MESSAGE FROM<br />

THE GROUP MANAGING DIRECTOR<br />

Firstly, let me express my appreciation<br />

to everyone, especially to the staff<br />

members <strong>of</strong> Bina Puri Group <strong>of</strong><br />

Companies. Thank you and may<br />

everyone in good health, enjoy the<br />

happy moments with your family.<br />

In 2008, Bina Puri remained focused and<br />

resilient in under difficult conditions and<br />

downturn experienced throughout the<br />

world by continuing to secure new projects<br />

while completing a few landmark projects<br />

in our order book. Indeed, we were also<br />

recognized by our country’s Construction<br />

Industry Board (“CIDB”) as Malaysia’s “Best International Builder”.<br />

We registered a record revenue <strong>of</strong> RM676.5 million and pre-tax<br />

pr<strong>of</strong>it <strong>of</strong> RM8.13 million. Although revenue increased by eleven<br />

percent (11%), pre-tax pr<strong>of</strong>it declined by 5%. This was due to<br />

escalation <strong>of</strong> construction raw materials which had spiraled<br />

upwards on average by more than 50%.<br />

We believe new opportunities have started to open up with the<br />

timely introduction <strong>of</strong> a number <strong>of</strong> fiscal and financial initiatives<br />

undertaken by the Malaysian Government to strengthen the<br />

domestic economy as shown by the RM67 Billion stimulus<br />

package. With our Bina Puri’s excellent performance and track<br />

record, we are confident that we will be one <strong>of</strong> the major<br />

beneficiaries to undertake some <strong>of</strong> the earmarked projects, thereby<br />

adding value to our stakeholders. Our commitment to building<br />

shareholders’ value, our experienced operations staff together with<br />

our long standing ties with suppliers and sub-contractors are part<br />

<strong>of</strong> our core value.<br />

Our prospects remain vibrant, with a total book order <strong>of</strong> RM2.7<br />

billion which consists <strong>of</strong> projects in Malaysia and overseas, namely<br />

United Arab Emirates, Brunei, Pakistan and Thailand. In 2008, the<br />

Group secured RM 830 million new projects with a higher<br />

percentage <strong>of</strong> it in Malaysia (85% ) as compared to the previous<br />

year (43%). Recognition and accolades have encouraged Bina Puri<br />

to raise our standards further. As mentioned, we were proud<br />

recipients <strong>of</strong> the CIDB International Achievement Award for our<br />

projects in Thailand and the Innovative Award for the Bangplee<br />

Project in Thailand.<br />

The Construction Division will continue to be the core driver <strong>of</strong> the<br />

Group as it accounts for 80% <strong>of</strong> the Group’s revenue. With raw<br />

materials stabilizing, we anticipate that this division will have a<br />

better year.<br />

Our 50% associate, KL-Kuala Selangor Expressway Bhd, (KLSEB),<br />

the concessionaire for KL-Kuala Selangor Expressway (KLS<br />

Expressway), has finally started construction <strong>of</strong> the RM958 million<br />

expressway after close to 10 years <strong>of</strong> anticipation. The<br />

construction works had commenced on 28 October 2008 with<br />

Mudajaya Corporation Berhad appointed as the Turnkey<br />

Contractor after going through a competitive tendering and<br />

evaluation process. The KLS Expressway is targeted to be<br />

completed by 2011. On 13 January 2009, KL-Kuala Selangor<br />

Expressway Bhd, has successfully achieved its financial close with<br />

Bank Pembangunan Malaysia Berhad for the Istisna’ Facility <strong>of</strong><br />

RM740.0 million and Islamic Development Bank for the IstisnaaWa<br />

Ijaraara’ facility <strong>of</strong> RM300.0 million.<br />

The Property Division recorded an impressive revenue <strong>of</strong> RM46.9<br />

million (RM35.6 million in 2007) and a pr<strong>of</strong>it before tax <strong>of</strong> RM3.1<br />

million (RM2.6 million in 2007).The improved results were due to<br />

progressive pr<strong>of</strong>its recognized from the Jesselton Condominium<br />

and Taman Malawa Jaya, Phase 2 sold during the year. Having<br />

successfully launched Phase 2 <strong>of</strong> Taman Malawa Jaya in Kota<br />

Kinabalu, which comprised <strong>of</strong> 4 storey walkup Apartments totaling<br />

