1. Welcome & Introduction 

Neste Oil Rally Finland 2012 

Looking back one year, we boldly took our event to new horizons and new audiences. We introduced almost one 

third of unknown territory to our competitors and took them to one of the most beautiful locations in the world ever 

used as a remote service area. 

From these adventures we have now taken the best experiences, having listened to the teams, the media and - most 

importantly - our fans, and have refined all this into what we think is very close to perfection. 

In 2012, the rally will take us just as far from our traditional Jyväskylä base as last year, but will do it more gently, 

not braking a good flow for the weekend. While the Qualification spectacle is kicking off the proper rally action on 

Wednesday evening, Thursday will be taking us to Lahti where the Sibelius House and city harbour are welcoming 

us for a Rally Show. The Thursday with its three stages, one being a Super Special at the Jokimaa trotting track, will 

end with a flexi-service in the Jyväskylä Paviljonki Service Park. 

Rest of the weekend will be spent firmly in and around the City of Jyväskylä. Friday will be spent on some regular 

“Friday stages”, finishing the day at the Killeri Super Special. Saturday will be a tricky one. Familiar names on the 

itinerary, but changing directions and the return of Ouninpohja will definitely keep the drivers on their toes during 

recce and rally! 

Saturday will be finished of with the podium ceremonies in the Jyväskylä Paviljonki Service Park, where some of you 

may even get the chance of enjoying the festivities from a bird’s eye perspective, from the safe confines of your hotel 

room in the brand new Sokos Hotel Paviljonki, right in the middle of the service area. 

With all the action from the 18 stages, beautiful Finnish landscapes and efficient but friendly marshals and officials 

taking care of you, we are sure that you will all enjoy your stay with us. We are all looking forward to helping you in 

your preparations for a successful rally.

Environmental Note 

According to the current FIA trend, Neste Oil Rally Finland will also do its utmost to reduce its carbon footprint. 

One important factor is the number of print outs made from various documents. Rally Guides 1 & 2 will only be 

published on the event website and a bare minimum of supplementary regulations will be printed for the key 

officials and competitors. 

We would appreciate all competitors joining us for this campaign by informing us early the number of road books 

and other printed documents they need (should this be less than the regulatory package), so we do not end up 

throwing a lot of unused materials straight to recycling.

4.2 Criteria for Acceptance of Entries 

Anyone wishing to take part in Neste Oil Rally Finland 2012 must fill in the electric entry form published at the same 

time with the Supplementary Regulations of the rally on the event website (via KITI-Service). The entry form must be 

filled in before Monday 2 July 2012 at 18.00 Finnish time (17.00 CET). All competitors entering the event must use 

this electric entry form, except Manufacturers and WRC Teams entered in the FIA WRC who may use the standard 

FIA entry form, if they wish to do so. 

To be accepted, competitors must send a proof of payment of the entry fee by e-mail to event secretary by the 

close of entries (a scanned copy of the bank transfer will do). Competitors and drivers wishing to enter international 

competitions organised abroad, may only do so with the approval of their own ASN.

4.6 Guest Drivers for Support Championships and Priority 3 Drivers 

According to article 8.5 (FIA WRC Regulations) each organiser of a Support Championship (S-WRC) rally may 

nominate 2 guest drivers (holding a licence issued by their ASN) not entered in the Championship to take part 

in the rally organised on the territory of that ASN. 

The Finnish ASN, AKK-Motorsport, has decided to nominate these drivers according to the following criteria: 

1. Leader in Class SM1 of the FRC after Round 4 (POPPankki SM-Ralli) in the Finnish Rally Championship 

2. Member of the AKK-Motorsport driver academy 

3. In case of no interest from those above, others in discretion of the organiser 

More information about the guest driver entries for Finnish drivers will be given in an information bulletin in 

Finnish on the event website. 

In 2012, it is possible for drivers of cars in classes 2 and 3 to apply to the organiser for a Priority 3 status for 

the event. Such applications must be supported by a letter from the driver’s ASN and his results must justify 

P3 inclusion (FIA WRC, Art. 11.3). It must be noted that these drivers will have to follow the rules pertaining 

to the SWRC, but they are not eligible to collect any points for it. Any P3 status is always at the discretion of 

the FIA. 

