There will no collections on Monday 31st August
as it is a Bank Holiday. If your collection is
usually on a Friday it will be one day later and
be collected on Saturday 5th September.
The Local Plan Review
Shropshire Council is undertaking a partial
review of the Local Plan for the period 2016
to 2038.
The review includes consideration of housing
requirements (including objectively assessed
need), employment land requirements, the
distribution of development, and a review of
green belt boundaries, as part of the
consideration of strategic options to deliver
new development
The purpose of the review is to update certain
elements of the plan, and to ensure that we
can respond flexibly to changing
circumstances in line with the National
Planning Policy Framework (NPPF).
Strategic sites are large sites of more than
25ha in size, which are not associated with
meeting the growth needs of any particular
settlement but which will contribute to
achieving the aspirations of the Economic
Growth Strategy for Shropshire.

PARISH COUNCIL INFORMATION
Berrington Parish Council Covid-19 Arrangements.
Berrington Parish Council usually meets at 7pm on the 1st Thursday of every month (except August and
sometimes December) at the Chapel Community Centre.
Until the Parish Council is able to meet in person, meetings will be held via the online platform Zoom. Details
of each meeting can be found on the Parish Council’s Website. To take part in these meetings you need to
contact the Parish Clerk no later than 36 hours before the meeting to request access.

A message from your Shropshire Councillor

It has been some months since I last wrote an article for The Pump. I hope that you
and yours are safe and well. It is important that whilst being sensible and staying
alert we try and to support our local businesses.
Many have found the Shropshire Council website very useful, especially the Covid-
19 information page which can be found at https://www.shropshire.gov.uk/
coronavirus/
As the council re-opens some of its facilities such as libraries, leisure centres, museums etc the opening days
and times can also be found on the website. Please do not assume that the opening times were as before,
many have changed, as we get used to our “new normal”.
THE SHROPSHIRE LOCAL PLAN
I have included as much information as possible regarding the Local Plan and its implications for the Parishes
of Atcham and Berrington.
Since the start of the Local Plan process in 2016 Cross Houses has had planning permission given for 81
dwellings, this was due to Shropshire Council not having a 5 year land supply (when an authority does not
have a 5 year land supply government guidance allows sustainable development in any location). I am
pleased to say that Shropshire Council now has a 7 year land supply and Cross Houses has a designated
development boundary. This means that the only development that can take place in the parish of
Berrington has to be within this boundary.
Over the past few years we have had several public meetings and are also in the process of completing a
Community Led Plan. It is fair to say that the majority of residents were concerned about the rapid increase
in the size of Cross Houses and the community’s cohesion. Following these meetings the Parish Council are
pleased that Shropshire Council has listened to our concerns and took into account the level of development
that took place when we did not have a 5 year land supply. Cross Houses, remains a Hub in planning terms,
but has no site allocations against it. Cross Houses has been allocated 9 windfall properties but if the sites do
not become available then they may well not get built.
I have included more information about the Local Plan over the page. The consultation starts on 3rd August
and runs until the end of September. There is a lot more to the Local Plan than simply site allocations and
some of the new and/or updated policies are worth reading.

Local Plan Update
On the 20th July, Shropshire Council’s Cabinet agreed to a Section 18 Consultation on the pre submission
draft local plan. There are no allocations for Atcham or Cross Houses. Atcham remain Open Countryside and
Cross Houses a hub. The Cabinet paper made no reference to Atcham but included the following paragraph
on Cross Houses.
Cross Houses is a modest sized settlement, formerly part of the Countryside to the south-east of Shrewsbury.
Despite its former status, Cross Houses continued to accommodate significant housing development due to
past housing supply issues in the County. Cross Houses is a serviced village comprising a series of residential
roads off the main A458 from Shrewsbury to Much Wenlock where there are opportunities for infilling and
redevelopment within the existing built form of the settlement.

It is important to note that within the residential development guidelines figures are expressed as gross
figures, as they describe the total figure for the plan period. This plan period is from 2016 until 2038. Since
2016 Cross Houses has had 81 planning permissions granted. These are 70 on Berrington Meadows, 6 in Bell
View, 3 at the Cressage end of the village and two in the centre. Therefore there is no allocated sites within
this plan. As Cross Houses is a Hub it has a Development Boundary and any windfall development has to be
within this boundary. Windfall is a term used to describe infill within the current Development Boundary.
Cross Houses has been allocated a total of 9 windfall homes. If the opportunities do not arise then we may
well not get 9 houses.
The draft Local Plan will be subject to consultation for a period of 8-weeks under Regulation 18, commencing
on 3rd August and closing on 30th September. This is an opportunity for everyone to have their say on the
contents of the Plan.
A full range of supporting material and evidence will also be available to view as part of this consultation.
This includes the Site Assessment process the Council has undertaken, and therefore includes all the
development site options the Council has considered.
The overall timetable is expected to be:
- August /September 2020 – Consultation on Draft Local Plan at ‘Regulation 18’
- November / December 2020 – Cabinet consideration and consultation on Pre- Submission ‘Regulation 19’
version of the Local Plan
- February/March 2020 – Submission of draft Local Plan to Government for Examination (subject to Council
approval)