96 units, the Property Division is now focusing on launching its<br />

latest development in JesseltonView@Hilltop comprising 1 block<br />

<strong>of</strong> 80 units <strong>of</strong> modern and contemporary condominium built over<br />

2 acres <strong>of</strong> land.<br />

This new development is located at the highest point in Hilltop<br />

Luyang, Kota Kinabalu, a well sought after address. Jesselton View<br />

@ Hilltop will be another niche development after the success <strong>of</strong><br />

our high end 15-storey Jesselton condominium at Jalan Bersatu <strong>of</strong>f<br />

Jalan Damai, Kota Kinabalu which is now recognized as one <strong>of</strong> the<br />

top address in the city.<br />

The quarry and ready mix concrete division recorded a revenue <strong>of</strong><br />

RM91.2 million (RM107.8 million in 2007) and a pr<strong>of</strong>it before tax<br />

<strong>of</strong> RM2.8 million (RM3.3 million in 2007), while the Polyol Division<br />

recorded a revenue <strong>of</strong> RM18.7 million (RM23.3 million in 2007)<br />

and a pr<strong>of</strong>it before tax <strong>of</strong> RM20,000 (RM961,000 in 2007).<br />

The year 2009 looks to be a promising year. While executing the<br />

many projects that are on-hand,we are also aggressively bidding<br />

for new orders within and outside Malaysia. We are confident <strong>of</strong><br />

securing more than RM1.5billion in new projects for 2009 as a<br />

whole as our success rate over the past few years have been good.<br />

Until 15th May 2009, we have managed to secure new projects in<br />

excess <strong>of</strong> RM1billion, with the major portion <strong>of</strong> it being the RM693<br />

million contract to build 2,000 houses in Brunei. We believe Brunei<br />

will be a promising base for the Group as Thailand was in 2006.<br />

We also hope the KLS Expressway when completed in 2011, will<br />

assist to bring the Group recurring income. We are confident that<br />

the other divisions will perform better as everyone will be extra<br />

motivated to achieve targets with new Key Performance Indicators<br />

are being set for each divisions and departments.<br />

Our staffs are the most valuable resource and are vital to the<br />

Group. Recently, we awarded The “Best Employee Awards” to<br />

recognize the achievements and contributions <strong>of</strong> each individual<br />

to the Group. Congratulations to the receivers.<br />

Our active Kelab Sukan & Sosial Bina Puri had initiated many<br />

activities including outing, bowling tournament, badminton<br />

tournament, table tennis tournament and others. These activities<br />

serve as a platform <strong>of</strong> interaction and communication between the<br />

members in the Group. The Sports Club led by Tuan Syed Nasser<br />

is currently planning on the Group’s family day which will be held this year. I would<br />

like to encourage all staff to stay healthy by participating in sports events<br />

organized by the Sports Club or if not, at your own initiative. Staying fit and<br />

healthy is an important ingredient towards quality living both at work and at<br />

home. Malaysians in general tend to neglect exercise while enjoying excess<br />

consumption <strong>of</strong> food.<br />

Bina Puri has always supported the Government’s call to be a good corporate<br />

citizen. We supported the National Blood Bank, where Blood Donation Drive are<br />

organized periodically at the Head Office in Selayang and we made contributions<br />

to Sichuan Earthquake, China and the Gaza-Palestin Campaign.<br />

Last but not least, we encourage individuals to excel in their studies and academic<br />

performance. For that reason, we provide Undergraduate Scholarship Awards to<br />

our employees’ children pursuing degree and pr<strong>of</strong>essional courses and presented<br />

the Educations Incentives for students and staff who perform well in their<br />

examinations and studies for primary, secondary, tertiary and pr<strong>of</strong>essional levels.<br />

Finally, let me once again express my appreciation to the staff and management.<br />

We shall strive to work together and harder in achieving our goals. May good<br />