5. Service Park 

5.1 Location 

GPS Coordinates: North 62° 14.271’ East 25° 45.352’ 

The Service Park is located in the area around the Jyväskylä Paviljonki Rally HQ and Jyväskylä Harbour. Manufacturers 

and WRC Teams entered to the FIA WRC will have their designated areas in the Service Park according to the 

Championship Regulations. There will be a dedicated area for the auxiliary vehicles in an auxiliary parking area 

within the Service Park. Due to the restricted space in the Service Park, private entries will not be given any auxiliary 

plates. 

Part of the service bays for the support championship and private entries will be located inside the exhibition halls 

where the use of generators is not permitted. The exhibition halls have a concrete floor, the outside areas are on 

gravel or equivalent surface. 

The area of Paviljonki HQ is still under major development, so the layout of the Service Park has changed again

from previous year. As the area is currently undergoing major construction works which full effect on the area in 

our disposal is currently not confirmed, a preliminary layout of the Paviljonki Service Park will be published in Rally 

Guide 2. 

Final lay-out with competitor locations will be published at the event website on Wednesday 25 July. 

5.2 Access to the Service Park 

The Service Park will be opened on Wednesday, 1 August 2012 at 12.00 for the non-priority drivers. Priority drivers 

should report to the Service Park Co-ordinator before arriving to the area. 

All parties are kindly asked to respect these opening times. Manufacturers, WRC Teams or Tyre Manufacturers 

wishing to bring equipment or sea containers to the Service Park area before the rally week must inform the 

organiser thereof. If the organiser has not received such notification, we cannot guarantee any access to the area. 

All costs of moving the equipment either within or from outside the Service Park to its final position will be borne by 

the relevant owner of the equipment. 

Competitors are kindly asked to remind all their team staff to always carry their Team/Service Passes, as the organiser 

will be collecting an admission fee into the service park from anyone without a valid pass. 

5.3 Facilities in the Service Park 

The organiser will be offering the following facilities in the Service Park: 

- waste collection for mixed waste, oil, paper etc. 

- toilet facilities (these exist both in the outside area as well as inside the HQ building) 

- portable toilets at team area (for Manufacturers and WRC Teams as per WRC Regulations) 

- WLAN connection (cable connection available for Manufacturers and WRC Team by request) 

- general security in the service park area 

- water (direct pipelines to Manufacturers and WRC Teams plus common sources for others) 

- car wash before the TC IN 

The organiser can contract various additional services for the Manufacturers, WRC Teams and Tyre Manufacturers 

DMACK and Michelin. The following can be ordered through the organiser: 

- extra security services 

- additional portable toilets to your team area 

- portable waste water tanks 

- waste water tank and motorhome septic tank emptying 

- electricity 

- forklift service and sea container handling 

Extra Facilities order form will be published on event website together with Supplementary Regulations. 

6. Two-way Radio 

GSM and UMTS mobile stations, LA (CB), PR 27 and PMR 446 (analog and digital) telephones are exempted from 

licensing, provided they fulfill the requirements of relevant equipment standards and specifications. The use of all 

other kinds of radio transmitters is subject to a licence issued by the Finnish Communications Regulatory Authority 

(FICORA). FICORA shall be notified of the frequencies in the equipment in question, upon which it will decide on 

assigning the customer a suitable frequency and will issue a licence for the radio transmitter. 

Throughout the rally, the use of frequencies for amateur radio is prohibited. 

At the pre-event scrutineering, the radio transmitters and licences will be inspected. Radio transmitters in aircrafts 

will be inspected, too. 

The use of radio transmitters will be monitored throughout the rally. Unlicensed use, or use outside the terms of 

a licence, of a radio transmitter, may lead, in case of serious interference, to prohibition of the use of the radio 

transmitter, in accordance with the Act on Radio Frequencies and Telecommunications Equipment in Finland.

