The Town Mayor’s

Welcome

I am very honoured to serve as your new mayor. I was born and

bred in Chesham, and have lived my entire life in this town with my

family; hence it is now my great privilege to work for our town and

to do my best to be a good role model for the next generation.

One of my first roles as Mayor, was to help deliver the Platinum

Jubilee High Street Party. So many volunteers, residents and local

businesses came together to help create a truly special occasion.

Residents enjoyed themselves and businesses had record sales on the

day. Special thanks must go to all members of the working group

from the Town Council and the Rotary Club.

The importance of the Platinum Jubilee was felt right across

Chesham, the UK and the Commonwealth, and it was surely a once

in a lifetime occasion, which has made my tenure as mayor truly

historical already; so it would seem the stars are aligned, or at least

the good weather was.

Along with my deputy, Cllr Wilford Augustus, we have

committed ourselves to delivering more events like the street party,

and to support groups who deliver events like the very successful

Councillor Majid Ditta

Chesham Carnival. We wish to provide fun experiences on the High

Street, in Lowndes park and the town centre, to visibly bring our town together as a community more regularly,

whilst stimulating our local economy and supporting our local businesses.

Community spirit is palpable in Chesham, and there are many fantastic voluntary groups that are doing their bit

to help make Chesham the best place to live, work, and play. As mayor and deputy, we would like to work as closely

as we can with all these groups. Do get in touch if you are part of a local organisation that would like to raise its

profile in town and work with us.

We plan to work with all groups to create a unified town diary of events, that as Mayor and deputy we can help

promote in order to put Chesham on the map as an attractive place for family fun, a fantastic place to work, a great

place to open a business, or simply as a wonderful destination to visit to have a nice country walk, a coffee or a

traditional Sunday roast at the end of the Met line. This is only a snippet of what we plan to accomplish, so please

keep your eyes peeled for more!

Chesham

Town Council

Chesham Town Council came into existence in 1974,

and is the only part of the local government structure

that is solely focused on serving the town and its people.

The Council is comprised of 19 Members who are

elected for a term of four years. Each May, the Council

elects a Town Mayor to serve for a period of one year.

The last election was held in May 2021 and a full list of

Councillors is shown on page 5.

The Council, and its Planning, Community, Arts,

Recreation and the Environment, Finance and Staffing

committees meet regularly to discuss issues and take

decisions pertaining to the town. The public are

encouraged to attend. They may also ask questions on

any issue relating to Chesham during a 15-minute

period of Public Questions at full Council meetings.

The Council’s vision is to ‘improve the quality of life

of all the residents of Chesham’. The Council has laid

out a set of objectives to explain how it will achieve this:

1. To enable residents to enjoy high quality social,

recreational and cultural facilities within the town and

to seek the continuing improvement and development

of these facilities in accordance with the desires

expressed by the residents.

2. To encourage and promote the economic and

commercial vitality of Chesham in a way that

encourages sustainable employment opportunities,

housing and business facilities that respect the Area of

Outstanding Natural Beauty in which it is situated.

3. To preserve the unique identity of Chesham and

promote its heritage.

4. To consult with, understand and represent the views

and wishes of the citizens of Chesham.

5. To create a socially inclusive and caring community,

which embraces all its residents equally, seeking to

develop their well-being, knowledge, understanding

and mutual co-operation.

6 Chesham Town Council will ensure that the money

entrusted to it by the residents of Chesham is securely

managed and spent effectively on achieving the above

objectives.

The Council is responsible for many of the recreational

and social facilities within town, including: Lowndes Park,

the Moor and 10 recreational grounds; Chesham

Cemetery and St Mary’s Churchyard; three allotment sites;

floral displays; football pitches; town centre Christmas

lights; the Elgiva; the Town Hall; Chesham Moor Gym &

Swim; the war memorial and Market Square’s Clock

Tower. The Council cuts the town’s grass verges and

maintains street signs on behalf of Buckinghamshire

Council. The Council is currently developing the Chesham

Neighbourhood Plan to create a long-term planning vision

to help safeguard the town’s future.

