This uncertainty is <strong>the</strong> very reason why regulatory authorities are trying to shift <strong>the</strong>se types <strong>of</strong> credit derivatives<br />
to a central exchange: to better reduce <strong>the</strong> risk that <strong>the</strong> failure <strong>of</strong> a single counterparty will cause a systemic<br />
crisis. <strong>The</strong> failure <strong>of</strong> Lehman Bro<strong>the</strong>rs <strong>and</strong> <strong>the</strong> massive Federal Reserve loans to AIG in September 2008<br />
sharpened concerns about counterparty risk <strong>and</strong> intensified interest in establishing a clearinghouse that will<br />
enable <strong>the</strong> netting <strong>of</strong> <strong>of</strong>fsetting contracts, <strong>the</strong>reby reducing <strong>the</strong> notional amount <strong>of</strong> contracts to a level that<br />
actually represents <strong>the</strong> risk exposure to sellers. Once established, it can set up a fund to cover any losses in<br />
<strong>the</strong> event <strong>of</strong> a member institution default, employ mark-to-market pricing on a daily basis, <strong>and</strong> liquidate <strong>the</strong><br />
positions <strong>of</strong> all member institutions who cannot post additional collateral, <strong>the</strong>reby reducing <strong>the</strong> risk <strong>of</strong> a systemic<br />
crisis. On October 31, 2008, <strong>the</strong> Depository Trust & Clearing Corporation (DTCC) announced that it will publish<br />
aggregate market data from its Trade Information Warehouse, <strong>the</strong> worldwide central trade registry it maintains<br />
on credit derivatives. This type <strong>of</strong> information should help to alleviate market concerns about transparency.<br />