7. Tyres and Fuel 

7.1 Tyre Suppliers

7.2 Competitor Requirements 

7.2.1 Entrants of 4WD cars 

All entrants of 4WD cars must use the specific tyres produced by the FIA nominated tyre companies (see 7.1) except 

for 4WD 2litre turbocharged Gp. N cars driven by non-priority drivers. 

7.2.2 Priority 2 & 3 drivers 

Prioriy 2 & 3 drivers of 4WD cars must use FIA specified tyres supplied by the nominated tyre companies (see 7.1). 

7.2.3 Priority 3 drivers of 2WD cars 

Priority 3 drivers of 2WD cars may use free tyres. such tyres must be conformity with Appendix J and Appendix V of 

FIA WRC Regulations. 

7.2.4 Non-priority drivers 

When driven by non-priority drivers, all 2WD cars and Gp. N 2-litre turbocharged cars may use free tyres. Such tyres 

must be conformity with Appendix J and Appendix V of FIA WRC Regulations. 

7.3 Collection of Tyres and tyre service during the event 

Michelin and DMACK will transport tyres to the event and supply the tyres to be used during the event in accordance 

with FIA WRC regulations. 

7.3.1 Michelin 

Michelin, through their logistics partner Ceerta, offers their Latitude Cross S1 for 315 Euros plus VAT. The tyre comes 

in differing patterns for left and right (L/R). Fitting is included in the price. 

The tyres must be ordered at wrc.order@ceerta.com. A proforma invoice will be sent to the competitor and this 

must be paid before the event. Only tyres used must be paid for – unused tyres may be returned to Michelin and a 

refund will be paid for these. Credit cards are accepted but with a 3% surcharge. 

Test tyres can be ordered through the same channel. The price is the same with transport costs added. WRC tyres 

cannot be ordered through your local Michelin dealer!

7.3.2 DMACK 

In our event, DMACK offers their DMG+PLUS gravel tyre (compound will be announced in Supplemetary Regulations) 

for 180 Euros plus VAT. The tyre comes in differing patterns for left and right in 205/65 R 15 for 7 x 15 inch rims. 

Fitting is included in the price.

7.5 FIA Fuel and Fast Couplings 

Refuelling will be located at the Service Park Paviljonki (Free Practice/Qualifying, Sections 1, 4, 5, 6, 7, 8 and 9 ), as 

well as in Vierumäki (Section 1 and 3), Äänekoski (Sections 5 and 6) and Jämsä (Section 10). The competitors need 

to pay special attention to the various refuel locations when making their service plans. 

All cars of the Priority drivers must be fitted with FIA fuel sample couplings for taking fuel samples and with fast 

couplings for refuelling. All competitors must comply with WRC regulations Art 59.3.2. 

The use of FIA fuel is obligatory for all Priority drivers. No later than 3 weeks prior to the event (11 July 2012), the 

competitors must notify their fuel requirements to the sole supplier Petrochem Carless Ltd. at the following address:

7.6 Dispensing of FIA Fuel 

For sporting, environmental and safety reasons, during the rally the fuel must be dispensed from a single source. 

Thus all cars must use this centralised refuel service. The total price of the fuel will be 4.90 € per litre, including the 

refuel services at the site of the event.

It is a condition of supply that payment must be received in full before delivery can be made. All fuel supplies must 

be pre-paid no later than Wednesday, 18 July 2012. 

Credit Card payments will carry a 5% surcharge. American Express is not accepted. 

The balance of the non-used fuel will be cleared after the rally. 

7.7 Dispensing of 98E Pump Fuel and Diesel 

For the non-priority drivers, the use of FIA fuel is not obligatory and normal pump fuel and Diesel may be used from 

petrol stations directed in the Road Book of the rally. As previous years, the organiser has managed to find suitable 

petrol stations along the route of the rally to be used for non-priority drivers’ refuelling, which means considerable 

savings in their event budgets. 

