions were passedby the Board:n Authorize Ken Klein for a fee of anadditional $500 per month to handle thebacklog of over 1,200 traffic tickets whichwere incurred due to COVID-19.REACHING TOWN OFFICIALSDue to the ongoing coronaviruscrisis, Town of Rockland offices at 95Main St. in Livingston Manor remainclosed to the public. The vote was 273 in favor, 63opposed and 1 void. Two candidates forthe board whose terms were expiring werere-elected. They were Dawn D’Auria, 313,and Elliott Madison, 318. The board votedunanimously to accept the results of thebudget vote and board member elections.Superintendent’s PresentationGraduation Update: Graduation will goon in person, outdoors on the front lawnof the school near the bridge, on June 27, at10 a.m. Graduates will be allowed 4 guests.There will be compliance with all safetymeasures. There is no rain plan at this time.School Reopening Plans: The Board ofRegents has formed a task force for reopeningschools. Districts will need to submitplans based on recommended or requiredguidelines set by the state. Necessarychanges will result in a new “normal”school day.