The Council also works in partnership with a great

range of organisations that share its vision for the town

and have a tremendous amount of expertise, from

Chesham in Bloom to The Chesham Society. Examples

of some of the work of these partners are included in

the following pages, but the Council is actively seeking

to develop these relationships further to achieve the best

it can for Chesham.

Chesham Town Hall –

Chesham’s One-Stop-Shop

The majority of Chesham residents are likely to have

visited Chesham Town Hall at some point in their lives.

The Town Hall provides the administrative centre for

the town, and is the location of Chesham Town

Council’s offices. The offices are open to the public from

10 am to 4.30 pm on weekdays and act as a “one-stopshop”

for all sorts of information about the town and

the services provided by the town and Buckinghamshire

councils. The reception holds a wide variety of

information about the town, its events and local

organisations.

The Town Hall is also at the centre of the town’s social

life. With four rooms available for hire, the Town Hall

hosts a wide variety of recreational activities, including

dancing lessons, aerobics and children’s classes, and is

the venue for the meetings of local interest groups such

as the Chesham Society and Chess Valley Archaeological

& Historical Society. The Town Hall also helps to serve

the town’s health needs, with people attending diabetes

awareness sessions, baby-weighing clinics and ante-natal

classes. If you are interested in relaxation classes we also

have Yoga and Pilates.

appointed for the local business community, hosting

business conferences, training courses and AGMs.

The large Community Hall downstairs is a popular

venue for parties and funeral receptions. The

Community Hall is also an ideal size for children’s

parties with enough room for children’s entertainers and

a small bouncy castle with a kitchen attached to prepare

party food.

Chesham: A Market Town

Chesham has had a market charter since

1257, granted by King Henry III for the

Wednesday market. For many centuries,

the goods sold at this market would have

been produced or reared locally, such as

livestock raised on the hillsides,

woodware from the surrounding beech

woods and corn ground at Lord’s Mill.

More then 750 years later, Chesham is

still a Market Town.

The general market, which now runs

on both Wednesdays and Saturdays,

would be unrecognisable to 13th century

Chesham residents, offering as it does a

wide selection of food, drink, household

goods, jewellery and clothes produced all round the

world. The market is run by the traders themselves, as

the Amersham and Chesham Market Co-operative and

they have a real passion for ensuring the long-term

success and quality of the market. They provided a vital

service throughout the COVID-19 pandemic, working

hard to put in safety measures to ensure that people

could continue to buy essential items throughout the

Lockdowns in a safe, open-air environment.

The youngest market in town is the Local Produce

Market, which has been running since 2010. Whilst

harking back to the traditional roots of Chesham’s

markets by selling goods produced locally, the market

was established in response to the very modern problem

of climate change. By showcasing food, drink and crafts

producers within a 25 mile radius of town – some of

them from Chesham itself - the market aims to help

people reduce the distance that their products travel

from production to consumption, lowering the overall

carbon footprint. The market runs on the fourth

Saturday of each month and it also gives people the

opportunity to talk directly to the people who grow and

make the plants, cakes, gin, honey, apple juice, bread and

much more besides. Set up in partnership between the

town council and Sustainable Chesham, a proportion of

the market income is allocated to environmental

projects, helping to combat climate change and improve

biodiversity locally.

The Chesham Society:

putting Chesham first for 65 years

In 2022 The Chesham Society reached an impressive

milestone: its 65th anniversary.

Our Civic Society was formed at a time when

Chesham was undergoing dramatic change with the loss

of the Old Town Hall and the threat to demolish parts of

Church Street. The Society was founded by people who

loved Chesham and were determined that, in shaping its

future, the people who lived and worked here would

have their say.

Sixty-five years on, with regeneration high on the

agenda and big plans in the offing, the Society is still

making a unique and useful contribution to the town.

Special projects and regular activities have kept the

committee and members particularly busy in recent

months. In addition to monitoring and commenting on

significant planning applications, core activities include

alerting members to the progress of the

Buckinghamshire Local Plan, the Neighbourhood Plan

and other major initiatives such as the Chesham

Renaissance proposals for Star Yard.