However, these drivers’ attention is drawn to the fact that the list of available petrol stations for the 98E pump 

fuel and Diesel will be published later as a separate document (these will also be shown in the Road Book), i.e. the 

locations are not given in the itinerary of the rally (as Appendix 1) and the distances from one refuel to the next 

are different from the ones given in the afore mentioned itinerary. More details of the refuel process at the petrol 

stations will be given in Rally Guide 2. 

8. Import of Vehicles and Spare Parts 

8.1 Competitors from the European Union 

Competitors coming from the European Union do not need to make any special customs clearance. They may use 

any vehicle in Finland for up to 6 months without clearing it, provided that the vehicle is not brought to Finland 

with the intention of selling it. All vehicles need to have a valid traffic insurance. Tyres and spare parts can also be 

imported without clearance. 

It is always good to have a list of tools and equipment you bring into the country, in case you will be asked to prove 

what you had with you on the way in. 

8.2 Competitors from outside the European Union 

Competitors coming from outside the European Union will have to report at the customs on their way in. Please 

prepare a list of all the tools and equipment you are bringing with you. This list will be stamped at the customs and 

they may collect a security (the amount is negotiable). Tyres are under customs as they are non-durable goods. The 

customs payment will be returned if the used tyres are exported from the country on the way out, as well as the 

security, if all equipment is exported.

9. Helicopters 

9.1 Registration & Briefing 

As in previous years, the organiser will be working in close co-operation with the Finnish Civil Aviation Authorities. 

This means all pilots using the helipads provided by the organiser must attend the pilots’ briefing and must acquire 

the organiser’s pilots’ pack, including all GPS coordinates, aviation / rally maps, list of helicopters and pilots and the 

necessary ID plates for the helicopter. Price for this package will be announced in May. 

Details about pilot´s briefing will be given in Rally Guide 2. The operators must be ready to present all necessary 

documentation at the briefing, as well as to send copies of the required pilots’/operators’ licences already at the 

time of registration. These may also be submitted to FCAA/TraFi at an earlier date in order to speed up the process 

at the briefing. More information will be given in Rally Guide 2. 

Details of the possible Drop Zone at the Rally HQ / Service Park will be given in Rally Guide 2. 

All pilots wishing to use the other official helipads of the rally must register with the organiser using the registration 

form, which can be found on the event website early May at the latest. There may be restrictions concerning aircraft 

type used or experience level of the pilot. Deadline for the submission of helicopter registration forms is Friday 6 

July 2012 .

In Finland, you must always have the landowners permission to land. Should any helicopter land without such 

permission, the landowner may charge whichever sum he may see suitable. 

Flight safety rules will be published together with the Pilot´s Book, as a separate document.

The official HQ Hotel for Neste Oil Rally Finland, Sokos Hotel Alexandra, will host the Neste Oil Rally Finland box

centrally in Jyväskylä, opposite the railway station and only a short walking distance from Jyväskylä Paviljonki.

12. Reconnaissance 

12.1 Registration for Reconnaissance 

Reconnaissance registration will take place as follows:

For the Priority 1 & 2 drivers, the materials can be collected by a team member duly designated in writing. Others

12.2 Reconnaissance only Registration 

Any driver wishing to take part in reconnaissance only, must respect the regulations of reconnaissance in its entirety 

(see 2012 FIA WRC Regulations and 2012 Supplementary Regulations of Neste Oil Rally Finland). 

A fee of 1 000 € + 9% VAT = 1 090 € for taking part in the reconnaissance must be paid in full. 

12.3 Regulations and Restrictions 

The reconnaissance has been devided to three days in order to make it more convenient for the drivers. The 

competitors will be divided into two groups during the reconnaissance at organisers discression. More specific 

information and detailed schedules will be given in the Supplementary Regulations and Rally Guide 2. 

13. Free practice and Qualifying stage - Shakedown 

13.1 Who may Participate 

Free Practice and Qualifying Stage is mandatory for all Priority 1 and 2 drivers. Shakedown on the same road, after 

Qualifying, will be open to all Priority 3 drivers.

