A Message From The President<br />

Dr. Martin Luther King, Jr. once said, “Human progress is neither automatic nor inevitable. Every step<br />

toward the goal <strong>of</strong> justice requires sacrifice, suffering, and struggle; the tireless exertions and passionate<br />

concern <strong>of</strong> dedicated individuals.” As I reflect on the 2005 fiscal year and the completion <strong>of</strong> my tenure as<br />

President <strong>of</strong> this extraordinary organization, I am able to take his quote to heart. Illustrated in the pages<br />

that follow is a year-end report that again reflects sound fiscal responsibility, change, challenge and<br />

impressive achievement!<br />

Our mission <strong>of</strong> building better lives for people with mental retardation and other developmental<br />

disabilities remains our guiding star. One <strong>of</strong> The <strong>Arc</strong>’s greatest accomplishments this year was the<br />

adoption <strong>of</strong> a solid strategic plan which has clearly defined the path we are taking to reach that star.<br />

As always, the needs <strong>of</strong> our clients remain at the forefront <strong>of</strong> every decision reinforcing our position<br />

as a critical asset to <strong>Chester</strong> <strong>County</strong>.<br />

It's because <strong>of</strong> the tireless exertions and passionate concerns <strong>of</strong> our volunteers and staff that this<br />

organization continues to evolve. This year, we bid farewell to the <strong>Annual</strong> Art Show and replaced it<br />

with a more sophisticated Community Gala. Bond refinancing brought an annual savings <strong>of</strong> $25,000<br />

to the organization and reaffirmed that the decision to build was the right one. Our service delivery<br />

increased by adding respite options and services for children with autism. The <strong>Arc</strong> also began a<br />

focus on spirituality to address the worship needs <strong>of</strong> individuals and families we serve.<br />

The year sadly brought with it the death <strong>of</strong> a dear friend and strong supporter <strong>of</strong> The <strong>Arc</strong>,<br />

Guy Florio. As a tireless and passionate advocate for individuals with mental retardation, Guy had<br />

a pivotal role in the marketing and development <strong>of</strong> The <strong>Arc</strong>. Guy would be so proud to see how we<br />

have advanced the vision <strong>of</strong> this organization. He is dearly missed.<br />

It has been an honor to serve as the President <strong>of</strong> The <strong>Arc</strong> <strong>of</strong><br />

<strong>Chester</strong> <strong>County</strong>. I could not be more proud <strong>of</strong> this organization<br />

and the hard work and determination <strong>of</strong> everyone involved.<br />

Whether you are a volunteer, donor, or staff member, each one<br />

<strong>of</strong> you makes a difference in the lives <strong>of</strong> the individuals we<br />

serve. On behalf <strong>of</strong> the Board <strong>of</strong> Directors, I sincerely thank<br />

you for all that you do!<br />

T H E P R E S I D E N T ’ S A W A R D<br />

The <strong>Arc</strong> <strong>of</strong> <strong>Chester</strong> <strong>County</strong> was pleased to present the 2005 President's Award to the <strong>Chester</strong> <strong>County</strong> Mothers <strong>of</strong> Multiples Club<br />

(CCMOMC) for creating Sky's The Limit All-Abilities Playground - <strong>Chester</strong> <strong>County</strong>'s first fully handicapped accessible playground.<br />

CCMOMC is an organization for mothers <strong>of</strong> twins, triplets and higher order multiples. The organization spent more than three years making<br />

the first 100 percent handicap-accessible playground a reality in <strong>Chester</strong> <strong>County</strong>. In June 2001, the organization began a fund-raising campaign<br />

to build the playground. In March <strong>of</strong> 2002, in partnership with the borough <strong>of</strong> Downingtown, they secured the location <strong>of</strong> Rotary Grove in<br />

Kerr Park in Downingtown for the project. In June <strong>of</strong> 2004, the organization broke ground on the 12,000 square foot fenced playground that<br />

features themed structures such as a castle, fire truck and fort. Special features include ramped structures for the disabled, a mobility-friendly<br />

smooth tile safety flooring, high-back special needs swings, transfer stations for wheelchair users, auditory activities, and Braille on play<br />

panels. In addition, all <strong>of</strong> the traditional activities are included: slides, swings, monkey bars and climbers. CCMOMC generated more than<br />

$370,000 in contributions and in-kind services from public and private grants, local companies and friends to make the playground a reality.<br />

The opening ceremony’s keynote speaker was The <strong>Arc</strong>’s own, Anne Bernstein, Program<br />

Director for Early Intervention & Social Work Services. She spoke on the importance<br />

<strong>of</strong> play, in all its different aspects, from social, emotional, physical, creative, cognitive,<br />

and affective. “You have taken a basic concept and need and created a paradise,”<br />

she told the members <strong>of</strong> the CCMOMC. “You established a place where not only<br />

all children are welcome, but all children AND families belong. This priceless<br />

gift is one that a few short years ago, people only dreamed about!” The <strong>Arc</strong> <strong>of</strong><br />