Heritage Open Days is one of the Society’s very special

projects. We take the lead in planning and coordinating

Chesham’s biannual programme of events which opens

up places of interest that are normally closed to the

public, for everyone to visit free of charge. The Society

also gets together with other local groups to pool ideas

and come up with new initiatives for the good of the

town. We are currently working with Chesham Connect

on a new website called Visit Chesham and Villages,

designed to promote local businesses, shops and

attractions and remind residents and visitors that there is

much to enjoy in and around the town.

For an annual subscription of just £16.00, members

of the Society enjoy a calendar of talks, walks and social

events such as the convivial Christmas supper, or the

Images of Chesham photo day which brought together

archive photographs from a number of collections for

the very first time. The Society’s members also receive

quarterly editions of Focus, a 20-page magazine packed

with features on Chesham people and places past and

present.

Discover the Bagnall Project,

Waterside, Chesham

Based at the former Bagnall Centre (AKA the old

boot factory) on Waterside, The Bagnall Project offers

a wide range of FREE community classes and

activities throughout the week, and is run by

long-standing Buckinghamshire social action charity,

The Oasis Partnership.

Available for anyone living in Chesham and

surrounding villages, the aim of the Bagnall Project is to

help improve health and wellbeing. All activities and

services are provided on-site at the Projects’ large

refurbished and high-spec Victorian building.

The Bagnall Project seeks to build on

the famous Chesham ‘Community

Spirit’ to become a one-stop location

which provides holistic services

working in collaboration with other

local partners to meet the needs of all in

our community. Successful fundraising and

grants enable The Bagnall Project to develop and

trial new and different activities and services, including:

• Mindfulness

• Circuit Training

Service which offers a friendly and structured approach

to discover and engage with local services and activities

A particular focus for the Bagnall Project over

the next 12 months is to develop a targeted

youth provision aimed at supporting and

engaging 16 -25 year olds. We aim to

collaborate with the local community in order to

achieve this.

Chesham Museum has

a very exciting year ahead!

At the time of writing this the Museum has been

awarded a grant from Arts Council England to improve

the museum’s online activities with the addition of

further pop-up displays in town. This means we can

completely renovate the website! We want to put more

of the collection on the site, more stories of Chesham’s

history and people, a bigger and better educational

section. We’ll also upgrade the events page so tickets for

events, walks and talks can be purchased online. This

website upgrade is particularly important for the

museum, especially as we’re in storage, to be able to

reach out to a wider audience all round the world. As

well as reaching local townsfolk we can also reach people

researching their family trees and people who used to

live in Chesham and are still interested in its history.

Back in March we completed the process to renew

our accreditation. Being accredited means we have to

follow certain rules and practices, but it also allows us to

access more funding streams. This in turn will allow us

to put on more displays and pop-up exhibitions.

You may have already seen the displays we currently

have in the town. There is the display case in the library

showing objects from our collection, we also have a

display board inside and outside The Elgiva Theatre,

outside WorkAid in Townsend Road, The Town Hall and

Trekkers in Market Square. We have some interesting

information

panels and one

located inside the

White Hill Centre.

If you pop into the

library, you’ll be

able to pick up a

leaflet which has a map of the locations of all the panels.

It’s a lovely walk to take around the town too!

Last year we elected a new chair, Peter Squire and vice

chair Karen Perkins. They will help us move to the point

where we can find a new permanent location, but for

that we need to increase the reserve we currently hold

for this purpose. One way of doing this is to leave a

legacy and remember the Museum in your Will, another

is to become a Friend of Chesham Museum.

Smarter Water Catchment

The River Chess is a feature of Chesham enjoyed by

many residents and provides a habitat for many

charismatic species, such as kingfishers, water voles and

brown trout. In recent decades, residents have watched

with concern as the river has dried up more and more

frequently in the summer months. Besides a lack of flow,

this globally-rare chalk stream faces many other

pressures, including pollution and invasive species.