13.3 Location 

Free Practice / Qualifying / Shakedown will take place in Ruuhimäki, 29 km from the Rally HQ. The stage is 4.90 km 

in length. Auxiliary parking area will be available at the karting circuit paddock in Ruuhimäki. Priority 1 and 2 drivers’ 

attention is drawn to the fact that the Road Section to Qualifying Stage starts from Service Park Paviljonki. 

13.4 General Information 

The stage will be run like a special stage. Times will be published in the Rally HQ and Media Centre. Competitors 

must use all safety equipment, just as on special stages during competition. 

Any person found onboard the car during shakedown, who is not part of the entry of the rally must sign a disclaimer 

which indemnifies the organiser. This disclaimer can be collected from the Rally Office. Please inform Secretary of 

the Rally if disclaimer is needed. During Qualifying, the entered crew must be onboard the car. 

14.PR-Activities 

14.1 Start order selection and start of the rally 

Start order selection will take place in Jyväskylä Paviljonki Rally HQ at 21.30 on Wednesday, 1 August. Rally will start 

from the Service Park Paviljonki at 13.30 on Thursday, 2 August. 

Rally Show will take place on Thursday, 2nd of August, at 16.00 in Lahti Harbour. In addition to driver interviews 

various other sideshows connected with the rally will take place in the area, all open to the public. It is recommended 

for teams to bring any promotional material to be given to the rally fans at the Rally Show.

14.2 Mobilia - Rally Hall of Fame 

The Rally Hall of Fame was opened at the automobile and road traffic museum Mobilia in July 2010. To celebrate 

its opening four legendary rally drivers were inducted to its Gallery: Erik Carlsson (Sweden), Paddy Hopkirk (Great 

Britain), Rauno Aaltonen (Finland) and Timo Mäkinen (Finland). Last year two further rally legends were nominated: 

Walter Röhrl (Germany) and Hannu Mikkola (Finland). 

This year two new inductions have again been made to the Rally Hall of Fame’s Gallery: Carlos Sainz and Michèle 

Mouton. Their nominations will be celebrated with a function in Mobilia Museum in May 2012. 

Rally Hall of Fame is an initiative of Finland’s Automobile Sport Federation and Mobilia, the country’s national 

speciality museum of the automobile and transport. Despite its Finnish origins, Rally Hall of Fame is projected as 

a global institution and will reflect worldwide achievement in the sport of rallying. Therefore, nominations to the 

Hall of Fame are made by an international Committee. Michèle Mouton is one of the five Committee members, but 

this time abstained from the decision-making process as soon as it became obvious she was strongly supported for 

induction. 

The international committee will elect new members to the Rally Hall of Fame each year. The inductees are chosen 

from past rally drivers or persons who have otherwise played an active part in the rally world. The nominees will also 

be recognised in the Rally Hall of Fame exhibition with a special section that presents not only general information 

of the careers of the legendary drivers, but also their individual driving gear, vehicles and other memorabilia from 

the era of their careers. 

Mobilia’s Rally Hall of Fame exhibition is located in scenic Kangasala, less than half an hour’s drive from the city 

centre of Tampere and a two-hour drive from Helsinki. Mobilia is open daily, in winter time between 10am-4pm and 

in summer between 10am-8pm. On request, it is possible to arrange group visits to the Rally Hall of Fame outside 

normal opening hours.

accreditation set out by the FIA, the international governing body of motorsport. Please follow the instructions

15.2.3 Electronic Media 

National and international websites, radio stations, TV and other electronic media: All accreditation information and 

application forms will be published on the event website (www.nesteoilrallyfinland.fi) closer to the event. 

15.3 Accreditation Criteria 

Important factors in the decision-making are: 

- Respect of the accreditation deadline 

- Compliance with the requested elements of the procedure 

- Commitment of coverage devoted to the event 

- Match with circulation and/or quality criteria 

Coverage: For a daily news paper, a substantial amount of coverage for the event is required. For example, an 

introductory article in the Thursday edition, follow-up articles in Friday, Saturday and where applicable, Sunday 

editions, plus an event report in the Monday edition. For a weekly or monthly publication, a substantial amount of 

coverage for each event is required. 

