I, forone, put up my biggest and favouriteChristmas tree which dominates theliving room, making it impossibleto host any normal Christmasentourage.Our annual get-togetherwhen 40 to 60 relatives descendto feast on lutefisk and lefsewill go ‘zoom’ this year.I sometimes wonder iffor in-laws and youngergenerations this seemslike a thankful reprieve fromthe annual ritual of enduring thesmells and visuals of white, wigglylutefisk swimming in butter—perhapswondering silently, ‘who in their rightmind would eat this stuff’!Yes, we come together because wewant to catch up with our familiessharing successes and commiseratingover hardships from the year justended.We want to see our grandchildrenand great nieces and nephews as theygrow and mature in their marchtowards adulthood.It could even be the last time we seea grandparent or a great aunt or uncleor even a younger cousin. We want toreconnect with friends and those fromafar.Christmas for most is extremelyimportant and special.However, COVID-19 has forced usthis ‘one’ year, to not only consider ourfamily and friend’s needs and wants,but to consider the stranger as well.In the Bible, the parable of the GoodSamaritan (Luke 10:25-37) tells of aJew robbed and beaten and in need ofhelp. He is aided not by one of his ownbut a member of a foreign and hostiletribe, a Samaritan.Jesus told this parable whenteaching a critical Bible passage, ‘Thoushalt love thy neighbour as thyself’,the second greatest commandmentafter ‘to love God withheart, soul and mind’.The ‘neighbour’ inthe Bible isn’t ourfavourite people orthose we most identifywith, the neighbour inthis parable was thestranger, the unknown oreven an enemy.Christmas is the time forChristians to celebrate the birth ofJesus Christ. As such, it seems amost appropriate time to regardChrist’s stranger over our own wantsand wishes in 2020. Keeping Christmasto only those who live in our householdis what governments have asked us todo so that others (strangers) may live.I most likely will spend Christmasalone, as I did for Thanksgiving, but Ido this with a grateful heart everreminding myself of the Samaritanwoman and Jesus’ two greatestcommandments.Merry Christmas to all . . . andremember, it’s just one year.Appears as a double planetby Gary Boyle -The Backyard AstronomerAs we approach the end the year onecelestial event will entice people tolook up a great conjunction of twoplanets.Over months and years, the planetsrevolve around the sun at differentspeeds. On occasion, two planets willoptically come close to each other inthe sky called a conjunction.Brilliant Jupiter (887 million km.away) and Saturn (1.6 billion km awayto the upper left) are now visible low inthe southwestern sky, will appearextremely close on the night ofDecember 21 which also happens to bethe winter solstice.A typical Jupiter-Saturn conjunctionoccurs every 20 years or so butthis year, they will appear as a doubleplanet with a separation equal to 1/5the width of the full moon.This will give telescope owners arare treat of seeing these gas giantsand their moons in the same field ofview. Since thenthe situation has become much worseespecially here in Alberta.At the present time we have aboutthe same number of cases as Ontario,but they have 3 1/2 times the populationthat Alberta has which means thatour per capita rate is by far the worst ofany province in Canada.There are more people getting sickfrom this virus than at any time sincethe beginning of the pandemic, as wellare getting sick and tired of this wholeissue.However, this is NOT the time to letour guard down, this is the time toredouble our efforts to cooperate withthe new restrictions that have beenimposed by the authorities.Due to the increased number ofpeople becoming infected, Albertaimposed more new restrictionsDecember 09th to try and reduce theinfection rate.I thought that Jason Kenney struck agood balance when increased restrictionswere announced some time ago. fundamental problem of attitude.Many people in Alberta did not. Dec. 7that some of the Pfizer vaccine will beavailable in December.The problem with that vaccine isthat it has to be kept at -75 degreesCelsius which complicates the vaccinationprocess.There are other vaccines that will beavailable before too long that will bemuch easier to administer.When vaccines are available the firstpeople to receive them will be the residentsand the frontline workers in thesenior’s institutions