health be with all <strong>of</strong> us and our family members.<br />

Speech By Y. BHG. DATO’ MOHAMED FEISAL IBRAHIM<br />

Executive Chairman, Bina Puri Holdings Bhd<br />

At Bina Puri Assembly, Tuesday 13 January 2009<br />

Assalamualaikum warahmatullahi wabarakatuh,<br />

salam sejahtera,<br />

and a very good morning.<br />

Today, we are just about 2 weeks into the New<br />

Year 2009. However, we cannot avoid to look<br />

back into 2008 wherein the international<br />

economies have experienced economic<br />

meltdown. Among the triggering factors were<br />

the severe problems <strong>of</strong> sub-prime loans in the<br />

United States and Europe which created negative<br />

domino effects in the world financial system, the<br />

trading system and world market place. The US<br />

with the largest economy is already in trouble<br />

attributable also with the massive global<br />

writedowns and credit losses which currently<br />

amounting to a little over USD1 trillion, <strong>of</strong> which<br />

two-thirds originated from the US. The other<br />

three traditional vibrant economies i.e the<br />

European Union (EU), Japan and China have also<br />

been affected. They are now experiencing their<br />

own respective problems such<br />

rising unemployment and cut-down on<br />

inventories. On the international front there is a<br />

general pattern <strong>of</strong> reduction <strong>of</strong> supply and<br />