LOCATION OF CONSULTATION MATERIAL ON THE SHROPSHIRE COUNCIL WEBSITE
Consistent with previous stages of consultation on the Local Plan, the primary way to view the ‘Regulation
18’ Pre-Submission Draft of the Shropshire Local Plan and its supporting documents is via the Shropshire
Council Website.
Specifically, a consultation page will be created under the ‘Get Involved’ element of the Council website.
LOCATION OF PHYSICAL COPIES OF THE CONSULTATION MATERIAL
Due to the ongoing necessary restrictions due to the Covid 19, physical copies of the draft Local Plan will be
available to view, by appointment, at the Shirehall in Shrewsbury and at the following libraries: Shrewsbury,
Ludlow, Oswestry, Bishops Castle, Bridgnorth, Broseley, Church Stretton, Cleobury Mortimer, Ellesmere,
Market Drayton Shifnal and Whitchurch. Other supporting information can, by appointment, be viewed via
computers within these libraries.
Where it is feasible to do so, the Council will seek to place a physical copy of the draft Local Plan at other
libraries in the County.

Local Plan Policies
There are a range of policies within the pre-submission Draft Local Plan. A number of the policies
address issues which are likely to be of significant interest, including (this list is not intended to be
exhaustive):
Policies SP3. Climate Change and DP12. Minimising Carbon Emissions: Together these policies will
support the transition to a zero-carbon economy.
Policy SP3 identifies high-level principles and requirements, whilst Policy DP12 identifies specific
design requirements for development. It is important to note that these are complemented by other
policies in the Local, including those relating to flood risk, infrastructure and green infrastructure.
Policy SP5. High-Quality Design: Provides a framework and detailed design requirements to
achieve the high-quality design of new development.
Policies SP7. Managing Development in Community Hubs, SP8. Managing Development in Community
Clusters and SP9. Managing Development in the Countryside: Provide the starting point for
managing development within the countryside and rural settlements.
Policies SP10. Shropshire Economic Growth Strategy, SP11. Delivering Sustainable Economic
Growth and Enterprise and DP9. Strategic Corridors: Together these policies provide the starting
point for promoting and managing employment development.
SP12. Whole Estate Plans: Provides support for Whole Estate Plans, a method by which Estates
can articulate their long-term vision for their land and premises, where they are consistent with the
policies and objectives of the Local Plan.
Policy DP1. Residential Mix: Introduces requirements for residential development to include an appropriate
mix of dwellings sizes, types and tenures.
Policies DP3. Affordable Housing Provision, DP4. Affordable Exception Sites, DP5. Entry Level Exception
sites and DP6 Single Plot Exception Sites and DP7. Cross-subsidy Exception Sites: Together
provide a range of mechanisms to deliver affordable housing.
Policy DP26. Shropshire Hills Area of Outstanding Natural Beauty AONB: To manage development
within the AONB.
Policy DP30. Health and Wellbeing: Requires new development to contribute to the health and wellbeing
of individuals, communities and places.

CRESSAGE Gardening Club
Our July meeting (the first since lockdown in March) was a visit to Mynd Hardy Plants in Diddlebury. Twenty
eight members (socially distancing of course) enjoyed an afternoon of sunshine and friendship in the 2 acre
walled garden in the grounds of Delbury Hall. Our Hosts, Richard and Jill, made us feel very welcome and
updated us on the changes they have made since taking over the Walled garden a few years ago. After a
guided tour of the garden, followed by a walk around the parkland surrounding the Hall, everyone was more
than ready for the delicious cakes and refreshments that awaited our return to the Walled Garden. Many a
gardener also went home with a new plant(s) tucked under their arm!
September 17 th Meeting
The Committee is hopeful this meeting will go ahead. Nick Martin, a local photographer, has been invited to
give an illustrated talk on ‘Secrets of the Wildlife Garden’. However, it is likely to be the beginning of
September before this can be confirmed by the Committee due to current Covid restrictions. Members will
be informed nearer the time.
(NB: With Covid 19 restrictions still very much amongst us the meetings planned for September onwards are
still in the balance awaiting Government to give village communities such as ours the green light! This
obviously includes the opening of our village halls albeit that certain restrictions may still apply. However, to
meet possible printing and circulation deadlines for your local village magazine this update is being written in
mid July!)
Cressage Gardening Club normally meets on the 3 rd Thursday monthly (August and December excepted) at
7.30 p.m. in Cressage Village Hall. Membership £10 p.a. and new members always welcome.

