E D U C A T I O N F O R A L LWhen did it become the NormThe Education Action of 1870 otherwise known as Forster’sEducation Act, set the framework for all children between theages of five and twelve to be educated in England and Wales.It was first drafted by a Liberal MP, William Forster and introducedon the 17th February 1870 after a campaign by the NationalEducation League. Britain needed to remain competitive in theworld by being at the forefront of manufacture.Not all areas of the country took up The Act, but further reformsmade the whole of the country covered by the Act. There wereobjections to the idea of universal education, many peopleobjecting to the idea of mass education, claiming it would makethe ‘labouring classes’ think their lives dissatisfying and possiblyencouraging them to revolt. Others feared that handing overtheir children to a central authority could lead to indoctrination.Another reason was the vested interests of churches and othersocial groups. Churches were funded by the state with publicmoney to provide education for the poor and these churches didnot want to lose that influence.The Act established the foundations of English elementaryeducation and the state under the leadership of WilliamGladstone’s Liberal government became increasingly involvedand in 1880 it became compulsory for children to be educated upto the age of 13 years. There were of course some exceptions.It was necessary to be educated so that you could ‘vote wisely’,to comply with reform being demanded by industrialist whofeared that Britain’s status in world trade was being threatenedby the lack of an effective education system.Due to the successes of the Prussian Army in the Austro-Prussian war, Gladstone thought the Military would benefit froman Education Act, so under the 1870 Education Act local authoritieswere required to count the number of children in their area andto know the availability of the number of school places. If therewas a shortfall of available school places a school board would becreated to provide elementary education for children ages five to13 years. Board members were elected by ratepayers, a systemwhich ensured that religious, political minorities could berepresented on the board. Unlike political elections at this time,women could vote and stand for office.Like councils of today with a precept on the council tax, theboard paid for schools with a precept on the rates. They couldalso apply for capital funding, via a government loan. Parentshad to pay a fee for their children to attend school but the boardwould pay the fee of children whose families could not affordthem. This applied even if they attended a church school. Boardscould make grants to church schools and build their ownschools, they could create a bye law to make attendance compulsoryunless a child was sick, lived more than three miles away fromthe school or had been certified as already having reached acertain standard of education. In 1873 40% of the populationlived in compulsory attendance districts.Religious teaching in board schools was restricted to nondenominationalinstruction, or none at all. Parents had the rightto withdraw their children from religious education. This appliedeven to church schools.All schools were inspected, and each school could apply for anannual government grant, the amount calculated on the basis ofthe results of the inspection.Published on 17th Jan 2017 in the EducationSection of the Surrey and Hants Newspaper.Amazing how far education has gone since this time.Yoga Inspired Exercises with VeraIn November a Yoga Inspired exercise class started, for those ofus who struggle to get up from the floor. It’s an effective and gentle way to improve yourstrength and flexibility in a way that can complement your currentmedical interventions, therapies and exercises.