demand, growing unemployment, general loss in<br />

confidence and a general down ward spiral <strong>of</strong><br />

asset prices.<br />

Malaysia, being an export-led nation, is<br />

no exception. We have to brace ourselves<br />

to face the escalating difficult<br />

economic conditions at least in 2009.<br />

Notwithstanding, Malaysia has still some strong<br />

economic fundamentals. We are also fortunate<br />

that the Federal Government under the Barisan<br />

Nasional has introduced a number <strong>of</strong> fiscal and<br />

financial initiatives to stabilize and strengthen our<br />

domestic economic system.<br />

In this respect, our Government has taken several<br />

measures to counter the effect <strong>of</strong> the world<br />

economic meltdown, among which, by<br />

announcing a RM7 billion stimulus package in<br />

November 2008 and to roll out the High Impact<br />

Projects under the 9th Malaysian Plan to stimulate<br />

the economy. The Government has revised the<br />

GDP growth forecast to drop to 3.5% from 5.4%<br />

projected previously for 2009 as the Government<br />

expects revenue to fall, due also to the drop in<br />

Petronas’ oil revenue and expected decrease in<br />

exports to Europe and the United States. Our<br />

Deputy Prime Minister, who is also the Finance<br />

Minister, Yang Amat Berhormat Dato’ Sri Mohd<br />

Najib Tun Razak has stated that if need be, the<br />

Government would announce more stimulus<br />

packages to lessen the burden <strong>of</strong> all Malaysians in<br />

facing the economic crisis.<br />

At the micro and more positive front at our Bina<br />

Puri Group, I am happy to note and report that<br />

we were able to weather through the difficult<br />

economic conditions in 2008 with timely<br />

completions <strong>of</strong> several major projects and along<br />

the way achieved some outstanding success. I am<br />

proud to say that this is our trade mark.<br />

Ladies and Gentlemen:<br />

This morning I am pleased to announce that we<br />

have been awarded by the Construction<br />

Development Industry Board (CIDB) during the<br />

Malaysian Construction Industry Excellence<br />

Award (MCIEA) event this evening as the recipient<br />

for International Award for our projects in<br />

Thailand and the Innovation Award for the<br />

Bangplee Project, Thailand. I wish to express my<br />

appreciation and congratulate our Joint Venture<br />

partner, DEVA Development Public Co. Ltd (DEVA)<br />

and the team members in Bina Puri (Thailand) Ltd<br />

for this outstanding achievement. Since 2006, we<br />

have participated together with DEVA to<br />

construct 8 packages <strong>of</strong> low cost housing<br />

schemes for the National Housing Authority <strong>of</strong><br />

Thailand valued at about Baht 10 billion<br />

(approximately RM1 billion). These two awards<br />

from CIDB are testimonies and recognition for the<br />

successful cross-border partnership between<br />

DEVA and our Bina Puri Group in Thailand. In this<br />

respect, I like to single out our Group Managing<br />

Director, Yang Berhormat Senator Tan Sri Datuk<br />

Tee Hock Seng for your untiring and relentless<br />

efforts to make our projects in Thailand a success<br />

despite facing various difficulties.<br />

Ladies and Gentlemen:<br />

On the domestic front, we have completed<br />

several projects in 2008 and among them were<br />

the 3rd Lane Widening <strong>of</strong> the Plus Highway<br />

between Rawang and Tanjung Malim; Building<br />

Works for North and South Office Towers for<br />

Capital Square Development; <strong>Komplek</strong>s<br />

Ibupejabat Pentadbiran PLUS Berhad at the<br />

Subang Toll Plaza; and our very own property<br />

project in Kota Kinabalu, Sabah, the Jesselton<br />

Condominium (all 133 units have been sold).<br />

On our overseas operations, we have completed<br />

the Infrastructure Works at Sungai Liang Industrial<br />

Park, Brunei; Interior Decoration & Fittings Out<br />

works for Abu Dhabi National Islamic Finance<br />

Company; and four (4) packages <strong>of</strong> the low cost<br />

housing schemes in Thailand namely, Krasaebon<br />

(272 units), Nadee (1,288 units), Romkloa (6,024<br />

units) and Bangplee (5,604 units).<br />

With the dedication and efforts put in by the top<br />

management <strong>of</strong> Bina Puri Group, we have been<br />

awarded several new local projects namely<br />

Terrace Houses Development, Papar, Sabah;<br />

Infrastructure and Building Works at University<br />

Malaysia Kelantan, Bachok; Eastern Dispersal Link<br />

(EDL) Johor Bahru, Johor; and the Construction<br />

<strong>of</strong> the Central Lecture Hall and Post Graduates<br />

Centre for University Malaysia Sabah, Kota<br />

Kinabalu, Sabah.<br />

On the international front, we have secured<br />

projects such as Works at Club House at Phase VI<br />

DHA, Lahore, Pakistan; and most recently in<br />

Thailand, a project for warehouse construction at<br />

Rojana Industrial Park at Ayutthaya.<br />

Another significant contract and a new milestone<br />

worth mentioning is our successful bid in 2009<br />

for a RM693 million contract to build 2000<br />

houses for the National Housing Scheme <strong>of</strong><br />

Brunei Darussalam from the Brunei Economic<br />

Development Board n view <strong>of</strong> the above, our<br />

prospects remain good with current Order Book<br />

has increased to RM2.7 billion keeping us busy<br />

for the next two years. Out <strong>of</strong> this RM2.7 billion,<br />

about RM1.2 billion or 44% represents Bina Puri<br />

projects in Malaysia and RM1.5 billion or 56% are<br />

our overseas projects. With regard to the Kuala<br />

Lumpur-Kuala Selangor Expressway Bhd (KLKSE)<br />

toll road concession project, KLKSE has recently<br />

signed the Loan Facility Agreement with Bank<br />

Pembangunan Malaysia on 10 December 2008<br />