Why is the Great British
September Clean
important?
There are lots of reasons why it’s important to get involved. More
than 2.25 million pieces of litter are dropped in the UK every day,
with litter blighting our streets, parks and beaches and costing us
nearly £1 billion a year to clear up – yet it’s entirely preventable.
Litter can also harm wildlife. The RSPCA received 7,400 calls to report
incidents of animals injured by litter in 2018 in England and Wales.
Around 80% of the plastic in our oceans comes from litter dropped
inland – you can be part of the solution and help ensure the plastic
doesn’t reach the sea!
Berrington Parish Council are taking part in
the Great British September Clean
Saturday 19th September, 10.30am
Join us on a litter pick around our villages. Equipment will be
provided. Meet at the Community Centre at 10:15am to collect
equipment. This will be a Covid-19 Socially Distanced Litter Pick so
please only come along in family groups.

CHURCH SERVICES and NEWS from ST.EATA'S, ATCHAM
Our Church has been closed since mid March to
comply with guidance from the Church of England
regarding the Covid 19 pandemic. Since Saturday
4th July the Church has been open twice a week
for private prayer only. Services will commence
again from Sunday 2nd August, they will be short
with no hymn singing or music, communion with
bread only and no socialising afterwards. The
usual precautions to keep everyone safe while
inside the building including a one way system will
remain in place for the foreseeable future.
Rev. Stuart Howes :- Rev. Stuart has been licensed into the Parishes of Christchurch,
Wellington with Holy Spirit, Hadley. The service was held on Saturday 11th July 2020 by
Zoom. We are all delighted that Rev. Stuart has his own Parish but he will be very much
missed and it is hoped that he will return sometime in the near future for a farewell
party. Rev. Stuart has been with us as a Curate since summer 2017 and was ordained in June
2018
There has been no fund-raising this year but it is hoped that we can make a cautious start in
October with The Bridge Afternoon [ more details next issue]
Weddings :- There were 11 weddings due to take place during 2020, all have been postponed
until 2121 apart from a few couples who are going ahead complying with Church of England
advice
Sad news :- Sylvia May Milburn died on 15th February aged 90 and her funeral was held at
St.Eata's on 10th March. She had lived in the village since 1971 with her husband
Kenneth and family. Sylvia took great pride in her Village, loved flowers and was a friend to
all. She cleaned the Malthouse and the Bus Shelter and worked at the Mytton & Mermaid for
a time. Our deepest sympathy to all her family.
During the lockdown, several parishioners have passed away [none from the virus] , Richard
Adney, from Chilton Farm, Atcham, died on 9th June. Other members of the congregation
who have been bereaved :- John & Val Malam lost Daughter Sandra and Ken Tyrrell sadly lost
his daughter Celia. Our deepest sympathy goes out to all those grieving at this time.
Our thanks go to Rev. Andrew and Rev. Stuart for supporting us all over the last 4 months with
a Zoom Service every Sunday and lots of other information about worship via radio and TV.
Covid 19 :- to those complaining about social distancing, having to wear masks in shops, and
frequent hand-washing, just remember that your grand-parents were called to war, you are
being called to sit on the settee and watch Netflix.