In 2020, Thames Water launched its Smarter Water

Catchment pilot on the Chess. The aim is to look at the

catchment (i.e., the river and all the land around it) as a

whole and work with partners to help restore the health

of the Chess. They are investing £3 million in this

project over 5 years and working closely with a number

of organisations with local expertise, such as the

Chilterns Chalk Streams Project and the Chiltern

Society, and organisations like Queen Mary University

who provide technical knowledge and access to the latest

technology.

Initial work has been done to better understand the

problems on the Chess and a 10-year action plan has

been created with input from many local organisations

to help restore the fortunes of our much-loved river.

Work is now underway to deliver improvements in

water quality, managing flow (both flooding and

drought), controlling invasive non-native species such as

Japanese Knotweed, providing wildlife corridors and

habitats, involving the public in work on the river and

getting organisations to work together more effectively

to help solve problems.

Achievements to date include the recruitment of a

team of local volunteers (known as citizen scientists)

who have been trained in a variety of survey techniques

to monitor for pollution and changes in river habitats.

And a 600m stretch of the Little Chess near Latimer has

been fenced to protect it from the impacts of grazing

farm animals. This will allow vegetation to grow up on

the banks, creating habitat for the river’s precious

population of water voles.

It's important to remember that all residents can do

their bit to help protect the Chess. A small change can

equal a big impact. The only way we are going to be able

to ensure the River Chess is clean and sustainable for

future generations is with the involvement of all of us;

not only by the participation of farmers, land managers

and organisations, but also local businesses and the

public, too. Do you or the business you work for have a

smart water meter? Do you turn the tap off when you

brush your teeth? Do you collect rain water to water

your garden? These are all small changes you can make

which will improve the amount of water that flows

through the river, helping to protect its ecosystems.

and around the Chess. For more information, please

Elgiva for

everyone

The Elgiva is a venue that puts

community at the heart of everything

we do. We provide a packed

programme that aims to ensure there

will truly be something for everyone

to enjoy and participate in – Elgiva

For Everyone.

From our Youth Programme to the

Silver Singers, we are committed to

accessibility, including signed and

relaxed performances of some

productions and Parent & Baby

screenings of films. We also take our position as a

community hub very seriously, taking an active role in

what's going on in Chesham and including apprentices

as part of our team – we currently have two, a theatre

technician apprentice and a theatre administration

apprentice.

We have 300 seated / 400 standing capacity theatre

that boasts an exciting and wide-ranging programme of

professional productions, including top comedy acts,

musicals, ballet/dance, classical, pop and rock music

concerts, a professional pantomime and eclectic range of

movies from blockbusters to arthouse (including being

the home of Chiltern Film Society).

The Elgiva is thrilled to have its own resident

orchestra – the English Sinfonia – who have delighted

audiences with wonderful works by Holst, Mozart,

Vaughan Williams and more.

We welcome amateur productions too, whether it's a

local school's end of term celebration, a local theatre

group or an extravaganza by one of the many

performing arts clubs, we are ready to help give their

production that big stage feeling.

However, we consider ourselves be far more than just

a theatre – we are home to regular art exhibitions,

workshops and community events for all ages. We host

craft and record fairs, and our programme for young

people features a blossoming Youth Theatre, dedicated

films and fun, hands-on workshops.

Our onsite café, Café Encore, serves a wide range of

beverages, delicious lunches, homemade cakes and

Afternoon Teas. In the evening, you can enjoy a drink

(soft, or slightly stronger) at our well-stocked theatre

bar, and our kiosk sells snacks and scrumptious ice

cream.

The theatre is also available for hire for public and

private events such as weddings and conferences, and

has several flexible spaces, free Wi-Fi and a pay-anddisplay

car park outside.

Visitors to our theatre might not be aware, but they

will benefit from Dolby Digital cinema, an all-LED

house rig and Vista by Chroma-Q lighting. What you

will notice, however, are the people! Our staff are

knowledgeable, friendly, passionate about the

performing arts and committed to our Elgiva for

Everyone ethos. We also benefit from an amazing and

committed group of volunteers who are eager to help us

bring our programme of events to life.

