MALAYSIAN<br />
ENGINEERS AND THE<br />
OIL & GAS INDUSTRY<br />

Thirty years ago the <strong>Malaysia</strong>n Parliament passed the<br />
Petroleum Development Act (1974) <strong>and</strong> laid down<br />
the groundwork for the development <strong>of</strong> the oil & gas<br />
<strong>in</strong>dustry <strong>in</strong> the country. S<strong>in</strong>ce then the <strong>in</strong>dustry has<br />
developed to become one <strong>of</strong> our most important<br />
economic sectors. It is also a sector which has taken<br />
advantage <strong>of</strong> the most dem<strong>and</strong><strong>in</strong>g, challeng<strong>in</strong>g <strong>and</strong><br />
excit<strong>in</strong>g eng<strong>in</strong>eer<strong>in</strong>g <strong>and</strong> technological advances <strong>and</strong><br />
therefore should be <strong>of</strong> great <strong>in</strong>terest to eng<strong>in</strong>eers.<br />
The country’s oil & gas <strong>in</strong>dustry has developed from<br />
mere production <strong>of</strong> crude for export to value-added<br />
downstream production <strong>of</strong> commodity <strong>and</strong> eng<strong>in</strong>eer<strong>in</strong>g<br />
plastics, petrochemicals <strong>and</strong> fertilizers. Local eng<strong>in</strong>eers<br />
have numerous opportunities to contribute to the<br />
various facets <strong>of</strong> the <strong>in</strong>dustry, from front-end eng<strong>in</strong>eer<strong>in</strong>g<br />
design <strong>of</strong> oil production facilities to the design <strong>and</strong><br />
construction <strong>of</strong> chemical plants.<br />
Despite these opportunities many <strong>of</strong> the local<br />
eng<strong>in</strong>eer<strong>in</strong>g positions are still occupied by expatriates.<br />
There are still relatively few truly-local companies (<strong>and</strong><br />
<strong>in</strong>dividual eng<strong>in</strong>eer<strong>in</strong>g specialists) which are directly<br />
<strong>in</strong>volved <strong>in</strong> areas like front-end conceptual <strong>and</strong> process<br />
eng<strong>in</strong>eer<strong>in</strong>g design. Fortunately, the number is steadily<br />
<strong>in</strong>creas<strong>in</strong>g especially <strong>in</strong> detail design <strong>and</strong> management <strong>of</strong><br />
the construction <strong>of</strong> <strong>of</strong>fshore oil & gas platforms <strong>and</strong><br />
petrochemical plants. In some <strong>of</strong> these areas <strong>Malaysia</strong>n<br />
eng<strong>in</strong>eers have also successfully lend their expertise (as<br />
expatriates) <strong>in</strong> other countries.<br />
Perhaps the time has now arrived for IEM to address<br />
this issue directly <strong>and</strong> get <strong>in</strong>to dialogues with oil<br />
companies like Petronas, Exxon-Mobil, Shell <strong>and</strong><br />
Murphy <strong>Oil</strong> <strong>in</strong> order to <strong>in</strong>crease the awareness <strong>of</strong> oil &<br />
gas opportunities amongst local eng<strong>in</strong>eers. The ma<strong>in</strong><br />
objectives <strong>of</strong> such dialogues would be to promote the<br />
services <strong>of</strong> <strong>Malaysia</strong>n eng<strong>in</strong>eers <strong>and</strong> identify areas where<br />
the <strong>Institution</strong> can play a role <strong>in</strong> enhanc<strong>in</strong>g <strong>and</strong><br />
complement<strong>in</strong>g the local oil & gas <strong>in</strong>dustry.<br />
The oil & gas <strong>in</strong>dustry is multidiscipl<strong>in</strong>ary <strong>in</strong> nature.<br />
The <strong>in</strong>put <strong>and</strong> contribution <strong>of</strong> every discipl<strong>in</strong>e <strong>of</strong><br />
eng<strong>in</strong>eer<strong>in</strong>g have significant roles to play <strong>in</strong> the <strong>in</strong>dustry.<br />
Due to its unique requirements, the <strong>in</strong>dustry has<br />
developed st<strong>and</strong>ards <strong>and</strong> practices almost at par with the<br />
high st<strong>and</strong>ards <strong>of</strong> requirements <strong>in</strong> aeronautics. Many <strong>of</strong><br />
these st<strong>and</strong>ards <strong>and</strong> practices such as the selection <strong>of</strong><br />
materials <strong>and</strong> safety management will probably f<strong>in</strong>d<br />
their way <strong>in</strong>to the general construction <strong>in</strong>dustry as the<br />
latter tries to meet the ever dem<strong>and</strong><strong>in</strong>g public<br />
expectations. The same applies to quality assurance <strong>and</strong><br />
control <strong>in</strong> construction, non-destructive test<strong>in</strong>g,<br />
corrosion <strong>and</strong> weld<strong>in</strong>g practices – to name just a few. ■