Dear Friends,
We have had something of a traumatic week at the
Rectory as our eldest dog Charlie passed away very
suddenly on Friday 3 rd July and we are all devastated,
as she was massive part of our family these past 11.5
years. Our Vet in Telford was amazing and apologised
for not being very professional on the phone, as we
both cried when the decision had to be made to put
her to sleep. I complimented the Vet on his compassion and his tears were a demonstration
of his attachment to Charlie whilst under his care, that gave us greater confidence that she
was well cared for to the very end.
We truly underestimate what an impact pets have on people’s lives and in our case what
impact pets have on people with special needs; and when I think how Charlie contributed to
the development and self-confidence of our two children with their Autism I will be forever in
her debt. The boys are particularly devastated by her passing that has meant their autism has
manifested itself in such a moving way over these past weeks, as they have articulated to us
just how much Charlie meant to them.
Conall are youngest didn't speak until after Charlie arrived with us and his teacher one day
said, 'was there anything different going on at home as Conall was now speaking in class? We
said, 'well we have just acquired a pet dog and have noticed that he continues to struggle to
speak to us but is speaking to Charlie the dog.'
Oran always went to Charlie for reassurance and whenever he was feeling stressed Charlie
instantly knew and would lay her paw on his lap as if to say, 'Don't worry Oran, everything is
going to be ok.'
I know for a fact that Charlie contributed to my ministry in more ways than I will ever know,
but one thing is for certain I know that many people would not have spoken to the Parson if it
wasn't for the fact he was out walking his dog! My study feels empty as Charlie always laid in
the doorway between the study and the hall and she always joined me for Morning Prayer.
My most moving of pastoral situations was when in my previous Parish there was a sudden
death of a parishioner and I called at the house with Charlie. Charlie instantly picked up the
mood of the house and gently went round to every member to console them, where I
experienced first-hand the words of, 'Blessed are those who mourn for they shall be
comforted.' A pastoral encounter I will never forget and meant so much to the family.
When we came to Much Wenlock I would like to think that Charlie was a Prophet, barking

down the street and perhaps saying to folk, 'Jesus might love you but I want a bone from
Vicky at AJ’s!'
Continuing on a lighter note we will never forget when Charlie secretly prised open a sealed
container of 24 Hot Cross Buns from my Study one Good Friday, consuming the lot, that
meant a very expensive trip to the Out of Hours Vet! The details of which I will not disclose,
but It was like being in a labour ward......................and she had not even chewed them! At
least Charlie contributed to the sermon on Easter Day and I cannot look at Hot Cross Buns in
quite in the same way!
The loss of faithful animal should never be dismissed, because animals can often be more
faithful and unconditional in their love than humans and the reason why I often say God
wasn't stupid when you write his name backwards.....................................DOG-GOD!

JULY 2020
We are delighted to announce that, in line with latest Government policy, we will be able to welcome congregations
to public worship in Holy Trinity Much Wenlock from Sunday 9 th August.
Following directives from the Government and The Church of England and in common with all places of worship,
the Team suspended all public worship over three months ago.
Since that time there have been no public services in any of our Parish Churches, and the daily pattern of
worship has been maintained by individual members of the Wenlock Team from their homes and on occasion
in church privately. However, following the Prime Minister’s announcements in June allowing Churches to
reopen for Private Prayer, followed by Public Worship in July, all our churches during this period have been
open partially or fully for Private Prayer.
Initially only two worship centres will be open. Namely Much Wenlock from Sunday 9 th August and Cound
from Sunday 16 th August. In order to keep everyone as safe as we can, this will be rather different from our
normal pattern of worship before lockdown. The service will be said, rather than sung, with a short sermon,
and communion will be in one kind (i.e. bread only).
There will be organ music during some of our services, but unfortunately, current guidance does not allow
congregational or choral singing.
If the situation continues to improve, we hope to be able to offer more services across the Team as we move
further into the Autumn. However, we are also committed to keeping online worship in place for those who
need it.
‘Please do not put yourself at risk by coming to either churches if it is safer for you to stay at home,’ says
Church of England Guidance.
Although we are putting as many measures as we can in place to make it as safe as possible, we cannot eliminate
all risks. We hope that those who cannot come safely to Much Wenlock or Cound will continue to join
our online worship and Zoom chats.
Churchwardens and Sides Persons will be on hand to guide worshippers through these changes and make
things as easy as possible. People are asked to be patient as they may have to queue to enter Church on occasions
and are directed to colour coded pew- Red or Green.
Please bear with us as services resume and we find our way.
What Church looks like has changed a great deal over the last few months, and whilst we are incredibly excited
to be able to welcome people physically into the building, this is just one step on the journey back to normality.
Things will continue to change over the next few weeks and months, as guidance is revised and as we discover
more of what the new normal means for us. We will keep you updated with any changes and hope you will
be understanding as we adapt to a new rhythm of worship.

Keeping You Safe
Our priority as always is the health and well-being of our patients, and we are maintaining measures
to ensure we keep you as safe as possible.
Face Coverings – we are continuing to ask that you wear face coverings when attending the practice
to minimise the risk of any transmission of the virus to other patients or our staff.
Staggering Appointments – we are carefully arranging appointments to avoid having people waiting
in the building or elsewhere, however we ask that you are prepared that you may need to wait in
your car or outside if the room is not ready for you to come straight into, as it may be
occupied or being cleaned.
Access – we ask that you continue to access us as you have continued to do so during COVID-19 via
eConsult and the phone system. This is to ensure that you only attend the surgery for a planned reason
and to reduce the numbers of people attending in the waiting room areas for your safety.

