tion renewal" by its critics, was passed <strong>in</strong> 1963 by the city adm<strong>in</strong>istration.<br />

Schwedler was one of the most committed advocates of this program, which<br />

foresaw the demolition and rebuild<strong>in</strong>g of 56,000 apartments <strong>in</strong> the historic<br />

<strong>in</strong>ner-city districts of Wedd<strong>in</strong>g, Tiergarten, Kreuzberg, Sch6neberg, and<br />

Neuk6lln. Almost 140,000 <strong>in</strong>habitants were affected, approximately 10 percent<br />

of West Berl<strong>in</strong>'s population. Schwedler was one of the driv<strong>in</strong>g forces of<br />