<strong>Chester</strong> <strong>County</strong> proudly recognizes <strong>Chester</strong> <strong>County</strong> Mothers <strong>of</strong> Multiples Club<br />

for their dedication and commitment to children with disabilities in our community.<br />

First Step - Early Intervention<br />

T.O.T. C.L.A.S.S. LAUNCHED<br />

<strong>Chester</strong> <strong>County</strong> is among the highest in the state in the<br />

number <strong>of</strong> newly diagnosed cases <strong>of</strong> children with Autism<br />

Spectrum disorders. With Autism on a steady rise locally,<br />

The <strong>Arc</strong> <strong>of</strong> <strong>Chester</strong> <strong>County</strong> responded by developing the<br />

T.O.T. C.L.A.S.S. to serve this growing population.<br />

In September <strong>of</strong> 2004, thanks to a grant from the Marshall-<br />

Reynolds Foundation, The <strong>Arc</strong> <strong>of</strong> <strong>Chester</strong> <strong>County</strong>’s Early<br />

Intervention Program developed and implemented the<br />

Teaching Our Toddlers, Concepts, Language, And<br />

Socialization Skills (T.O.T. C.L.A.S.S.) program which is an<br />

intensive educational and therapeutic program for children<br />

ages 0-3 diagnosed on the Autism Spectrum. This specialized<br />

program utilizes a combination <strong>of</strong> small group classroom<br />

settings, and home and community settings to implement<br />

each child’s Individual Family Service Plan (IFSP). Parent<br />

training is an integral component <strong>of</strong> this program.<br />

T.O.T. teaches both the parents and the children with Autism<br />

Spectrum Disorders to adapt, maneuver and overcome life’s<br />

every day tasks. “If you don’t have a child with this disorder,<br />

you can’t even imagine how difficult and traumatic everyday<br />

life events like shopping, getting a haircut, eating out or going<br />

to the doctor can be for a child with Autism,” explains Anne<br />

Bernstein, Program Director, Early Intervention & Social Work.<br />

What makes this program so unique is that it focuses on<br />

the child’s individual needs and then helps the child and<br />

family adapt and assimilate to everyday life events. Each<br />

T.O.T. class meets twice weekly for three hours and has a<br />

maximum <strong>of</strong> four children, two teaching staff, a speech<br />

therapist, occupational therapist, and a social worker or<br />

family support person. In addition to classroom time, the<br />

teacher meets with each family in the home or community<br />

setting for 1.5 hours a week to work on routines based on<br />

intervention within natural environments (i.e. trip to the<br />

barber, shoe store, doctor’s <strong>of</strong>fice or out for a meal).<br />

Additionally, the speech therapist, occupational therapist<br />

and social worker meet with the parents monthly to review<br />

programs and discuss effective strategies.<br />

At the end <strong>of</strong> each 15-week session, a program evaluation is<br />

completed with inputs from the parent and each pr<strong>of</strong>essional<br />

to review progress and determine necessary changes. The<br />

IFSP’s for each child are reviewed monthly to determine if<br />

program methodology is assisting the child and family and<br />

if progress is being made toward identified personal goals.<br />

As the awareness and early diagnoses <strong>of</strong> Autism Spectrum<br />

Disorders continues to increase, The <strong>Arc</strong> <strong>of</strong> <strong>Chester</strong><br />

<strong>County</strong> will remain committed to providing specialized<br />

and individualized care for these children. With early<br />

intervention and specialized care, children with Autism<br />

Spectrum Disorders can grow up living very fulfilling,<br />

productive and <strong>of</strong>ten times amazing lives!<br />

The <strong>Arc</strong> <strong>of</strong><br />

<strong>Chester</strong> <strong>County</strong><br />

has the answers!<br />

Having a child or family member with special<br />

needs can be challenging in itself but coupled<br />

with the daunting task <strong>of</strong> navigating the system<br />

for care, resources, assistance, advocacy<br />

and support, it can be overwhelming. To help<br />

families and individuals with disabilities find<br />

information and resources, The <strong>Arc</strong> <strong>of</strong> <strong>Chester</strong><br />

<strong>County</strong> created <strong>Chester</strong> <strong>County</strong>’s first Family<br />