Circulation and quality: Accreditation decisions are based on the relative ‘media market’ in the country of the 

applicant. The highest standard of fairness and accuracy are expected as a minimum quality requirement from the 

printed press. 

Photographers applications must follow the same criteria as stated above. In addition publications or agencies 

applying for single round accreditation must supply evidence of independent coverage of a minimum of 15 pictures 

per pass issued at each WRC event they have been accredited for in the previous year’s Championship. 

Please note, FIA regulations state that the number of photographers’ media passes issued for Finnish photographers 

will not exceed the number of 12. 

Freelance journalists must apply for credentials via their own agencies. The onus is on the freelance applicant to 

prove the supply of regular stories to at least five publications corresponding to the FIA accreditation criteria. 

Photo agencies must be able to prove that its pictures have been regularly sold to publications matching the FIA 

criteria and have been paid for at the normal commercial rate. A publication must be able to prove that the pictures 

published are the original work of the publication’s accredited photographer.

Please note that all accredited publications must be on sale to the general public via retail outlets (trade, club or 

internal company magazines will not be accredited). 

15.4 Manufacturers’ Room 

Upon request, the organizer will provide working facilities at the Rally HQ for the press personnel of Manufacturer 

Teams entered in the FIA WRC and tyre companies. For more information, please contact the National Press Officer 

of Neste Oil Rally Finland. 

16. General Facts and Information 

16.1 Medical Information 

At the administrative checks before the rally all drivers must present their Medical Certificate of Aptitude in 

accordance with the FIA medical standards, and as given to them by their own ASN. Normally this Medical Certificate 

of Aptitude is included to International Competitor´s License, but if it is not, competitor is responsible to present a 

separate document. 

A decision in accordance with Finnish law has been taken by the Health Care District Central Finland that an individual 

living elsewhere than in Finland must pay the total cost of treatment received unless other provision has been made 

in international agreements. 

Residents of EU/EEA/ and Switzerland 

By presenting your European Health Insurance Card, you will receive medical treatment on the same terms as the 

local residents. However, not all doctors and hospitals operate within the reimbursement system, which means that 

any costs you incur outside the system will have to be paid by yourself. As a general rule, public health services are 

covered by the reimbursement system. 

The European Health Insurance Card mainly covers emergency treatment in the event of an illness or injury and 

other medically necessary treatment. You can also get medical treatment if you have a pre-existing chronic condition 

that requires medical attention while you are abroad. 

Please contact your national health insurance authorities to get your card before travelling to Finland. 

Residents of other countries 

If you are a resident of a country other than those mentioned above, the patient charge will be the equivalent of the 

total cost of treatment plus the patient charge for an individual living in Finland. 

Payment of the patient charge 

If you require first aid, collection of the patient charge will be made as you leave hospital. Collection of the charge 

will take place in advance in cases where you have agreed with the hospital on treatment that is not urgent. 

Should an insurance institution be responsible for your patient charges, acceptable evidence of this must be 

presented to the hospital. 

All competitors living in the European Community should organise themselves a European Health Insurance Card to 

be able to get free medical services at the communal health care centres and hospitals. 

This card can be obtained from your local social services. 

16.2 General Facts about Finland 

Population 

5.3 million, giving an average density of only 17.4 per sq. kilometre; annual growth rate 0.127%. Life expectancy 

78.66 years. The demographic pyramid resembles that of most other industrial countries, with the middle-aged 

groups predominating. Average household sizes 2.1 persons. 54% of the population live in single-family houses, 46% 

in apartment blocks; room area per person 36 sq. metres. 74% are urban-dwellers, with 1 million in Helsinki and the 

adjacent cities of Espoo and Vantaa. Other major cities include Tampere, Turku, Oulu and Lahti. 

Area 

338,145 sq. kilometres, of which 10% is water. There are more than 60,000 lakes in Finland. 7% of the land is under

cultivation, barley and oats being the main crops. Forests (mainly pine and spruce) cover 76% of the country. 

