Our mission is to preserve, protect, and 

when needed, provide families. Motivated 

by compassion for vulnerable children, 

young adults, frail elderly and their families, 

we provide high-quality and innovative 

services that meet their social, 

educational and emotional needs.

What We Do 

Children’s Aid and Family Services is one of northern New 

Jersey’s leading nonprofit providers of human services and child 

welfare programs. We primarily help children who don’t have 

families able to care for them, and we support children, young 

adults, the elderly and their families through the everyday 

challenges and transitions in life. While placing children with 

foster and adoptive families is still one of our core commitments, 

we’ve evolved to keep pace with a changing world. Since 

1899, we’ve been helping the most vulnerable people in our 

community improve their lives. Our services include: 

■ Foster care and adoption for infants, children and teenagers 

with special needs. 

■ Providing and supporting adoptive and foster families for 

children who continue to heal from the trauma they’ve 

endured, and are ready to live with a family. 

■ Therapeutic foster homes for children and teenagers who can 

no longer live with their birth families for a variety of reasons, 

most commonly abuse and neglect. 

■ Supplying nutritional formula and diapers to low-income 

parents of children ages two and younger. 

■ Offering scholarships to children of low-income parents so 

they can attend Turrell Child Care & Early Learning Center 

and have access to high-quality educational opportunities. 

■ Providing in-home support services for children and young 

adults with developmental disabilities. 

■ Clinical support and coaching programs for children and 

adolescents to help them make healthy and positive life 

choices. 

■ Helping young adults who are “aging out” of foster care to 

obtain and maintain housing, medical services, education and 

work. 

■ Providing community and school-based education programs 

about substance abuse, and advocating for responsive 

prevention and treatment services.

Message 

FROM THE PRESIDENT & CEO AND BOARD CHAIR 

A new beginning is a powerful gift to those we 

serve. Thanks to you, our donors and volunteers, 

the agency has been able to give thousands of 

vulnerable children and families second chances 

throughout our 112-year history. Simply put, 

together we change lives. For example, the fragile 

babies with complicated medical needs receive the 

gentle love and nurturing of specially trained foster 

parents in our Medically Needy Infants and Toddlers 

Foster Care program. We give them a second chance 

at a healthy and happy childhood. For low-income 

families struggling to provide the essentials for their 

infants and toddlers, we help reduce their anxiety and 

give them another chance at peace of mind through 

our Baby Basics program. 

The theme of second chances is perhaps most 

often seen in the lives of our foster children. Their 

childhoods were fractured at best. Most have 

suffered severe abuse and neglect. They 

have been separated from their birth 

parents and made multiple moves from 

home to home. But with the structure 

and nurturing offered by our 

professional staff in our group 

homes, along with therapeutic 

help and critical support services 

such as tutoring and life skills 

development, the children often 

overcome their harsh beginnings 

and go on to have productive 

and rewarding futures. As they 

grow and eventually “age out” 

of foster care, your support 

enables us to help them make 

the often difficult transition into 

adulthood. We help them find 

housing, medical services, 

education and work, all of which give them a second 

chance to build a solid, productive future. 

Last year was one in which we laid the groundwork 

to provide second chances for even more 

vulnerable children and their families and remain a 

strong, vital force of caring within the community. 

We launched the new Medical Services and 

Advocacy Center to serve our children in foster 

care, the majority of whom have pre-existing medical 

conditions, as well as histories of trauma, abuse and 

neglect. Before entering our care, their access to 

medical care had been inconsistent; some have 

received little or no medical care, and others have 

gone from one foster home to another and, as a 

result, have never seen the same doctor twice. The 

new Center will increase the agency’s ability to meet 

the complex medical needs of the medically fragile 

infants, as well as the older children and teenagers in 

our foster care programs. Services such as medical 

screenings, prevention education, and care 

coordination with primary care physicians and 

specialists will be provided by the pediatrician 

and nurses on the medical team. 

To help even more vulnerable 

children, in 2010, the agency was 

named an approved provider for 

developmentally disabled children 

by the NJ Department of Human 

Services, Division of Developmental 

Disabilities (DDD). We will be caring 

for children with severe challenges, 

including mental retardation, autism, 

cerebral palsy and epilepsy, and in 

some cases, significant behavioral 

issues, in a community residence setting. 

Historically, many of these children

have been living in out-of-state facilities because there 

has been a lack of appropriate programs and resources 

within the state. A heartbreaking effect of this has 

been the strain on families who are unable to spend 

meaningful time with their children with disabilities. 

By bringing these children back to New Jersey, the 

families can spend more time together. 

Last year, the agency was awarded a federal 

grant to launch WISE (Wrap-Around Intensive Services 

for Families) in partnership with Wynona’s House 

Child Advocacy Center in Newark and Children’s 

Hospital at Newark Beth Israel Medical Center’s Metro 

Regional Child Abuse Diagnostics and Treatment 

Center. Only three such grants were awarded 

nationwide. WISE Families is a community-based 

program that provides specialized assessment, treatment 

and support services to children who have been 

sexually abused by another member of the victim’s 

family or household. This is a pioneering program that 

works with all members of the family to help them 

recover from the abuse and make changes to ensure 

the family environment is safe and healthy for everyone. 