and hospitals.It will be some time before enoughpeople are vaccinated to bring thispandemic to an end. ECA REVIEW HANNA/CORONATION/STETTLER, AB DECEmBER 17'20 5HANNA COUNCILInterim budgets passedTerri HuxleyECA ReviewHanna town council accepted theirinterim three year operating budgetand five year capital budget for informationduring their final regularcouncil meeting of 2020 on Tues. Dec.8.Minutes from three special meetingsheld on Nov. 18, Nov. 24 and Dec. 2 werepassed as well.After these meetings, administrationprepared the budgets based oncouncil’s direction for approval.Deficits are expected for the nextthree years beginning with a $8,713deficit in 2021, $35,112 deficit in 2022and a $260,118 deficit in 2023.No municipal tax increase isexpected.Chief Administrative Officer (CAO)Kim Neill explained that amendmentsmay be made between now and Maywhen the official budget is passed asfunding is ‘iffy’.“We want to be as transparent aspossible and if there is something wemissed throughout our three meetings,certainly anything can bechanged,” said Neill.He added that since the pandemicbegan, administration has beenthrough three or four iterations of budgetsto keep up with the changesalready.“COVID could throw anotherwrench into our spring plans,” saidNeill.Closed session itemsCouncil entered into a closed sessionwhere they discussed a couple of differenttopics.The first was a legal matter wherecouncil authorized the Mayor and CAOto enter into the agreement with theCity of Red Deer for the provision offire dispatch services for a five yearterm ending Dec. 31, 2025.As for the land matter, councilauthorized the Mayor and CAO toaccept an offer to purchase from DumiHoldings for the purchase of Lots 25 &26, Block 10, Plan 6133 AW (106 & 108 -1st Avenue West) in the amount of$18,760 per lot, acknowledging that thecondition of the property is being purchased“as is”.Support forcommunity viabilityThe Province of Alberta has afunding program called the AlbertaCommunity Partnership (ACP) Grant.The objective of the inter-municipalcollaboration component is to promotemunicipal viability by providing supporttopartnerships oftwo or moremunicipalities todevelop orenhance regionalmunicipal servicedelivery plansand frameworks,including establishingregionalservice deliveryefficiencies.By havingregional servicedelivery plansand frameworksin place, municipalitieslay thefoundation tomove from conceptto reality.The plans andframeworks willensure that rolesand responsibilitieshave beendefined; participatingmunicipalities are on board with thenext step and the partnership knowswhat it will take in time and resourcesto get their project off the ground.Palliser Regional MunicipalServices (PRMS) are planning to applyfor grant funding through the AlbertaCommunity Partnership Programunder the IntermunicipalCollaboration component.Hanna council passed a motion toparticipate in the application.Since the 2013 PRMS Strategic Planthere has been a gradual shift in planningand GIS needs of municipalities.As such, PRMS feels this is a greatopportunity to utilize provincialfunding to complete a new strategicplan with the assistance of an experiencedconsultant.PRMS began a strategic plan in 2020but it fell to the wayside due to staffturnover, statutory documents andother projects that took precedence.Acquiring grant funding for thisproject would allow PRMS to acquirethe resources needed to complete astrategic plan and review the fundingmodel while ensuring that staff cancontinue to focus on serving the needsof members.Further, grant funding will expandthe scope of the project to explore creatingnew strategies and efficiencies inservice delivery, developing a longtermGIS strategy and looking atcompleting a new communicationsplan.The Village of Acme will be the managingpartner of this grant application,however as part of the grant applicationand to strengthen the application,PRMS is seeking support from theother member municipalities.County of Paintearth No. 18County Public Engagement:MDP – Municipal Development PlanLUB – Land Use BylawRound 2 Survey Consultation is Open!December 3 – 31 at the County Website:www.countypaintearth.ca(Survey is limited to 1 submission per IP address)3” wide versionThe County ofPaintearth wouldlike to thankin advance allresidents andlandowners whotake the timeto complete the3.75” wide versionsurvey and provide feedback based on thedata collected last January.