Climate 

The Finnish climate is considerably milder than one might expect from the country’s northerly location. There are 

major variations in the seasons. During the rally, it is late summer and the weather may vary quite a lot, although it 

is predominantly warm. It can be sunny and warm, well over 20 degrees Celsius or it can rain and be only about 10 

degrees Celsius.

Automatic Teller Machines 

All these banks have several cash dispensers all over the city. They usually operate on Visa/Eurocard. From the 

ATMs you can withdraw notes in denominations of 20 and 50 €. The closest cash dispenser to the Rally HQ is in 

Matkakeskus (the railway station). You can recognise the ATMs from an orange sign ”OTTO”. 

Credit Cards 

All major credit cards are very widely accepted in hotels, car rental offices, department stores, restaurants, shops 

and most taxis. Foreign credit cards can be used to withdraw cash from almost all ATMs. 

Medical Services 

Medicines are sold at pharmacies (APTEEKKI). Usually pharmacies are open until 17.00 or 18.00. There is one 

pharmacy (Yliopiston Apteekki) at Kauppakatu 39, which is open daily 08.00 – 23.00. 

All hospitals have doctors on duty around the clock. In emergencies, patients should be directed to a health care 

centre or hospital emergency unit. Dental care is mainly provided by private practitioners. 

Vaccinations 

There are no regulations requiring visitors to Finland to have vaccinations. 

Water 

The tap water is safe to drink. 

Electricity 

The electric current in Finland is 230 Volts. Plugs and sockets are the same as in the continental countries of the 

European Union. 

Telephones 

There are pre-paid SIM cards available for your GSM mobile phones at ‘R-Kioski’ in various values. 

16.3 City of Jyväskylä 

Neste Oil Rally Finland has been hosted by the City of Jyväskylä since the very beginning of the event, for over 60 

years. The role of the city has grown to be a more central one over the years, as the event has grown from a modest 

concentration run for a handful of enthusiasts to a full-blown world level event. 

General Information 

The city of Jyväskylä was inaugurated as a town in 1837 and is located in the lake district of Central Finland. It is easily 

reached by road, air and water. Lively, youthful Jyväskylä is Finland’s seventh largest city with a population of almost 

130 000. New Jyväskylä was formed at the beginning of 2009 as a result of the merger of Jyväskylä, Jyväskylä Rural 

Municipality and Korpilahti. Today Jyväskylä is a bustling centre for business, education, sports and culture. The 

Jyväskylä region – comprising of the city of Jyväskylä and six municipalities surrounding it – has 170 000 inhabitants. 

Jyväskylä is a school and university town with 45 000 students during the academic year, providing a diversity of 

educational offerings for people of all ages. The multi-disciplinary University of Jyväskylä and Jyväskylä University 

of Applied Sciences and the Jyväskylä Vocational Institute are among Finland’s leading research and educational 

institutions with an increasing number of international students. 

Bustling Centre of Innovation 

Jyväskylä is one of Finland’s five centres of growth. Special expertise can be found in the fields of paper manufacturing 

and paper machinery as well as energy production, environmental, information, welfare and nanotechnology. 

In recent years, Jyväskylä has gained reputation as organiser of many national and international congresses and fairs 

in the Jyväskylän Paviljonki Fair and Congress Centre.

Quality of Life 

The landscape of Jyväskylä is varied with lakes, forests and hills within a walking distance of the city centre. The 

Laajavuori skiing centre and recreation area with its new outdoor theatre facility provides excellent opportunities 

for sports and other activities, and that is where the shakedown of the rally also takes place. Lively pedestrian 

precinct and beautiful university campus right in the city centre are central places for different events. The trail 

around Lake Jyväsjärvi is a great recreational area for both residents and visitors alike. 

The Jyväskylä region is easily reached by land and air: the distance of 270 kilometres from Helsinki takes only 35

16.4 City of Lahti 

Lahti Region 

The Lahti region is Finland’s fifth largest urban region. With its versatile range of services the City of Lahti forms the 

centre of an economic region with 200,000 inhabitants, as well as a thriving business city. The surrounding ridge 

and lake landscapes provide a natural living environment. Lahti is also the gateway to the Finnish Lake District. The 

waterway stretching from Lake Vesijärvi via the Vääksy Canal to Lake Päijänne allows you to reach as far as Central 

Finland by water. 

