A Message From The President
Dr. Martin Luther King, Jr. once said, “Human progress is neither automatic nor inevitable. Every step
toward the goal of justice requires sacrifice, suffering, and struggle; the tireless exertions and passionate
concern of dedicated individuals.” As I reflect on the 2005 fiscal year and the completion of my tenure as
President of this extraordinary organization, I am able to take his quote to heart. Illustrated in the pages
that follow is a year-end report that again reflects sound fiscal responsibility, change, challenge and
impressive achievement!
Our mission of building better lives for people with mental retardation and other developmental
disabilities remains our guiding star. One of The Arc’s greatest accomplishments this year was the
adoption of a solid strategic plan which has clearly defined the path we are taking to reach that star.
As always, the needs of our clients remain at the forefront of every decision reinforcing our position
as a critical asset to Chester County.
It's because of the tireless exertions and passionate concerns of our volunteers and staff that this
organization continues to evolve. This year, we bid farewell to the Annual Art Show and replaced it
with a more sophisticated Community Gala. Bond refinancing brought an annual savings of $25,000
to the organization and reaffirmed that the decision to build was the right one. Our service delivery
increased by adding respite options and services for children with autism. The Arc also began a
focus on spirituality to address the worship needs of individuals and families we serve.
The year sadly brought with it the death of a dear friend and strong supporter of The Arc,
Guy Florio. As a tireless and passionate advocate for individuals with mental retardation, Guy had
a pivotal role in the marketing and development of The Arc. Guy would be so proud to see how we
have advanced the vision of this organization. He is dearly missed.
It has been an honor to serve as the President of The Arc of
Chester County. I could not be more proud of this organization
and the hard work and determination of everyone involved.
Whether you are a volunteer, donor, or staff member, each one
of you makes a difference in the lives of the individuals we
serve. On behalf of the Board of Directors, I sincerely thank
you for all that you do!
T H E P R E S I D E N T ’ S A W A R D
The Arc of Chester County was pleased to present the 2005 President's Award to the Chester County Mothers of Multiples Club
(CCMOMC) for creating Sky's The Limit All-Abilities Playground - Chester County's first fully handicapped accessible playground.
CCMOMC is an organization for mothers of twins, triplets and higher order multiples. The organization spent more than three years making
the first 100 percent handicap-accessible playground a reality in Chester County. In June 2001, the organization began a fund-raising campaign
to build the playground. In March of 2002, in partnership with the borough of Downingtown, they secured the location of Rotary Grove in
Kerr Park in Downingtown for the project. In June of 2004, the organization broke ground on the 12,000 square foot fenced playground that
features themed structures such as a castle, fire truck and fort. Special features include ramped structures for the disabled, a mobility-friendly
smooth tile safety flooring, high-back special needs swings, transfer stations for wheelchair users, auditory activities, and Braille on play
panels. In addition, all of the traditional activities are included: slides, swings, monkey bars and climbers. CCMOMC generated more than
$370,000 in contributions and in-kind services from public and private grants, local companies and friends to make the playground a reality.
The opening ceremony’s keynote speaker was The Arc’s own, Anne Bernstein, Program
Director for Early Intervention & Social Work Services. She spoke on the importance
of play, in all its different aspects, from social, emotional, physical, creative, cognitive,
and affective. “You have taken a basic concept and need and created a paradise,”
she told the members of the CCMOMC. “You established a place where not only
all children are welcome, but all children AND families belong. This priceless
gift is one that a few short years ago, people only dreamed about!” The Arc of
Chester County proudly recognizes Chester County Mothers of Multiples Club
for their dedication and commitment to children with disabilities in our community.

First Step - Early Intervention
T.O.T. C.L.A.S.S. LAUNCHED
Chester County is among the highest in the state in the
number of newly diagnosed cases of children with Autism
Spectrum disorders. With Autism on a steady rise locally,
The Arc of Chester County responded by developing the
T.O.T. C.L.A.S.S. to serve this growing population.
In September of 2004, thanks to a grant from the Marshall-
Reynolds Foundation, The Arc of Chester County’s Early
Intervention Program developed and implemented the
Teaching Our Toddlers, Concepts, Language, And
Socialization Skills (T.O.T. C.L.A.S.S.) program which is an
intensive educational and therapeutic program for children
ages 0-3 diagnosed on the Autism Spectrum. This specialized
program utilizes a combination of small group classroom
settings, and home and community settings to implement
each child’s Individual Family Service Plan (IFSP). Parent
training is an integral component of this program.
T.O.T. teaches both the parents and the children with Autism
Spectrum Disorders to adapt, maneuver and overcome life’s
every day tasks. “If you don’t have a child with this disorder,
you can’t even imagine how difficult and traumatic everyday
life events like shopping, getting a haircut, eating out or going
to the doctor can be for a child with Autism,” explains Anne
Bernstein, Program Director, Early Intervention & Social Work.
What makes this program so unique is that it focuses on
the child’s individual needs and then helps the child and
family adapt and assimilate to everyday life events. Each
T.O.T. class meets twice weekly for three hours and has a
maximum of four children, two teaching staff, a speech
therapist, occupational therapist, and a social worker or
family support person. In addition to classroom time, the
teacher meets with each family in the home or community
setting for 1.5 hours a week to work on routines based on
intervention within natural environments (i.e. trip to the
barber, shoe store, doctor’s office or out for a meal).
Additionally, the speech therapist, occupational therapist
and social worker meet with the parents monthly to review
programs and discuss effective strategies.
At the end of each 15-week session, a program evaluation is
completed with inputs from the parent and each professional
to review progress and determine necessary changes. The
IFSP’s for each child are reviewed monthly to determine if
program methodology is assisting the child and family and
if progress is being made toward identified personal goals.
As the awareness and early diagnoses of Autism Spectrum
Disorders continues to increase, The Arc of Chester
County will remain committed to providing specialized
and individualized care for these children. With early
intervention and specialized care, children with Autism
Spectrum Disorders can grow up living very fulfilling,
productive and often times amazing lives!