Chesham Stags - Your local Rugby

and Netball Club

This season 2022/23 will mark the Stags celebrating 40

years representing our Town in Local and National rugby

competitions. More recently the club launched its

The “Stags” are extremely proud of their record for fair

play and sportsmanship and reputation of being “Bucks

friendliest club”. Our founding president, Councillor

John Downes, said at the launch of the club on the 22nd

Oct 1981,

“I can think of no greater honour than that of playing

for one’s town, unless it’s playing for one’s country”.

This simple statement is remembered with a plaque

which is displayed in our new clubhouse.

30 years have passed since the Stags moved to its

current home at Chiltern Hills Academy. The Academy has

undergone a transformation over the years. The education

program, buildings and sports facilities are superb.

The club has a close relationship with the Academy

and have a long-term lease to use their Sports ground.

On the strength of this agreement the club and our

supporters raised the funds to build a new clubhouse.

This includes superb changing rooms and a social area

overlooking the sports ground.

Our clubhouse is a great example of a Community

sports club working with a Community College to

provide Chesham youth with better sports facilities.

Nearly ten years ago, we launched our “DEER

FRIEND” supporters club. More than 40 local Chesham

companies and 400 plus individual members participate.

From communal puddle to community treasure

‘A treasure’ or ‘a gem’ are just two of

the terms frequently used to describe

Chesham Moor Gym and Swim.

This is especially with regard to

our fabulous historic pool – it’s not

only had a place in the town’s history

since Victorian times, but it’s also

been a forerunner in green technology. One of our jobs is

keeping a check on the water levels, and maintaining the

ionisation process which keeps this pool almost

chemical-free. It’s been a great success and many other

pools have asked us how we do it!

Unlike many leisure facilities this is an independent

venue and run in-house (and managed by Chesham

Town Council), as reflected in its community

atmosphere. More people have recognised the benefit of

exercise since lockdown, of being outside, and

community connections. We’ve maintained – we hope! a

modest, steadfast and reliable approach while also

looking after the environment here.

Our booking system has helped us to accommodate

more members safely with timed slots. While this may

mean a less flexible approach in some ways, the majority

have welcomed it. As something now of an institution in

Chesham, we’re stronger than ever.

When you’re next in, take a look at our history board

on display in the poolside room – however so much has

happened in the last couple of years we may soon have

to add another panel! I’d like to thank all members for

their support especially during and since lockdown.

Big Community Takeaway

The Big Community Takeaway is really proud to serve

the people of Chesham, Amersham and the surrounding

villages. Born out of the pandemic, we provide twocourse

hot meals to people in crisis. The food is

restaurant quality so is a real treat for those in need.

Since our inception in May 2020, we have provided

over 15,000 meals, including on Christmas Day in both

2020 and 2021, as well as running a pilot scheme in

High Wycombe. We’ve also helped provide food to

refugee charities in Slough and to children during

school holidays, when they’ve not had access to school

meals. We gained charity status in the autumn of 2021

and are now telling more people about who we are, what

we do and raising money to support our work.

For those who need our service, we put them in touch

with Helping Hand from Buckinghamshire Council,

who support us to ensure that people qualify for the

meal. In addition, they are able to offer other forms of

support, such as financial or health information, which

we’re not in a position to give. Our mission is to provide

hot food to people in crisis and we recognise that we are

only part of the solution to poverty in the Chilterns.

Once they’re cleared for support, clients place their

order for a meal and then, the day before, we give them a

call to check and remind them that the meal is coming.

Service days are our busiest when our kitchen team

prepare and cook the food, before it is then taken by our

army of drivers to our clients’ homes. Each client is

initially given support for 12 weeks, which is then

reviewed up to a maximum of 36 weeks. This means

that we help when people need us most and that we can

offer support to as many people as possible.

Everything we do is done by volunteers – this covers

everything from writing the menu then preparing,

cooking and, of course, delivering the food. That’s not to

mention the other people behind the scenes who keep

the operation running smoothly and work to fundraise

and promote our work.

