20 INVESTMENT OPPORTUNITY VAALHARTS REVITALISATION PROJECT LOCATION Local municipalities of Phokwane, Magareng and Dikgatlong and parts of North West Province TARGETED SECTORS • Agriculture • Construction INVESTMENT VALUE Estimated project cost of R7-billion over a 10-year period. Integrated Master Plan is R6-million to unlock infrastructure projects. JOB CREATION The project will create an estimated 2 000 direct jobs over the 20- year period. During the 2023/24 financial year, the project will create about 128 work opportunities. If Ganspan is included about 100- 120 work opportunities will be created. PROJECT DESCRIPTION The Vaalharts Irrigation Scheme traverses the Northern Cape and North West provinces. Water allocations irrigate approximately 30 000ha. Plot sizes vary from 25ha to 75ha and the area comprises four management zones. The scheme provides water to approximately 300 000 people residing in five local municipalities. Commercial and emerging farmers produce a combination of high and medium-value crops. About 66% of the canal network, which extends over more than 1 000km, is in poor to very poor condition, which caused the Department of Agriculture, Land Reform and Rural Development to initiate the Vaalharts/Taung Irrigation Scheme revitalisation project. The other national department participating is Water and Sanitation. The following Northern Cape provincial government departments are involved: Agriculture, Environmental Affairs, Rural Development and Land Reform; Co-operative Governance, Human Settlements and Traditional Affairs. In addition, the Vaalharts Water Users Association (WUA), farmers from the Taung and Vaalharts districts and various municipalities are engaged with the process. The Scheme contributes R565-million per annum to the Northern Cape economy, 14% of the total agricultural output of the province. It sustains 7 500 direct job opportunities with a large seasonal job peak during the harvesting season that lasts for about three months. There is a significant agro-processing investment in the area, mainly in the processing of groundnuts and pecan nuts for export. It is a major lucerne-growing area. Various commercial agricultural enterprises are housed in the area, providing supply-chain services as well as financing for production inputs. All projects have been handed over to implementing agents to manage the construction. Contractors have been appointed and construction has started. The final project is in its practical completion phase. New projects await funding to be approved: refurbishment of farm infrastructure such as overnight reservoirs; installation of sub-surface drainage systems; installation of main communal discharge pipelines. NATIONAL INCENTIVE SCHEMES The national Development of Trade, Industry and Competition (the dtic), in collaboration with other public and private sector entities, has developed a number incentives schemes to assist with the growth of certain sectors. These national incentives schemes are listed below. PROGRAMME • Technology and Human Resources for Industry Programme (THRIP) • Support Programme for Industrial Innovation (SPII) • Global Business Services (GBS) Incentive • Film and TV Production • Export Marketing <strong>Investment</strong> Assistance (EMIA) • Sector Specific Assistance Scheme (SSAS) • Capital Projects Feasibility Programme (CPFP) INNOVATION CLUSTER INCENTIVES • A 50% to 90% cost-sharing grant to maximum R8-million per annum for three years for approved project engaged in applied research and development in science, engineering and technology. • Matching scheme that provides financial assistance in the form of a non-taxable grant for qualifying costs incurred in development activity associated with a specific project to a maximum of R5-million. SERVICES INVESTMENT CLUSTER EXPORT CLUSTER • Reimbursable cost-sharing grant of 30% to 50%, maximum of R20-million for qualifying costs. Score based on economic benefit criteria. • For productions with various QSAPE amounts, various percentage and calendar days requirements may be waived and such discretion will take into account the budgetary implications of the decision made. • Return airfares, subsistence allowances, the cost of sample transportation and various other costs may be covered in respect of costs related to marketing, missions and trade fairs. • Project Funding. A reimbursable 80:20 cost-sharing grant scheme. • Emerging Exporters. 100% of the cost to a maximum of R1.9-million per project. • Reimbursable contribution up to a maximum of R8-million. Offers support on a costsharing basis towards capital investment costs, feasibility studies, post-investment support and business development services (to the maximum of R2-million). • Reimbursable cost-sharing grant of 30% to 50%, maximum of R20-million. • A maximum of R15-million per financial year on a 50:50 basis. • Reimbursable cost-sharing grant of 20% to 30% to a maximum of R20-million. Non-taxable cash grant of • 20% of the value for light motor vehicle manufactures and • 25% of the value of qualifying investment in component manufactures and tooling companies.
