Participants of <strong>SRI</strong> meet<strong>in</strong>g at ICRISAT<br />
<strong>SRI</strong> Group Meets at ICRISAT on<br />
‘Scal<strong>in</strong>g <strong>SRI</strong>: Future Directions’<br />
ICRISAT-WWF hosted a 1-day meet<strong>in</strong>g <strong>in</strong> February <strong>in</strong> Patancheru<br />
to deliberate on current concerns for <strong>SRI</strong> <strong>in</strong> <strong>India</strong> and on ways to promote<br />
this <strong>in</strong>novation at the national level.<br />
ICRISAT-WWF project convened a high-level<br />
meet<strong>in</strong>g on ‘Scal<strong>in</strong>g <strong>SRI</strong>: Future Directions’<br />
on 3 rd February, 2009. The meet<strong>in</strong>g was<br />
attended by more than 40 participants’ from<br />
across the <strong>India</strong>; farmers, officials from the<br />
Govt. Agriculture Departments of <strong>Tamil</strong> <strong>Nadu</strong><br />
and Andhra Pradesh, extension staff and<br />
professors from various agricultural<br />
universities, scientists from DRR and other<br />
research <strong>in</strong>stitutes, and <strong>SRI</strong> experts from<br />
various organizations and the NGO sector.<br />
The meet<strong>in</strong>g was facilitated by Biksham<br />
Gujja. WWF’s global <strong>in</strong>itiative aims to<br />
reduce water requirements for agriculture<br />
for the benefit of people and the planet, and<br />
by do<strong>in</strong>g so to mitigate conflicts between<br />
the agricultural sector and natural resource<br />
conservation.<br />
Dur<strong>in</strong>g the meet<strong>in</strong>g, the group deliberated<br />
on the current concerns for <strong>SRI</strong> <strong>in</strong> <strong>India</strong> and<br />
on ways to promote this rice production<br />
methodology at the national level. The 3rd<br />
National Symposium at Coimbatore and<br />
several regional and state-level meet<strong>in</strong>gs on<br />
<strong>SRI</strong> have shown that substantial farmer<br />
experience has been generated across the<br />
country by civil society and governmental<br />
agencies. There is availability of a committed<br />
pool of resource persons for tra<strong>in</strong><strong>in</strong>g other<br />
farmers, and many agencies and <strong>in</strong>stitutions<br />
are tak<strong>in</strong>g up <strong>SRI</strong> as a strategy to address<br />
concerns of food security, livelihood<br />
provision, and improv<strong>in</strong>g farmers’ <strong>in</strong>comes.<br />
Hence, there is need to pool together the<br />
rich experiences on <strong>SRI</strong> and contribute to a<br />
national policy or result<strong>in</strong>g mission effort on<br />
<strong>SRI</strong> that engages many more stakeholders<br />
and actors.<br />
The issues relat<strong>in</strong>g to <strong>SRI</strong> scal<strong>in</strong>g up were<br />
circulated through a note <strong>in</strong> advance of the<br />
meet<strong>in</strong>g, and a core group met and<br />
deliberated and then discussed <strong>in</strong> depth the<br />
concerns and issues on <strong>SRI</strong> with a wider<br />
forum on 3 rd February.<br />

themes were:<br />
• Refram<strong>in</strong>g the scope of <strong>SRI</strong> as practice,<br />
• Constra<strong>in</strong>ts faced by farmers <strong>in</strong><br />
adopt<strong>in</strong>g <strong>SRI</strong> pr<strong>in</strong>ciples,<br />
• National, state and regional level<br />
<strong>in</strong>terventions,<br />
• Pro-active R&D backstopp<strong>in</strong>g support:<br />
Collaborative research towards a new<br />
paradigm for agriculture,<br />
• <strong>SRI</strong> with<strong>in</strong> other developmental<br />
programmes by the governments,<br />
• Institutional mechanisms and policy<br />
advocacy to promote <strong>SRI</strong> at national<br />
level<br />
The meet<strong>in</strong>g stressed the need for clear<br />
allocations to support <strong>SRI</strong> under schemes<br />
such as NFSM that state governments and<br />
the governmental mach<strong>in</strong>ery can access.<br />
Utilisation of approved funds has been low<br />
to date because of lack of clear guidel<strong>in</strong>es.<br />
A national-level empowered <strong>SRI</strong> committee<br />
should be constituted that could not only<br />
provide such guidel<strong>in</strong>es but plan and support<br />
the <strong>in</strong>stitutional architecture of the several<br />
sub-committees proposed at the meet<strong>in</strong>g.<br />
<strong>SRI</strong> should be seen and taken forward as a<br />
collaborative agenda rather than as several<br />
uncoord<strong>in</strong>ated parallel <strong>in</strong>itiatives and<br />
projects. The <strong>SRI</strong> steer<strong>in</strong>g committee could<br />
also work towards establish<strong>in</strong>g an <strong>SRI</strong><br />
national mission <strong>in</strong> the immediate future.<br />
The group also deliberated on how to take<br />
these ideas to policy makers and communicate<br />
them. Specific suggestions <strong>in</strong>cluded<br />
approach<strong>in</strong>g the Plann<strong>in</strong>g Commission to<br />
co-host a workshop so that important key<br />
stakeholders – <strong>in</strong>clud<strong>in</strong>g policy planners and<br />
adm<strong>in</strong>istrators <strong>in</strong> different states, NFSM<br />
functionaries, and other actors <strong>in</strong>volved <strong>in</strong><br />
strategic formulation – can <strong>in</strong>teract with<br />
those who have the most experience and<br />
knowledge about <strong>SRI</strong>, <strong>in</strong>clud<strong>in</strong>g farmers,<br />
researchers and NGO personnel.<br />