SOCIAL PRESCRIBING AND COMMUNITY & CARE COORDINATOR SERVICE
As we say every month these are challenging times, but we all faced challenges before COVID-19 as
well. We are conscious that some of our patients would benefit from having some extra support in
health, well-being and care. We have a dedicated Social Prescriber and Community & Care
Coordination services which may be of help.
Community and Care Coordinator
Jeremy Roberts is our Community and Care Coordinator and can help you find your way around
systems which can often seem complicated and confusing. Patients and carers across all age groups
in need of help and support can benefit from this service, signposting people to save time and access
local services.
Jeremy can help with information on things such as
• Local activities, interests and day centres
• Help for people living alone and staying independent
• Transport for appointments or other activities
• Support for you or someone you care about
• Finding a carer or Care Home
Organisations that can help with aids and adaptations in the home
Social Prescribing Advisor
Becky Jennings is our Social Prescribing Advisor and works with clients over a period of 3 to 6 months
which is currently provided by telephone but in the future, it will be by face to face appointments at
the surgery. Becky helps people to understand their health and wellbeing needs and supports them
in setting realistic goals and developing an action plan to achieve these. She will also enable them to
access support and services in their own community and monitors their progress.
Many people can benefit from Social Prescribing, this includes those who may be:
Feeling worried or anxious
Feeling lonely or socially isolated
Living with a long-term condition
Wanting to make changes to their lifestyle
Caring for someone
The service is also keen to support those who would benefit from support to cope with their stress,
concerns or anxieties caused by social isolation and Covid-19 or who may require support from Becky
to plan and action how their practical needs will be met during social distancing.

Coordinator or Social Prescribing Advisor then please contact us at the surgery so we can arrange an
initial appointment.

Missed Rubbish or Recycling
Collections
If your recycling, rubbish or garden waste is not collected as expected you must report your
missed collection to Shropshire Council within two working days by calling 0345 678 9007.
Before you report a missed collection please wait until 5pm (because the collection crews
may still be out working). Also check:
• that your containers were out on the right day.
• that your containers were out by 7am
• that your containers were out in the correct place
• that your lid was closed and no extra waste was next to your
bin
• that the correct waste was in the containers
Shropshire Council will investigate the incident and if your
collection has genuinely been missed they will come back and
collect it within two working days.

News from Christ Church C.E. Primary School
Preparing for a new school year and a “new normal”
It has been a school year like no other and we are sure that parents around the country are glad to no longer
be “home learning” and instead are enjoying the summer holidays too! At Christ Church we ended the
school year with two thirds of the school attending some learning in school – whether full days for our Key
Worker and youngest children, transition support for our Y6s and sessions of PE and PSHE which were
offered to Years 2-5s.
September will see the start of “new normal” when we will be back to full-time schooling for all. There will
be some changes – children will remain in their classes or “bubbles” and try not to mix with other classes.
Sadly, at the moment this means no whole school events like assemblies, or out of school events like school
discos. Our playground will be segregated so classes will stay in their own area and each class will have their
own lunch table. As a village school, we love the fact we normally operate as a big family and all ages mix
together. But safety first … and hopefully those times will return.
In September we are excited to welcome 20 children and their families into Acorns our Reception class with
Mrs Martin. We also have a new teacher, Miss Rachael Fortune starting, who will be teaching Year 1 and 2 in
Maple Class. Mr Kennedy teaches Holly Class, Year 3, alongside me. Mrs Douch teaches Year 4 and 5 in
Willow Class and Mrs Clarke teaches Oak Class, our Year 6s.
For the first half term we are focusing on mental and physical well-being. We know that children are
tremendously resilient but the Covid crisis has caused a lot of disruption to their routines and learning. They
need to feel secure, happy and safe at school so that they are ready to learn. Parents have done an amazing
job – thank you so much for all your support with home learning but home isn’t school and we know there
will be gaps in some curriculum areas – we will also be addressing those with “catch-up” programmes. But
amidst all the changes, some things will remain much the same. Watching the children play cricket at the
end of the summer term (in the hall as it was raining – we are in England after all!), I loved their
competitiveness, sense of fun and desire to improve their skills! Children are children – and I am sure school
will be ringing with the sound of fun and friendship once they are all back through the doors!
