Bridge opened to traffic at thebeginning of this month. Now thatthe much-anticipated bridge isopen to traffic, it has many peopleasking, what’s next for the project?I called JD Granger, ExecutiveDirector of the Panther Island /Central City Flood Project, to findout.Q: The White Settlement Bridgeoffers a great connection todowntown for this area but thereare two other bridges still underconstruction, what’s the timetableon those?A: It’s exciting, The WhiteSettlement Bridge just openedproviding both immediate reliefto the congestion on W. 7th and, an even greater benefit, itbridges the railroad that has caused headaches for all of usthat drive between downtown and the near Westside. But theprogress doesn’t end there. TxDOT and the City of Fort Worthhave made great strides on the other two bridges, too. TheNorth Main St. Bridge is expected to open early this summerand the Henderson St. Bridge is opening this fall. All threeallow the project to move into the next phase of construction.Q: It’s the end of 2021 and all three bridges are open totraffic, what does that next phase of construction look like?A: All three bridges will open this year; however, the contractorwill not be fully complete with all details until early-to-mid nextyear. That’s important because the project can’t move into thenext phase of construction untilall three bridges are completedand TxDOT’s contractor iscompletely off the site. Oncethat happens then the Corps ofEngineers can move forward withtheir part, the bypass channel.The bypass channel is a 1.5 milereroute of the existing TrinityRiver that will run under all threenew bridges. The channel is theCorps’ solution to Fort Worth’soutdated levee system.Q: Is flood protection needed onFort Worth’s Westside?A: Yes. Fort Worth’s Westsidehas a history of flooding. The mostnotable was the flood of 1949which devastated neighborhoodsalong the Trinity River and killed13 people. The bypass channelwill provide flood relief to almost 2,000 acres of Westsideneighborhoods including parts of Crestwood, West 7th, theCultural District, Burton Hill, Linwood, and River Oaks valued atover $2 billion. However, in addition to the flood protection thatthe Corps Central City Flood Project will provide, the separate,but concurrent, full build out of Panther Island by the privatesector will provide a riverwalk district in the heart of our city that10 • MONTICELLO NEIGHBORHOOD NEWS & VIEWS
will contribute over $3.7 billion in annual economic activity.Q: Could you expand on the difference between the Corpbypass channel and the Panther Island Riverwalk?A: Thank you for asking. There is an important distinctionwhich has been a point of confusion. The Corps, with federalfunds, is building the bypass channel because it solves flood risksthroughout Fort Worth. That is going to happen with or withoutthe growth of the Panther Island neighborhood. Panther Islandis a new neighborhood that is going to grow with or withoutthe bypass channel because of its proximity to downtown.There is no federal money in the Panther Island neighborhoodrevitalization. Both efforts are happening concurrently. PantherIsland is happening as we speak. Encore Panther Island is a300-unit apartment complex being built by Encore Enterprisesthat is scheduled to open late summer. It is a unique multi-familyproject in Fort Worth because the very first section of the PantherIsland Riverwalk runs right through the middle of the complex.The canal provides much needed stormwater infrastructure forthe neighborhood, while at the same time providing a beautifulnew public Riverwalk right along the water’s edge. The PantherIsland Riverwalk is a model public-private venture. It is financedby the developers in the area yet it saves the City of Fort Worthupwards of $14 million on infrastructure costs because the canalsserve as the City’s main stormwater arterials. They Panther IslandRiverwalk is not federally funded and doesn’t cost the taxpayersof Fort Worth a dime.