Lahti occupies an ideal logistic location in the centre of Southern Finland, with good traffic connections to other 

parts of Finland. Lahti is only an hour’s drive away from the greater Helsinki region and Helsinki-Vantaa international 

airport. The new Helsinki–Lahti railway has shortened the travelling time from Helsinki to Lahti to less than 50 

minutes by train. 

City of Innovations and Design 

Lahti is one of Finland’s leading design cities. Designers educated in Lahti have gained international recognition 

especially for their jewellery and industrial design. Other areas of expertise include metal, woodwork and furniture 

industries. In addition, a lot of Finnish environmental expertise is concentrated in Lahti region focusing especially on 

soil and water research, as well as waste treatment and recycling. 

Lahti is internationally known for winter sports and it has hosted the Nordic World Ski Championships six times. In 

addition, Lahti Symphony Orchestra has achieved international award and success for its accounts of Jean Sibelius 

masterpieces. 

The wood-built Sibelius Hall on a beautiful site by Lake Vesijärvi is a model of new technology and modern 

wood construction. The architectural masterpiece plays host to both international congresses and classical and 

entertainment concerts. The Sibelius Hall is worth visiting.

Information concerning licence fees is available at www.ficora.fi . 

The licence fees shall be paid before the radio equipment can be taken into use. The licences 

will be controlled at technical scrutineering. 

GSM mobile stations as well as LA (CB), PR 27 and PMR 446 (analog and digital) telephones are 

exempted from licensing, provided that they fulfil the requirements of relevant equipment standards

and specifi cations. The use of all other kinds of radio transmitters is subject to a licence issued by the 

Finnish Communications Regulatory Authority (FICORA). FICORA shall be notified of the frequencies 

in the equipment in question, upon which it will decide on assigning the customer a suitable 

frequency and will issue a licence for the radio transmitter. 

The radio transmitters and the licences will be inspected during the event. Radio transmitters in 

aircraft will be inspected as well. The use of radio transmitters will be monitored throughout the 

event. Unlicensed use or use outside the terms of the licence of a radio transmitter, may in case of 

serious interference lead to prohibition of the use of the radio transmitter (as stated in the Act on 

Radio Frequencies and Telecommunications Equipment in Finland).

SUPPLY CONDITIONS OF TYRES 

SWRC/PWRC TEAMS AND EVENT COMPETITORS 

YEAR 2012 

We are pleased to specify here below the order procedure for TESTING and for the EVENTS. 

1) COMPANY DATA 

Only at the first order (and in case of changes to the Company details), please fill in the attached

2) HOW TO ORDERING THE TYRES? 

The COMPETITORS must specify the type and the quantity of the TYRES. 

To order the TYRES, please fill in the FORM B attached and send it by E-MAIL:

3) TIMING TO ORDER THE TYRES AND DELIVERY LOCATION 

TYRES for TESTING and for the EVENT will be ordered SEPERATELY no later than 4 (four) weeks (European 

events) and 10 (ten) veeks (overseas events) from the delivery date indicated on our FORM B provided that 

the delivery schedule and the quantity of TYRES are confirmed by CEERTA in writing in the following 15 

business days, In the absence of CEERTA's written confirmation within 15 business days, the TEAMS's 

order will be considered as NOT CONFIRMED by CEERTA. 

The tyres for TESTING will be at disposal at the CEERTA after payment and the shipment will be organised by 

the competitor. 

The tyres for the EVENT will be supplied directly at our technical base in the servicepark. 

On the following EVENTS (Mexico, Argentina, New Zealand), the tyres will be leased by the CEERTA to the 

competitors. At the end of these events, the competitors have to return those tyres used and new. Only the 

used tyres will be invoiced to the competitors as well as the not returned tyres. Moreover, a payment of a 

caution of 50,00 € (VAT not included) will be invoiced per tyre leased and will be refund at the end of the event 

in case the tyres are returned to CEERTA.
