EPR CORNERMANJA PAMODZI INITIATIVE: A ZAMBIAN SUCCCESSSTORY OF EPRBy Friday PhiriThe Regulations ban the use, manufacture, trading,retail, importation and commercial distributionof plastic carrier bags and plastic flat bags thatare below 30 microns in thickness. Other packagingmaterials and products regulated are; Cartons,Non-returnable Plastic Bottles, Non-returnable GlassBottles, Beverage Cans, Waste Oils and LubricantContainers, Used Lead Acid Batteries, Pesticides andChemical Containers, Expired Chemicals, Used Tyresand Near end of life or end of life Electrical and ElectronicEquipment (e-waste).Faced with increasing amounts of waste, many governmentsincluding the Government of the Republicof Zambia, have reviewed available policy optionsand concluded that placing the responsibility on producersfor the post-consumer phase of certain goodscould be an option.Extended Producer ResponsibilityExtended Producer Responsibility (EPR) is a policyapproach under which producers are given a significantresponsibility – financial and/or physical for thetreatment or disposal of post-consumer products. Assigningsuch responsibility could in principle provideincentives to prevent waste at the source, promoteproduct design for the environment and support theachievement of public recycling and materials managementgoals.Spotlight on the EPR Regulations StatutoryInstrument No. 65 of 2018For Zambia, the Regulations require a person or personswhose activities generate waste with potentialto pollute the environment to employ measures essentialto minimise waste through treatment, reclamation,re-use, recovery or recycling.By building in the full cost of the product life-cycleinto products, the EPR includes the following social,economic and environmental benefits:I. Social benefits: it helps tackle litter in our communities and across the landscapes we enjoy.II.Environmental benefits: the reduction of wastein our environment improves the health ofour people, animals and nature’s services; andIII.