for a loan package <strong>of</strong> RM740 million signaling the<br />

financial close for the project. The construction<br />

works for the project have already started on 28<br />

October 2008 and we target for completion for<br />

the whole expressway and the administrative<br />

building within 30 months. We have 50%<br />

shareholding interest in KLKSE and we look<br />

forward to positive contribution in the form <strong>of</strong> a<br />

stable and growing income stream from KLKSE to<br />

the Group when the highway is fully<br />

commissioned.<br />

Ladies and Gentlemen:<br />

Bina Puri Group <strong>of</strong> Companies’ key objective for<br />

the coming years is to remain focus in our core<br />

business that is construction and engineering for<br />

business expansion and pr<strong>of</strong>it generation.<br />

Economic experts have predicted that year 2009<br />

would be a very difficult year due to the impact<br />

and spill over <strong>of</strong> world financial and economic<br />

meltdown which started in 2008. We in Bina Puri<br />

Group <strong>of</strong> Companies have to remain vigilant and<br />

prudent in our financial management to survive in<br />

this difficult economic environment. We have to<br />

monitor our cost and spending wisely and we<br />

need to promote the “SAVE COST” culture within<br />

our Group.<br />

For the financial year ended 31 December 2008,<br />

Bina Puri Holdings Bhd achieved satisfactory<br />

results overall, with the Group reporting a 11.3%<br />

increase in our revenue to RM676.5 million from<br />

RM607.9 million recorded in 2007. Pr<strong>of</strong>it before<br />

tax decreased slightly to RM8.0 million as<br />

compared with the RM8.5 million recorded in the<br />

previous year, while earnings per share for 2008<br />

was 5.17 sen (2007: 8.60 sen). For 2007, our<br />

annual turnover achieved was RM 607.9 million.<br />

In the first half <strong>of</strong> Year 2008, the construction<br />

industry was badly affected by the sharp increase<br />

<strong>of</strong> prices for building materials and fuel. For<br />

example steel bar prices in Malaysia had exceeded<br />

RM4,000 per ton and world oil prices had<br />

exceeded USD145 per barrel by mid 2008.<br />

Malaysians felt the impact as the Government<br />

had increased petrol price at the pump from<br />

RM1.92 to RM2.70 per litre in June 2008.<br />

However, the world oil prices have since came<br />

down in the 2nd half <strong>of</strong> 2008. Our Government<br />

has been lowering the petrol price and recently<br />

the price has dropped to RM1.80 per litre. Steel<br />

prices have also dropped to about RM2,500 per<br />

ton at the end <strong>of</strong> 2008 and we expect the price<br />

to drop further to below RM2,000 per ton in early<br />

2009. Liberalization by the Malaysian<br />

Government to allow the imports <strong>of</strong> steel bars for<br />

construction projects would also assist to ease the<br />

price <strong>of</strong> steel. With these positive development, I<br />

hope our Bina Puri construction units will be able<br />

to sustain and improve on pr<strong>of</strong>it margin for<br />

our projects.<br />

Bina Puri Holdings Bhd has recently paid an<br />

interim dividend for Year 2008 <strong>of</strong> 2% less<br />

tax @ 25% on 9 January 2009 making the<br />

total dividend declared for the current<br />

financial year to 4% per share (6% in<br />

2007), subject to the approval <strong>of</strong> the<br />

shareholders at the forthcoming Annual<br />

General Meeting on 28 May 2009.<br />

We must be constantly aware <strong>of</strong> the<br />

expectations <strong>of</strong> our shareholders to achieve<br />

higher pr<strong>of</strong>it and to pay respectable and<br />

reasonable dividends. In this respect, our<br />

parent company, Bina Puri Holdings Bhd<br />

would expect all our subsidiaries <strong>of</strong> the<br />

Group to pay dividend as a return <strong>of</strong> our<br />

investments. As such, I would expect all<br />

subsidiaries <strong>of</strong> the Group to improve on<br />

their financial results by maximizing the<br />

pr<strong>of</strong>it level for payment <strong>of</strong> dividends.<br />

The “Special Task Force” formed after the<br />

Senior Management’s workshop in Janda<br />

Baik in 2007 and chaired by our<br />

Independent Director, Encik Khalid Sufat<br />

would have to play an important role in<br />

implementing and monitoring the Key<br />

Performance Indicators (KPI) for all our<br />

subsidiaries this year. For a start, the Group<br />

EXCO has instructed that all on-going<br />

construction projects secured by our Group<br />

have to set the relevant KPIs for each<br />

project. All departmental and division heads<br />

within all our subsidiaries have to set their<br />

own KPIs and these KPIs would be<br />

consolidated into the subsidiary KPIs and<br />

the Group KPIs respectively. The work <strong>of</strong> the<br />

Special Task Force does not end here. In the<br />

early part <strong>of</strong> the first quarter 2009, I would<br />

like the Special Task Force to start working<br />

on a specific proposal on how to streamline<br />

the Group Policy in a comprehensive and<br />

synergistic manner as part <strong>of</strong> total<br />

management system in finance, human<br />

capital, project execution, pr<strong>of</strong>it<br />

maximization and others.<br />

Cashflow planning and management is an<br />

essential ingredients for a company to<br />

function in good or bad times. Therefore, it<br />

is imperative we now need to organize<br />

ourselves effectively to maximize our<br />

income by reducing bank borrowings. From<br />

the financial report, I observe that our<br />

interest payments to financial institutions<br />

have depleted our potential income by<br />

more than 30%. I urged all management<br />

and staff, especially those who are directly<br />

involve in operations to be more sensitive<br />