Advocacy & Family Support Services
The Arc of
Chester County
has the answers!
Having a child or family member with special
needs can be challenging in itself but coupled
with the daunting task of navigating the system
for care, resources, assistance, advocacy
and support, it can be overwhelming. To help
families and individuals with disabilities find
information and resources, The Arc of Chester
County created Chester County’s first Family
Resource Center and Resource Manual.
The on-site Center is available to any Chester
County resident, their family member or
advocate/professional and is designed to
provide resources and information on a variety
of areas that touch the lives of people who
have special needs. Thanks to grant funding
from The Pennsylvania Developmental Disabilities
Council, The Arc was able to hire a Family
Resource Coordinator to be responsible for the
development of the Center and The Resource
Manual for Families and Advocates of Adults
and Children with Special Needs. The center
is also a means to connect people with
each other in an effort to promote
networking opportunities and to facilitate
families helping other families.

The Resource Manual is an extremely
comprehensive document containing e-mail
addresses, phone numbers and mail addresses
of organizations and individuals dedicated to
providing information and support to people
with disabilities and their families. Some
materials are available in Spanish. It can
be accessed via The Arc’s website,
www.arcofchestercounty.org, the Chester
County Intermediate Unit’s website and the
Chester County Department of Mental Health
and Mental Retardation. It is also available in
printed format or on floppy disc on site or can
be mailed upon request. It is updated bi-monthly
in an on-going effort to provide the most current
and helpful information. The Coordinator can
help with the process of finding resources
and information on the Web as well as being
available on a limited basis to meet with
people at The Arc office to access our computer
network/internet for resources.
The Family Resource Center and Manual
have had a positive impact on our community.
The Arc of Chester County regularly updates the
Manual and plans to continue the development
of the Center to increase the population and
disabilities being served. The goal is to be the
primary hub of information for all families facing
disability issues. The Arc looks to acquire more
materials that are published in Spanish, large
print and Braille. The Arc of Chester County is
grateful to the Pennsylvania Developmental
Disabilities Council for the initial funding.

EMPLOYER OF THE YEAR
The Arc of Chester County was pleased to award TJ Maxx of Exton,
PA with the 2005 Employer of the Year Award at the Annual Meeting
& Picnic on June 18, 2005. Accepting the award for TJ Maxx was
Mr. Jim Condron. The management and staff at TJ Maxx have
been true community advocates for employees with special
needs, hearing the call for inclusion and answering it in a big
way! For many years, TJ Maxx has been receptive to employing
consumers who receive employment support services from
The Arc of Chester County, and various other county agencies,
with the astute foresight to recognize that everyone wins
through partnership.
TJ Maxx currently employs two young ladies supported by The
Arc’s Comprehensive Employment Services (CES). One young
lady has celebrated five years serving customers in the fitting
room, and processing shoes, sunglasses, and luggage. Another
individual is enjoying her second year as a fitting room clerk.
Both ladies were trained by co-workers who became friends,
and have since participated in the training of new employees
themselves. These ladies and others have become a part of
the team - a key word at TJ Maxx, sharing conversation, birthday
cakes and pizza parties in the break room.
The managers, past and present, have been friends and
mentors, offering advice and redirection, even abbreviating
their names to initials to make them easier to remember. They
have maintained their commitment even through management
changes and have provided a smooth transition of supervision to
all their employees. They are able to effectively address issues with
the employees and their CES job coaches and implement on-site
accommodations whenever necessary. They make sure the
employees know they are valued as workers, and as individuals.
The Arc of Chester County gratefully acknowledges TJ Maxx in Exton,
its management team, and staff for their dedication to helping build
better lives for people with disabilities.

The Arc has planted a tree on its grounds in
memory of Guy.
Guy was born in Darby and raised in
Newtown Square, PA. He was a graduate
of Marple-Newtown High School. In
addition to his work with The Arc, Guy
was an active member of the board of
