ROUTES Objective 4: Integrating Wildlife Trafficking Into Industry Standards11Cabin Safety GuidelinesThe Cabin Operations Safety Best PracticeGuide, adopted by the Cabin Operations SafetyTask Force in November 2017, was published inFebruary 2018. The guidance specifically relatedto the safe handling of escaped animals in thecabin.Evaluating the risk of wildlifetrafficking to aviation securityCritical to the success of ROUTES is ensuring that theaviation sector recognizes the risk to aviation securityposed by wildlife trafficking to ensure sustained, long-termaction to address it. Aviation security’s role is to preventunlawful acts of interference (weapons, explosives or otherdangerous devices). The illegal wildlife trade can compromisethe security supply chain through collusion and/or coercion.IATA submitted a working paper to the International CivilAviation Organization (ICAO) AVSEC Panel in March 2018,and an information paper to the ICAO Facilitation Panelin September, building the case for recognizing wildlifetrafficking as a secondary security concern. ACI will bepresenting the need to broaden the scope of illegal activitiesaddressed by aviation and border security, which wouldinclude wildlife trafficking as one aspect, at the ICAO HighlevelConference on Aviation Security in November 2018.IATA Cabin OperationsSafety Best PractiveGuidelines for HandlingEscaped Animals in theCabinAdditional Activities• A prototype reporting app has been developed tofacilitate reporting of suspected wildlife trafficking toenforcement agencies. The feasibility of utilizing the app asa platform for sending rapid notifications to enforcementteams will be investigated further in the coming year.• Additionally, incident reporting taxonomies for wildlifetrafficking were developed through IATA to include in theIATA Standard Incident Taxonomy.• Initial steps have been undertaken to link the United forWildlife Buckingham Palace Declaration commitmentsto a voluntary assessment mechanism.