and effective on the methodology applied<br />

used in the execution <strong>of</strong> each project.<br />

Cross financing between projects should<br />

not be practised. This unhealthy exercise<br />

tends to divert the attention from the real<br />

actual issue which is a sick project to a<br />

bearable or acceptable ”hedging” system.<br />

As a reminder to all I would like to reiterate<br />

that we are a construction company and<br />

not a financial institution where fund<br />

hedging is a norm.<br />

In the area <strong>of</strong> our Business Plan, the<br />

Business Plan budget and pr<strong>of</strong>it forecast is<br />

a very powerful management tool if utilized<br />

smartly. This tool will assist the Group in<br />

achieving cashflow planning as well curbing<br />

inter project cross financing. It is essential<br />

that all our business units need to achieve<br />

their respective quarterly target in a<br />

consistent manner so that the annual<br />

forecast can be achieved. I am confident<br />

that all <strong>of</strong> us in Bina Puri Group will be able<br />

to combine our resources together to work<br />

on all these improvements and I am<br />

confident we all can do much better and<br />

achieve more than what we have today.<br />

Also, we need to continue to put in place<br />

good corporate governance including on<br />

the human dimension side the factor <strong>of</strong><br />

honesty and integrity at all levels <strong>of</strong><br />

management.<br />

Ladies and Gentlemen:<br />

As part <strong>of</strong> our Corporate Social<br />

Responsibility (CSR), Bina Puri Group <strong>of</strong><br />

Companies has always supported the<br />

Government’s vision <strong>of</strong> a Caring Society.<br />

The Group EXCO has recently approved<br />

payment <strong>of</strong> scholarships to thirteen (13)<br />

recipients who are children <strong>of</strong> our<br />

management and staff. The Group also has<br />

been providing incentives to management<br />

and staff children who have done well in<br />

examinations and providing training to all<br />

staff. The Group has also contributed to the<br />

needs <strong>of</strong> the less fortunate in our society<br />

and supported the activities <strong>of</strong> Kelab Sukan<br />

Dan Sosial Bina Puri in organizing Blood<br />

Donation Campaigns together with sports<br />

and social events.<br />

intended to be the Malaysian premier accolades for all round<br />

excellence, promoted by CIDB Malaysia. Bina Puri had won the<br />

Prominent Player Award (YB Senator Tan Sri Datuk Tee Hock Seng,<br />

JP) in the year 2005, Contractor Award - G7 (Capital Square<br />

Condomium) in the year 2007 and the recent award, International<br />

Achivement Award 2008 (Thailand project).<br />

BINA PURI IN MALAYSIA SERVICES EXHIBITION, DUBAI<br />

The Opening Ceremony <strong>of</strong> the Exhibition<br />

ina Puri participated in the Malaysia Services Exhibition<br />

2009 (MSE 2009) held at the Dubai Airport Expo Exhibition<br />

Centre in Dubai, UAE from 17 ~ 19 March 2009. The<br />

exhibition was organized by the Malaysia External Trade<br />

Development Corporation (MATRADE). MSE 2009 was an<br />

excellent avenue for Malaysian services providers to network<br />

and forge alliances with potential clients or partners in the<br />

West Asian region.<br />

Bina Puri joined the Construction Cluster which was led by<br />

CIDB and MBAM, together with other big players including<br />

IJM, WCT, Naim Cendera, Eversendai and KLIA Premier. The<br />

company was represented by Mr. Lee Seng Fong and Pn. Nor<br />

Paizah from HQ Office and Mr. Lee Boon Hock who is based<br />

in Abu Dhabi.<br />

Construction cluster was among the most visited booths<br />

during the exhibition. We received many inquiries and<br />

proposals for project development and construction activities<br />

from various countries including UAE, Syria, Oman, Qatar,<br />

Yemen, Iraq, Africa as well as Gaza.<br />

FINANCING FACILITIES FOR KL-KSEB<br />

Expressway Bhd, (KLSEB), the<br />

concessionaire for KL-Kuala Selangor<br />

Expressway (KLS Expressway), has finally<br />

started construction <strong>of</strong> the RM958 million<br />

expressway after close to 10 years <strong>of</strong><br />

anticipation.<br />

The construction works had commenced<br />

on 28 October 2008 with Mudajaya<br />

Corporation Berhad being appointed the<br />

Turnkey Contractor after going through a<br />

competitive tendering and evaluation<br />

process. The KLS Expressway is targeted<br />

to be completed by 2011.<br />

On 13 January 2009, KL-Kuala Selangor<br />

Expressway Berhad, had successfully<br />

achieved its financial close with Bank<br />

Pembangunan Malaysia Berhad for the<br />

Istisna’ Facility <strong>of</strong> RM740.0 million and<br />

Islamic Development Bank for the Istisnaa<br />

Wa Ijaraa ra’ facility <strong>of</strong> RM300.0 million.<br />

international level. The backbone <strong>of</strong> the<br />

rom 30th to 31st October 2008, Bina Puri Sdn Bhd and Bina Puri<br />

Construction Sdn Bhd was audited by SIRIM QAS International Sdn<br />

Bhd to ensure compliance to ISO 9001:2000 requirements. The<br />

auditors, led by Ir. Sohaimi Bin Samad and assisted by En. Heeza Izwan<br />

Bin Mohd Hasnan verified the management system implementation<br />

both at Head Office and Muar Project. The company passed the<br />

surveillance audit with only one minor non-conformity which was<br />

subsequently closed.<br />

While on 20 th March 2009, Bina Puri Holdings Bhd was audited by<br />

SIRIM for The Surveillance Audit. BPHB excelled the audit with no NCR<br />

issued.<br />

he ISO 9001 : 2000 Standard Quality Management System has<br />

recently undergone a review exercise that led to the newly<br />

published ISO 9001 : 2008 on 15th November 2008.<br />

The main objective <strong>of</strong> the review is to provide greater clarity and ease<br />