Resource Center and Resource Manual.<br />

The on-site Center is available to any <strong>Chester</strong><br />

<strong>County</strong> resident, their family member or<br />

advocate/pr<strong>of</strong>essional and is designed to<br />

provide resources and information on a variety<br />

<strong>of</strong> areas that touch the lives <strong>of</strong> people who<br />

have special needs. Thanks to grant funding<br />

from The Pennsylvania Developmental Disabilities<br />

Council, The <strong>Arc</strong> was able to hire a Family<br />

Resource Coordinator to be responsible for the<br />

development <strong>of</strong> the Center and The Resource<br />

Manual for Families and Advocates <strong>of</strong> Adults<br />

and Children with Special Needs. The center<br />

is also a means to connect people with<br />

each other in an effort to promote<br />

networking opportunities and to facilitate<br />

families helping other families.<br />

The Resource Manual is an extremely<br />

comprehensive document containing e-mail<br />

addresses, phone numbers and mail addresses<br />

<strong>of</strong> organizations and individuals dedicated to<br />

providing information and support to people<br />

with disabilities and their families. Some<br />

materials are available in Spanish. It can<br />

be accessed via The <strong>Arc</strong>’s website,<br />

www.arc<strong>of</strong>chestercounty.org, the <strong>Chester</strong><br />

<strong>County</strong> Intermediate Unit’s website and the<br />

<strong>Chester</strong> <strong>County</strong> Department <strong>of</strong> Mental Health<br />

and Mental Retardation. It is also available in<br />

printed format or on floppy disc on site or can<br />

be mailed upon request. It is updated bi-monthly<br />

in an on-going effort to provide the most current<br />

and helpful information. The Coordinator can<br />

help with the process <strong>of</strong> finding resources<br />

and information on the Web as well as being<br />

available on a limited basis to meet with<br />

people at The <strong>Arc</strong> <strong>of</strong>fice to access our computer<br />

network/internet for resources.<br />

The Family Resource Center and Manual<br />

have had a positive impact on our community.<br />

The <strong>Arc</strong> <strong>of</strong> <strong>Chester</strong> <strong>County</strong> regularly updates the<br />

Manual and plans to continue the development<br />

<strong>of</strong> the Center to increase the population and<br />

disabilities being served. The goal is to be the<br />

primary hub <strong>of</strong> information for all families facing<br />

disability issues. The <strong>Arc</strong> looks to acquire more<br />

materials that are published in Spanish, large<br />

print and Braille. The <strong>Arc</strong> <strong>of</strong> <strong>Chester</strong> <strong>County</strong> is<br />

grateful to the Pennsylvania Developmental<br />

Disabilities Council for the initial funding.<br />

EMPLOYER OF THE YEAR<br />

The <strong>Arc</strong> <strong>of</strong> <strong>Chester</strong> <strong>County</strong> was pleased to award TJ Maxx <strong>of</strong> Exton,<br />

PA with the 2005 Employer <strong>of</strong> the Year Award at the <strong>Annual</strong> Meeting<br />

& Picnic on June 18, 2005. Accepting the award for TJ Maxx was<br />

Mr. Jim Condron. The management and staff at TJ Maxx have<br />

been true community advocates for employees with special<br />

needs, hearing the call for inclusion and answering it in a big<br />

way! For many years, TJ Maxx has been receptive to employing<br />

consumers who receive employment support services from<br />

The <strong>Arc</strong> <strong>of</strong> <strong>Chester</strong> <strong>County</strong>, and various other county agencies,<br />

with the astute foresight to recognize that everyone wins<br />

through partnership.<br />

TJ Maxx currently employs two young ladies supported by The<br />

<strong>Arc</strong>’s Comprehensive Employment Services (CES). One young<br />

lady has celebrated five years serving customers in the fitting<br />

room, and processing shoes, sunglasses, and luggage. Another<br />

individual is enjoying her second year as a fitting room clerk.<br />

Both ladies were trained by co-workers who became friends,<br />

and have since participated in the training <strong>of</strong> new employees<br />

themselves. These ladies and others have become a part <strong>of</strong><br />

the team - a key word at TJ Maxx, sharing conversation, birthday<br />

cakes and pizza parties in the break room.<br />

The managers, past and present, have been friends and<br />

mentors, <strong>of</strong>fering advice and redirection, even abbreviating<br />

their names to initials to make them easier to remember. They<br />

have maintained their commitment even through management<br />

changes and have provided a smooth transition <strong>of</strong> supervision to<br />

all their employees. They are able to effectively address issues with<br />

the employees and their CES job coaches and implement on-site<br />

accommodations whenever necessary. They make sure the<br />

employees know they are valued as workers, and as individuals.<br />

The <strong>Arc</strong> <strong>of</strong> <strong>Chester</strong> <strong>County</strong> gratefully acknowledges TJ Maxx in Exton,<br />

its management team, and staff for their dedication to helping build<br />

better lives for people with disabilities.<br />

Guy was born in Darby and raised in<br />

Newtown Square, PA. He was a graduate<br />

<strong>of</strong> Marple-Newtown High School. In<br />

addition to his work with The <strong>Arc</strong>, Guy<br />

was an active member <strong>of</strong> the board <strong>of</strong><br />

directors for The Vanguard School. Some<br />
