Work is being done to get the incentive program<br />
back in place. Salvagers need to continue to<br />
send their buckets in as they will get reimbursed<br />
for them if the incentives are put in place in the<br />
future. If they do not send them in, they could be<br />
in violation <strong>of</strong> the hazardous waste rules<br />
(Universal Rules) and they would have to wait for<br />
all the past contributors to get paid first. The<br />
ELVS program is keeping track <strong>of</strong> contributors.<br />
Four important reminders:<br />
1. ELVS IS continuing to collect GM switches<br />
without interruption and GM is paying<br />
incentive payments in the legislated states,<br />
though payments may be delayed. The<br />
national program is operating to its full<br />
extent, except for national incentive payments<br />
from the Implementation Fund that<br />
ran out in July 2009.<br />
2. Participants should continue to send in<br />
buckets as they are filled and not hold anything<br />
back in anticipation <strong>of</strong> new incentive<br />
money. People who send in switches get<br />
into the queue for any incentive money that<br />
may become available. If switches are held<br />
back, that participant is at the end <strong>of</strong> the<br />
line for new money.<br />

3. Send full buckets in because ELVS is in a<br />
bucket crunch for three reasons: participants<br />
are holding back due to point 2<br />
above, cash for clunkers brought in new<br />
participants who wanted buckets, and the<br />
GM snafu created a cash flow problem for<br />
ELVS and they couldn’t buy more buckets.<br />
When participants are sending in full buckets<br />
and ELVS has a flow going, then ELVS<br />
can send out buckets automatically again,<br />
which we all want.<br />
4. We want to see ABS modules (as well as<br />
convenience lighting switches) coming out<br />
<strong>of</strong> Cash for Clunkers. Very significant numbers<br />
<strong>of</strong> Ford and Jeep vehicles with mercury<br />
ABS modules were traded in under Cash<br />
for Clunkers. Very few NVSMRP participants<br />
are removing ABS modules. The<br />
Fords are easy, even when the vehicle is<br />
crushed. Explorer and Mazda Navajo,<br />
Ranger and Mazda B series pickups,<br />
Expedition/Excursion models through MY<br />
2001. (many yards are ignoring trunk<br />
switches also)
