Background:
The SMS Toolkit was developed by the International Business Aviation Council
(IBAC) and its Member Associations.
It is designed to assist non-commercial fixed and rotary wing aircraft operators,
on-demand charter operators and other commercial operators to develop and
implement safety management systems that meet the ICAO Standards and
Recommended Practices (SARPs) and the regulatory requirements of major
aviation regulatory authorities for such air operators.
The Toolkit is part of the IS-BAO - an International Standard for Business
Aircraft Operations, and is included with the January 1, 2009 amendment to the
IS-BAO. Operators who purchase the IS-BAO will receive the SMS Toolkit
along with it.
Toolkit content:
The SMS Toolkit includes a hard
copy of the SMS Tools booklet
that provides a step by step
process to develop and
implement an SMS, plus a CD
that contains numerous reference
documents and more than 15
individual tools for operators to
use in developing, implementing
and maintaining their SMS.
Included is material from the
International Civil Aviation
Organization (ICAO), several civil
aviation authorities and aviation
associations, plus best practices
from a number of operators and
individual experts.

The Toolkit can be purchased from IBAC Member Associations as an

How will it help and how can I learn to use it?
The tools will help operators identify what exactly they need to do to develop
their SMS and then to manage the work program. The tools also provide
examples of SMS components and help operators to adapt them to their
individual situation.
Training workshops will be made available as an adjunct to the toolkit. The
workshops cover the basics of aviation safety, safety management systems
and how to make use of the tools in the toolkit to develop, implement and
mature an SMS.

International requirements:
As of January 1, 2009 ICAO
required that commercial air
transport operators have an SMS.
Non-commercial operators of
large and turbojet aircraft will
require an SMS after November
18, 2010. However, an SMS
should not be viewed as only a
regulatory requirement. An
appropriate and effective SMS
can enhance the safety, efficiency
and effectiveness of an operation.
A well developed SMS will not
cost money it will save money.
How do I obtain it?

Consider the consequences of not implementing an SMS:
Can you afford:
an accident or incident?
the increased risk of loss of business or company confidence in your operation if
you do not have effective safety systems in place?
unnecessary or inappropriate expenditures for aircraft equipment, training, or
support services for your operation if you do not have systems to ensure that they
are appropriate and effective?
the litigation involved with an accident or incident?
An effective SMS integrates operational, technical, financial
and human resource considerations, and provides the tools to
make sound decisions within your operation.