We are completely reliant on donations and grants

so are very grateful to everyone who fundraises for us –

it costs just £5 per person per week for a meal. If you

Chesham Repair Cafe

Chesham Repair Cafe is a volunteer-led repair service

and has been running monthly since September 2021 -

alternating venues between the Bagnall Project and

Lewin's Yard. From kettles, radios and hoovers to

handbags, jeans and toothbrushes; our volunteers have

repaired or given advice on a huge assortment of

everyday household objects so far across electronic, IT,

clothing, leather and carpentry items. These repairs help

save broken items from going to landfall, giving them a

new lease of life and reducing our impact on the planet

through saving CO2 emissions, materials waste and

energy usage. We operate on a first-come-first-served

basis each month, with tea, coffee and bakes to enjoy

while 'customers' wait, and ask that individuals stay with

their item whilst it's being repaired so that they can also

pick up new skills and learn more about how their item

can be fixed.

Our team of friendly volunteers is always looking for

new helpers; whether skilled repairers, enthusiastic

learners, bakers or organisers. If you would like to help

was founded in 1946 and has been a pioneer in high

shear mixing technology, supplying the process industry

for over 75 years. Originally based in Battersea, South

As a way to secure its pool of highly skilled staff

needed for the future, the award winning Silverson

Apprenticeship scheme was launched in September

2014, moving into a purpose built training centre the

following year. Each year, local trainees have started with

an initial year’s grounding in mechanical engineering,

learning about good working practice and health and

safety. This is followed by "hands on" training in

practical skills, starting with bench work and

progressing to milling and manual turning.

The training then continues through the shop floor as

part of a traditional 5 year apprenticeship. Under the

guidance of an experienced mentor, Apprentices will

spend 6 months in different departments on the shop

floor, including Milling, Turning, Fitting & Assembly,

Inspection, CNC Milling & Turning and the Laboratory

section. In addition to the "hands on" training there's

the opportunity for apprentices to study for a Diploma

in Advanced Manufacturing. Levels 2 & 3 with support

from Silverson's Apprentice Trainer and on-site study

sessions with tutors.

The training scheme offers excellent rates of pay with

an annual increase as apprentices progress through the

scheme, with structured training and the opportunity

for successful candidates to enjoy a secure job with a

The centre has a gym with two fitness studios and personal

trainers, a gym pit and sports hall, 25m swimming pool,

teaching pool and crèche. Over 20 group exercise classes are

run each week and there is a dedicated spin studio. There are

four badminton and two table tennis courts. Themed birthday

Since mid-2022 we have relaunched our

face to face meetings at The Bury in

Chesham and The Chequers Inn in

Amersham, which a selection of over 50

forums. Members had enjoyed and

benefitted from the virtual format during

Covid restrictions, so we are embracing a

hybrid format of online and face to face

meetings on different days and times to

enable as many members and visitors to

Promoting your business

Business is frequently done as a result of

contacts and leads through the Chamber

and its meetings. All Chamber members

can have their own page on the Chamber

website, in a searchable database of

members and services.

Access to advice

Our Committee and Ambassadors are made

up largely of business owners and senior

employees, with considerable and varied

experience of business. When asked to help

or advise on specific business situations, we

can usually help, or via our network, put you

in touch with someone who can.

Building the local business environment

Through links with local government and

other institutions, we can make our voice,

and those of our Members, influential in

local consultations. We also enjoy working

alongside other local Chambers and

business organisations. We see such

organisations as mutually complementary,

rather than competition. Through our

special recognition awards we recognise

the efforts of those who have helped make

our area a better place to live and

do business.

Developing skills

We continue to develop our business

workshop programme, offering interactive

training to our members and local

community. As ever, we take an active

interest in development of skills and young

people in the region. Recently, we

welcomed a Careers Charity, Adviza which

has been managing a project on skills and

talent retention in Buckinghamshire. The

Chamber also takes part in the Jobs Fayre

at the Elgiva, helping to point people in the

direction of opportunities for work

and training.

Having fun

Raising smiles and laughter is all part of the

fun with the Chamber. We hold online

quizzes, golf days, garden parties and are

keenly planning to continue with these

types of gatherings and events.
