4.<strong>Tender</strong> documents are generally available in English only.<br />

5. The addresses at which tender documents may be obtained and to which tenders should be posted, appear in<br />

5.1 The address where a document is available from and where it must be submitted to may differ.<br />

5.2 <strong>Tender</strong>ers should read the Conditions of <strong>Tender</strong> issued by the different tender boards. Mostly tenders that are<br />

submitted after the closing time will not be allowed for consideration.<br />

6. The financial category for construction related supplies and services are the following:<br />

A: To R300 000<br />

B: R300 000 to R2 000 000<br />

C: R2 000 000 to R6 000 000<br />

D: Above R6 000 000<br />

6.1 Where security is required particulars thereof are indicated in the tender documents. However, security is mostly<br />

not required for services with an estimated value of less than R100 000.<br />

7. Please note that all documents issued by the Department of Public Works will be sold as follows:<br />

• R50,00 per set for all services with a pre-estimated value from above R100 000 to R300 000.<br />

• R100,00 per set for all services with a pre-estimated value above R300 000 to R2 000 000.<br />

• R200,00 per set for all services with a pre-estimated value above R2 000 000.<br />

These amounts will not be refunded. Only cash or postal orders will be accepted.<br />

7.1 No documents will be exchanged.<br />

8. <strong>Tender</strong>s must be on the official tender forms which must be filled in and completed in all respects.<br />

9. <strong>Tender</strong>s must be submitted in sealed envelopes.<br />

10. Separate envelopes must be used for each tender invitation.<br />

INVITATION TO PROVIDE REGISTRATION HELP DESK<br />

The Construction Industry Development Board (CIDB) is a Schedule 3A public entity established in terms of CIDB Act 38<br />

of 2000 to provide leadership to stakeholders for sustainable growth, reform and improvement of the construction<br />

sector and the industry’s role in the country’s economy.<br />

The Construction Industry Development Board (CIDB) invites tenders from service providers for provision of help desk to<br />

support contractors wishing to apply for registration on the Construction Register of Contractors. The duration of the service<br />

is as specified and will include assisting contractors to fill in their application forms for registration, submit requisite<br />

documentation and calculate registration fees.<br />

Separate tenders will be awarded per province. Interested service providers may tender for one or more provinces.<br />

Service providers should provide an experienced help desk administrator to resource and manage the helpdesk.<br />

The tender applies to help desk facilities in the following provinces for the term specified as follows:<br />

The major activities to be undertaken and the resultant deliverables to be achieved are discussed in the scope of work.<br />

The project entails staffing each helpdesk with a competent administrative person who is well trained and regularly supervised<br />

by the principal service provider. In addition there are specified reporting and monitoring processes and procedures that need<br />

to be adhered to.<br />

The services will commence in June 2007.<br />

Preferences are offered to tenderers who can demonstrate ownership and control of the tendering entity/entities by<br />

Historically Disadvantaged Individuals.<br />

<strong>Tender</strong>s will be evaluated on the bases of price, quality and preference.<br />

<strong>Tender</strong>s must meet the following minimum criteria to be considered:<br />

1. The entity must be able to demonstrate at least 2 years experience and track record in the provision of help desk or<br />

customer service.<br />

Provision of outsourced help desk services will be highly recommended.<br />

The <strong>Tender</strong> <strong>Bulletin</strong> is published every week on Friday, and the closing time for the<br />

acceptance of tenders which have to appear in the <strong>Tender</strong> <strong>Bulletin</strong> on any particular Friday,<br />

is 15:00 on the preceding Friday.<br />

Should any Friday coincide with a public holiday, the date of publication of the <strong>Tender</strong><br />

<strong>Bulletin</strong> and the closing time of the acceptance of notices will be 15:00 sharp on the<br />

following days:<br />