<strong>of</strong> use as well as to improve its compatibility with ISO 14001:2004.<br />

However, there are no significant changes to the standard unlike the<br />

previous upgrading exercise from ISO 9002:1994 to ISO 9001:2000.<br />

The eight Quality Management System principles are still maintained<br />

and organizations already subscribing to the preceding standard will<br />

be given until 15 th November 2010 to conform and implement ISO<br />

9001:2008 requirements.<br />

Bina Puri Sdn Bhd and Bina Puri Construction Sdn Bhd are presently in<br />

the process <strong>of</strong> updating its quality management system<br />

documentations in line with the revised standard and is expected to be<br />

audited based on the new standard in June 2009.

DUN Building<br />

Bina Puri Sdn Bhd had completed the construction <strong>of</strong> <strong>Komplek</strong><br />

<strong>Dewan</strong> <strong>Undangan</strong> <strong>Negeri</strong> <strong>Sarawak</strong> (DUN) on 31 April 2009. On 4th<br />

May 2009, a completion visit and Group Photograph Session were<br />

organized at the site. Delegation included, YBhg Dato’ Mohamed<br />

Feisal Ibrahim, Executive Chairman, YB Senator Tan Sri Datuk Tee<br />

Hock Seng, Group Managing Director, Mr Henry Tee, Managing<br />

Director, BPCSB, the Senior Management Team and the Project<br />

Team.<br />

The day started with a final tour and visit into DUN Complex by the<br />

Board Members led by Y.Bhg Dato’ Mohamed Feisal Ibrahim, Senior<br />

Building and associated works at Rojana Industrial Park, Ayuthaya, Thailand from<br />

Century Logistics Holding Bhd. The contract sum is TB 263.2 mil (approx. RM 26.3<br />

mil) to be completed within 7 months commencing from December 2008.<br />

Bina Puri Holdings Bhd was appointed by the Brunei Economic Development<br />

Board (BEDB) as the Management Contractor to plan, design and construct<br />

2,000 houses within 24 months in a 180 Ha green field in Kuala Belait<br />

District, Brunei Darussalam. The contract sum is B$ 288.7 mil (approx.<br />

RM 693.0 mil) commencing from April 2009. The works involve the<br />

construction <strong>of</strong> 1,200 units <strong>of</strong> Terrace Houses and 800 units <strong>of</strong> Semi-D<br />

Houses including all the required infrastructures such as earthworks, road,<br />

drainage, water supply, sewerage work and M&E work.

2009 a site visit to the construction areas <strong>of</strong><br />

KL-Kuala Selangor Expressway was<br />

organised. The group comprised <strong>of</strong> the<br />

contractor, Mudajaya Corporation, the<br />

consultants, HSSI and Endeover, the subcontractors.<br />

Progress and details <strong>of</strong><br />

contruction activities was briefed by En<br />

Amran Amir, CEO <strong>of</strong> KLSEB and Mr Yong<br />

Yee Coi, Director <strong>of</strong> Mudajaya. Other<br />

personnels during the visit included En<br />

Mohamed Raffe Chekku, Mr Tan Kwe Hee,<br />

Mr David Lee, Mr Lee Seng Fong, Mr Ooi Tat<br />

Lean and others.<br />

The 1st stop was the Templer Park<br />

Interchange at CH300000 followed by Kg<br />

Sungai Samak at CH 29000. Later the group<br />

proceeded to the 3rd stop at the Kuang<br />

System Interchange (CH21000) and Ijok<br />

Interchange (CH12000). They were also<br />

briefed on location <strong>of</strong> the permanent<br />

operation <strong>of</strong>fice and staff quaters which will<br />

be located at CH12000. The next stop was<br />

the Assam Jawa Interchange (ending <strong>of</strong> the<br />

expressway) at CH 3000. Finally the group<br />

visited the contactors's workshop at CH<br />

17200 (Kuang) and their site <strong>of</strong>fice building,<br />

Bina Puri Construction Sdn Bhd secured the subcontract work from Variasi Baru Sdn Bhd for the<br />

construction and completion <strong>of</strong> the 2nd Central Lecture Hall & Post Graduates Center on Design<br />