This has been a busy and challenging year, during 

which we’ve continued to grow and add vital services. 

The new initiatives expand on the agency’s strengths 

and allow us to provide critical help and resources to

even more children and families in need. We have 

been able to do this because of our generous donors, 

dedicated Board of Trustees, hardworking volunteers 

and talented staff. On behalf of the Board and staff,

2010 Memorable Moments

■ The Baby Basics program provided 

free diapers, nutritional 

formula and baby wipes for 179 

babies of low-income families, 

a record number. In 2010, the 

program distributed 295,680 

diapers and 38,880 ounces of 

formula. Baby Basics also assisted 

an additional 175 families facing 

financial difficulties, with donations 

of clothing, toys, books, 

strollers, cribs, high chairs, infant 

carriers and toiletries. 

■ The agency launched the new 

Medical Services and Advocacy 

Center to serve our children in 

foster care. The majority of them 

have pre-existing medical 

conditions, as well as histories of 

trauma, abuse and neglect. The 

launch of the Center will increase 

the agency’s ability to coordinate 

and support the complex medical

parents nurtured 68 infants and toddlers.

■ In 2010, the agency found 29 loving homes 

for foster and adoptive children. With the 

stability of a family, these children can begin 

to heal from the trauma they’ve endured. 

■ The Turrell Child Care & Early Learning 

Center provided scholarship assistance to 

nearly 45 percent of its families, allowing the 

children of low-income parents to receive 

high-quality educational opportunities. The 

Elaine Adler Toy Library is a valuable 

resource, allowing families to borrow toys, 

games and books. 

■ In 2010, the agency was named an approved 

provider for developmentally disabled children 

by the NJ Department of Human Services, 

Division of Developmental Disabilities (DDD). 

This launches our program to care for children 

with severe challenges, in a community 

residence setting. 

■ We strengthened our commitment to 

educational services. Every one of our 

children in foster care has an educational 

surrogate to ensure they get the support 

they need. Additionally, 54 of the children 

now have tutors.

■ We applaud the many small businesses,

■ Our Center for Alcohol and 

Drug Resources implemented 

evidence-based drinking and 

drug use prevention and education 

programs. We reached 

4,874 youth and 4,084 adults. 

We answered 2,081 calls for help 

and requests for information. 

The Center created the coalition 

CARDD (Connected Around 

Responsible Drinking Decisions) 

to reduce the prevalence of 

drunk driving car accidents 

among 18 - 25 year olds in 

Bergen County. 

■ More than 600 

dedicated volunteers 

played a vital role in 

our ability to help 

vulnerable children 

and families. The

$150,000 to

Agency Endowment & Named Funds 

The Anne Goheen Crane Endowment Fund 

The agency’s principal endowment fund provides unrestricted funds that can be directed to areas of 

greatest need. It is used to support mission commitments to keep services accessible to all, regardless 

of ability to pay. It provides the ability to anticipate changing needs, respond to the unexpected and 

to be less vulnerable to economic fluctuations. 

The Ethel G. and Arthur B. Toan, Jr. Fund 

This fund provides unrestricted support that can be directed to any area of need within the agency. 

Endowment for Medical Services 

A dedicated endowment fund that was launched in 2010 to support the new Medical Services and 

Advocacy Center for children in foster care and to support other vulnerable children. 

The Anne and John Oros Fund 

This fund provides dedicated college scholarship support for children who were fostered as infants by 

the Oros family and in the future, to support other teens who have aged out of foster care and are 

attending college. 

Margaret Pasmantier Community Life Education Fund 

Established in memory of Margaret Pasmantier, a long-time agency volunteer, this funds a variety of 

community educational programs. 

Julie Lynne Zipper Memorial Fund 

This fund was established in memory of Julie Lynne Zipper, a tragic victim of the World Trade Center 

attacks of 2001. As a lasting tribute to Julie and in recognition of her love for the Turrell Child Care 

& Early Learning Center in Paramus – attended by her son Jason – the fund provides scholarships for 

staff members who wish to further their education in early childhood learning. 

The Thomas R.S. Burgin Parents Fund 

This fund provides financial assistance to teens aging out of foster care and attending college or 

vocational training. It is also available to fund tutoring and other special educational needs for 

children in the agency’s care. The transition to college can be difficult for many teens, and for those 

leaving foster care and lacking the usual family support system, this transition is harder. Teens 

graduating from foster care within the State are eligible for free tuition, room, board, and selected 

educational expenses, provided they study in New Jersey. However, they have no means of financial 

assistance to fund clothing, toiletries or other day-to-day living expenses. The Thomas R.S. Burgin 

Parents Fund provides this support, as well as serves as a source of emergency funding for any former 

client of one of our foster care programs. 

The Barbara Abney Bolger Fund 

Formed in honor of long-standing volunteer and Honorary Board member, Barbara Abney Bolger, the 

Fund provides for the maintenance, renovation and other capital needs of the Woodlea and PATH I 

group homes. 

The Leda M. Jadrosich Fund 

Established in memory of Leda M. Jadrosich, this fund supports all aspects of the agency’s adoption