& Build Concept for Universiti Malaysian Sabah, Kota Kinabalu. The contract sum is RM 161.6 mil<br />

and work commenced in November 2008 with 30 months contract period.<br />

8-Storey Medium Cost Apartments, Menggatal, Kota Kinabalu<br />

Bina Puri Construction Sdn Bhd in Joint venture with Kinsanuri Sdn Bhd secured the Proposed<br />

1,664 units 8-Storey Medium Cost Apartments in Kg. Darau, Menggatal, Kota Kinabalu, Sabah<br />

from the Syarikat Perumahan Negara Berhad with contract sum <strong>of</strong> RM 224.1 mil. The work<br />

commenced in February 2009 with 40 months contract period.<br />

Infrastructure Works for Pre-Clinical Building, UKM, Cheras<br />

Bina Puri Construction Sdn Bhd secured the subcontract work from Tim Sekata Sdn Bhd for the<br />

Site Clearance, Earthworks and Piling Works for the construction <strong>of</strong> Pre-Clinical Building<br />

comprising 1 Block <strong>of</strong> 22-storey Building for Medical Faculty, I Block Auditorium and 1 Block 8-<br />

Storey Car Park for Universiti Kebangsaan Malaysia in Cheras, Kuala Lumpur. The contract sum is<br />

RM 19.5 mil to be completed in September 2009.<br />

Bangunan Markas 92 Angkatan Tentera Cawangan Khas, K. Lumpur<br />

Bina Puri Construction Sdn Bhd secured the subcontract work from Pembinaan HRS Sdn Bhd for<br />

the construction <strong>of</strong> Bangunan Markas 92 Angkatan Tentera Cawangan Khas (ATCK), Genting<br />

Klang, K. Lumpur. The contract sum is RM 43 mil with construction period <strong>of</strong> 24 months.<br />

Universiti Malaysia Kelantan, Bachok, Package 2 – Building Works<br />

Konsortium Syarikat Bina Puri – TA3 JV Sdn Bhd secured Package 2 : Building Works for the<br />

Universiti Malaysia Kelantan, Kampus Bachok with contract value <strong>of</strong> RM60 mil and 15 months<br />

construction period commencing March 2009. This is continuing from Package 1 : Infrastructure<br />

Works secured earlier, and which is now nearing completion.<br />

Pusat Latihan Polis (Pulapol), K. Lumpur<br />

Bina Puri Construction Sdn Bhd secured the subcontract work from Pembinaan Tajri Sdn Bhd for<br />

the Development at Pusat Latihan Polis Kuala Lumpur comprising 1 Block <strong>of</strong> 6-Storey for Training<br />

T Bina Puri has been held on Tuesday, 17<br />

March 2009. The meeting was chaired by<br />

the President, Tuan Syed Nasser Syed Omar.<br />

Almost 200 members turned-up. Among<br />

them were the Advisor, YB Senator Tan Sri<br />

Datuk Tee Hock Seng, JP, Executive<br />

Chairman, Y. Bhg Dato’ Mohamed Feisal<br />

Ibrahim and the Vice President <strong>of</strong> KSSBP<br />

The Chairman took the opportunity to make<br />

a few announcements. which includes<br />

i) Allocation <strong>of</strong> budget for subsidiary/site<br />

<strong>of</strong>fice and HQ has been reduced from<br />

70%:30% to 50%:50%, and<br />

ii) All subsidiaries and project site <strong>of</strong>fice<br />

within 50km radius from HQ is not<br />

Gaza Strip. On 26 th February 2009 held at<br />

NSTP <strong>of</strong>fice, The president <strong>of</strong> KSSBP, Tuan<br />

Syed Nasser Bin Syed Omar, together with a<br />

few Bina Puri <strong>of</strong>ficials, presented the<br />

collected donations to NSTP representative<br />

for ‘NSTP Fund for Gaza’.<br />

It was learned that the donations would be<br />

used to provide medical supplies and<br />

equipment to Palestinian hospitals in the<br />

Gaza Strip as well as to re-construct basic<br />

infrastructures there such as schools and<br />

water supply.

Bowling Tournament 2008 was held on<br />

Sunday, 30 November at Ampang<br />

Superbowl, Flamingo. It started as early as<br />

10:30. The tournament was divided into 3<br />
